City of Plano City Council met October 9.

Here is the minutes provided by the Council:

The regular meeting of the Plano City Council was called to order on Monday, October 9, 2017 by Mayor Robert A. Hausler in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag.

There was a quorum.

Minutes:

A motion was made by Alderman Jones, seconded by Alderman Eaton, to approve the minutes of the regular meeting on September 25, 2017. A unanimous “Aye” voice vote was heard. The motion passed.

Agenda:

A motion was made by Alderman Jones, seconded by Alderman Eaton, to approve the agenda for the regular meeting of October 9, 2017. A unanimous “Aye” voice vote was heard. The motion passed.

Warrants:

A motion was made by Alderman Nadeau, seconded by Alderman Eaton, that orders are drawn on the Treasury to pay per warrant list dated October 9, 2017 in the amount of $ 89,667.26.

Voting “Nay”:

Absent: DeBolt, Williams

Motion passed.

Wage Report: None

Introduction Of Guests:

Guests and members of the press were welcomed by Mayor Hausler.

Citizen’s Comments: None

Closed Session:

A motion was made by Alderman Jones, seconded by Alderman Eaton, to go into closed session to discuss collective bargaining.

Voting “Aye”: Rennels, Nadeau, Johns, Eaton, Jones, Mulliner

Voting “Nay”:

Absent: DeBolt, Williams

Motion passed.

A motion was made by Alderman Rennels, seconded by Alderman Eaton, to return to open session. A unanimous “Aye” voice vote was heard. Motion passed. Attorney Grant commented that we went into closed session to discuss the status of collective bargaining. No action was taken.

Mayor’s Report: Bob Hausler

The Mayor thanked the Aldermen that attended the ICSC Conference.

The Plano Bologna Sandwich event will be held October 24, 2017 from 3 – 7 pm. The event will be held on the border between Plano and Sandwich West of Old Second Bank.

The Mayor read a proclamation for trick or treat hours, which will be held on Tuesday, October 31, 2017 from 5 – 8 pm.

Plano Area Chamber Of Commerce: Rich Healy

Thanked everybody that helped with the drug drop off event. Thursday, October 26, 2017 will be the Halloween Treats on the Streets event. A multi chamber event will be held October 11, 2017 at the Sandwich Opera House from 9:30 am to 1:00 pm.

City Attorney: Tom Grant

Resolution R#2017-20 – A supplemental MFT resolution in the amount of $ 142,245.20.

A motion was made by Alderman Mulliner, seconded by Alderman Eaton, to approve a resolution to supplement the original resolution, 2017-5 in the amount of $135,000.00. The bid amount for the project came in $ 7,251.20 higher than the estimate, so this resolution is for a total of $142,245.20.

Resolution R#2017-21 – A resolution for a commercial access entrance at 923 W. Rt. 34

A motion was made by Alderman Mulliner, seconded by Alderman Jones, to approve a resolution for the construction of a commercial access entrance at 923 W. Rt. 34 requested by IDOT.

City Clerk: Kathleen Miller – Nothing to report

City Treasurer: Janet Goehst –

A motion was made by Alderman Eaton seconded by Alderman Nadeau, to approve the Treasurer’s Report dated August 31, 2017 in the amount of $ 7,802,744.06.

Voting “Nay”: Absent: DeBolt, Williams

Police Chief’s Report: Chief Jonathan Whowell – Absent – Sgt. Allison present

Officer Stoch responded to the incident in Earlville. Sgt. Hernandez completed a 40 hour first line supervisor course. The Police Department participated in the National Walk to School Day along with the Mayor, bus drivers, and the Middle School staff. Allison thanked all that participated in the homecoming festivities.

Director Of Public Works & Water Reclamation Report: Darrin Boyer

A motion was made by Alderman Johns, seconded by Alderman Eaton, to approve the purchase of a 2018 Utility van from Gjovik in the amount of $ 20,334.01.

Voting “Nay”: Mulliner

Motion passed.

A motion was made by Alderman Jones, seconded by Alderman Mulliner to approve Bio- Solid removal by Ag Tech Services in an amount not to exceed $12,000.00

Motion passed.

The approval to hire AG Tech Services to purchase and install 41 trees in the amount of $16,400.00 was moved to COW.

A motion was made by Alderman Mulliner, seconded by Alderman Eaton, to approve awarding the bid to Alliance Contractors for the 2017 Sidewalk Program in the amount of $63,251.20.

Motion passed.

Darrin informed the Council that D. Construction will be in town on Tuesday to begin the street rehab project.

Water Superintendent: Josh Beyer

A motion was made by Alderman Jones, seconded by Alderman Johns, to waive competitive bidding for the MIU purchase.

Voting “Nay”:

Motion passed.

A motion was made by Alderman Mulliner, seconded by Alderman Rennels, to approve the purchase of 2124 R900 MIU’s from Water Resources in the mount of $233,640.00.

Building, Planning & Zoning: Tom Karpus

A motion was made by Alderman Johns, seconded by Alderman Nadeau, to award a contract to Copenhaver Construction for the splash pad project in the amount of $ 224,770.00.

Voting “Nay”:

Motion passed.

Mr. Karpus reminded the Council that memorial bricks are still available to purchase for $50.00 for the Veteran’s Day event.

Committee Reports:

Administrative/Health & Safety: Alderman Mulliner

Alderman Mulliner had a meeting October 2, 2017 at 6:00 pm to discuss email, transient business and the PD budget. There is another meeting on October 11, 2017 to discuss the same issues.

Buildings, Grounds And Zoning: Alderman DeBolt - Absent

A motion was made by Alderman Jones, seconded by Alderman Johns, to approve air conditioner repairs at the PD by Mechanical in an amount not to exceed $10,400.00.

Economic Developments/Grants: Alderman Rennels

A meeting was called for October 18, 2017 at 6:00 pm.

Finance: Alderman Williams - Absent

Alderman Nadeau called a meeting for October 23, 2017 at 5:30 p.m.

Parks: Alderman Johns

Alderman Johns had a meeting on October 2, 2017 and discussed Parks and the amended budget.

Personnel & Insurance: Alderman Jones

Alderman Jones had a meeting October 3, 2017 at 6:00 PM with a presentation by AJG Insurance. No action was taken.

Special Events: Alderman Nadeau

Alderman Nadeau has a meeting for October 10, 2017 at 6:00 pm.

Streets & Utilities: Alderman Eaton

Alderman Eaton had a meeting September 26, 2017 which also included a public hearing. They have a meeting also scheduled for October 10, 2017 at 6:30 pm.

Adjournment:

A motion was made by Alderman Eaton, seconded by Alderman Rennels, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 7:07 p.m.
