City of Joliet Plan Commission met November 16.

3. Old Business:
a. A-4-17: Annexation of 138.5 Acres at the Southwest Corner of Route 53 and Breen Road, Classification to I-1 (light industrial) Zoning and Approval of an Annexation Agreement. (PIN #’s 11-09-400-018-0000; 11-09-400- 022; 11-09-400-019; 11-09-400-020; 11-09-400-021; 11-09-400-023; 11- 09-400-024; 11-09-400-028)
Mr. Jackson gave the Planning staff report.
Mr. Michael Hansen, Attorney, appeared on behalf of the petition. Mr. Hansen gave brief background information about the property.
Mr. Dan Finn, Real Estate Agent, spoke about the property and the surrounding area and the reason they would like to market to industrial users.
Mr. Rodney Tonelli, Ruettiger, Tonelli & Associates, appeared before the Commission. Mr. Tonelli spoke to the Commission about the Southside Comprehensive Plan and the difference between 2007 and 2017.
Commissioner Orlando inquired about the industrial building across the street that has been sitting vacant. Mr. Tonelli responded.
Mr. Finn said as far as waiting for a user to come and then apply for the zoning, they have done that for the past 10 years. Without the zoning they will not be able to get the user.
Mr. Jack Hicks, Noel Road, Elwood, Illinois appeared before the Commission. Mr. Hicks stated his opposition to the petition. The property in question is connected to his back yard and there is no road that separates them.
Mr. Al Gutierrez, Sharp Road, appeared before the Commission. Mr. Gutierrez stated his opposition to the petition due to the increase in truck traffic.
Mr. Larry Walsh, Will County Executive, appeared before the Commission. Mr. Walsh stated his opposition to the petition. All of the area zoning should be residential. He said warehouses should be built to the west across from the railroad tracks where there is plenty of available land. Mr. Walsh also has traffic concerns. The County just conducted a 9 month study and the issue is the development of major warehousing and distribution and logistics centers should be within 1 or 2 miles of an interstate.
Mr. Gabe Friend, Keith Allen Drive, Elwood, appeared before the Commission. Mr. Friend stated his opposition to the petition and feels the Comprehensive Plan should be reassessed. He also has concerns with the truck traffic.
Ms. Gloria Payne, Noel Road, Elwood, appeared before the Commission. Ms. Payne stated her concerns about the traffic, the ponds and the bad lighting on the roads.
Ms. Ann Baskerville, Manhattan Township, appeared before the Commission. Ms. Baskerville read a statement into the record regarding a moratorium from the Illinois Sierra Club on the zoning and annexations of new warehouses and distribution centers in Will County until a comprehensive land use and transportation plan is put in place.
Ms. Marian Holmes, Jackson Township, appeared before the Commission. Ms. Holmes stated her opposition to the petition for several reasons.
Motion to recommend the City Council approve the Annexation of 138.5 Acres at the Southwest Corner of Route 53 and Breen Road, Classification to I-1 (light industrial) Zoning and Approval of an Annexation Agreement was made by Jason Cox.

Z-6 17: Reclassification of 80.2 Acres along Brandon Road from I-TA (Intermodal Terminal-Intermodal) to I-TC (Intermodal Terminal- Industrial Park) Zoning (West Side of Brandon Road) (PIN #’s Part of 30-07-32-400-011-0000; Part of 30-07-32-400-008-0000; 10-11-05- 200-009-0000)

Mr. Mike Hansen, Attorney, appeared on behalf of the petition.
Mr. Clayton Thurston, Geotech, explained the zoning categories.
Mr. Guadalupe Rodriguez, 23215 Brandon Road, appeared before the Commission. Mr. Rodriguez said between February and March of this year an agent from CenterPoint offered to purchase his property but he never heard back from them. Mr. Hansen said he would speak with him after the meeting.
Mr. Kirk Wilkins, 19959 Schweitzer Road, Elwood, appeared before the Commission. Mr. Wilkins said the property in question for Z-6-17 does directly affect his home. Mr. Hansen responded to Mr. Wilkins remarks.
Motion to recommend the City Council approve the Reclassification of 9.36 Acres along Cedar Creek Drive from I-TC (Intermodal Terminal-Industrial Park) to I-TB (Intermodal Terminal-Transportation Equipment) Zoning was made by Rick Moore.
Motion seconded by Dominic Orlando.

Mr. Regis, Acting Corporation Counsel, appeared on behalf of the petition.
Mr. Bill Zaffino, owner of the property adjacent to 515 Richards Street, appeared before the Commission. Mr. Zaffino asked what the reason is that the City is vacating the street. Mr. Regis responded to Mr. Zaffino.
Mrs. Peggy Zaffino appeared before the Commission and gave background information about their property and their conversations with the City. She also spoke about the weight limit reduction on the bridge.
Mr. Andy Boyer, Attorney representing Michael Bugler adjoining property owner across from the Zaffino's, appeared before the Commission. Mr. Boyer spoke about how this will look for the City's reputation in the media. He said the vacation is not in the public interest.
Ms. Elizabeth Banken, Attorney representing the Zaffino's, appeared before the Commission. Ms. Banken mentioned the petition was supposed to have been tabled indefinitely to allow for more time to explore more options for the city and the Zaffino's. She stated her opposition to the vacation and the many reasons.
Commissioner Orlando asked why the vacation was put back on the agenda when it was tabled indefinitely. Mr. Regis responded that he put it back on the agenda.
There was minor discussion regarding letters pertaining to abandoning the bridge in years past.
Motion to recommend the City Council approve Vacation of a Portion of Old Richards Street was made by Jason Cox.

Mr. Jackson stated the petitioner is requesting the application be tabled to the December Plan Commission meeting.
Motion to table the Annexation of 1311 New Lenox Road, Classification to R-1 (single- family residential) Zoning and Approval of an Annexation Agreement to the December 21, 2017 Plan Commission meeting was made by Dominic Orlando.

Mr. Joe Segobiano appeared on behalf of the petition.
There was minor discussion regarding the lots.
Ms. Melissa Kerungeon, the 2nd person to build in Whisper Glen Subdivision, appeared before the Commission. Ms. Kerungeon had concerns about her park already being over packed with children therefore she wanted to know when the other park will be built to eliminate the overcrowding at the existing park. She also wanted to know when the roads will go in from Theodore to Caton Farm Road.
Mr. Segobiano responded to Ms. Kerungeon about the park and the roads and said he would also speak with her after the meeting.
Commissioner Orlando asked how many developers will be involved in the project. Mr. Segobiano said there are currently two builders that are active.
Motion to recommend the City Council approve the Revised Preliminary Plat of Ashford Place and Whisper Glen Subdivision was made by Jason Cox.
