Plano City Council met January 22.

Here is the minutes provided by the Council:

The regular meeting of the Plano City Council was called to order on Monday, January 22, 2018 by Mayor Robert A. Hausler in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag.

Roll Call:

There was a quorum.

Minutes:

A motion was made by Alderman Eaton, seconded by Alderman Rennels, to approve the minutes of the regular meeting on January 8, 2018. A unanimous “Aye” voice vote was heard. The motion passed.

Agenda:

A motion was made by Alderman Jones, seconded by Alderman Nadeau, to approve the agenda for the regular meeting of January 22, 2018. A unanimous “Aye” voice vote was heard. The motion passed.

Warrants:

A motion was made by Alderman Williams, seconded by Alderman Nadeau, that orders are drawn on the Treasury to pay per warrant list dated January 22, 2018 in the amount of $ 544,714.82.

Introduction Of Guests:

Guests and members of the press were welcomed by Mayor Hausler.

Citizen’s Comments:

Mr. Chris Safranek explained to the Council his plans for the new bar, Pub 4-26, located at 2 E. Main St.

Mayor’s Report: Bob Hausler

A motion was made by Alderman Mulliner, seconded by Alderman Eaton, to approve the computer maintenance agreement by Reliable Computer Services.

Motion passed.

A motion was made by Alderman Rennels, seconded by Alderman Williams, to authorize the Mayor to sign a certificate to hire a new Police Officer.

The Mayor said that the City is still selling the Historical Society calendars. The Mayor thanked Aldermen Nadeau and Rennels for having him on as a guest on the television to promote his Ice Fishing event.

Plano Area Chamber Of Commerce: Rich Healy

Mr. Healy thanked the attendees to the annual dinner. The Golden Broom award was given to Arts on Fire, The Harvester Café, Ivanna’s Café and Happy Hounds. The Business of the Year went to Happy Hounds. Several events were announced, Chicago Steel Hockey event on February 23, 2018, March Madness bowling on March 24, 2018, Economic Development luncheon on February 20, 2018, Biz Bunny Hop on March 4, 2018 and the golf outing on June 21, 2018.

City Attorney: Tom Grant

Ordinance 2018-4 increase Class A liquor license

A motion was made by Alderman DeBolt, seconded by Alderman Eaton, to approve an Ordinance amending section 3-2-7 of the Plano City Code increasing the number of authorized Class A liquor licenses from 5 to 6.

Ordinance 2018-5 IGA KenCom New World licensing & maintenance fees-

A motion was made by Alderman Mulliner, seconded by Alderman Rennels, to approve an Ordinance authorizing the execution of an Intergovernmental agreement between the City of Plano and KenCom for Tyler/New World licensing and maintenance fees.

Ordinance 2018-6 IGA KenCom New World security and operations

A motion was made by Alderman Mulliner, seconded by Alderman Nadeau, to approve an Ordinance authorizing the execution of an Intergovernmental agreement between the City of Plano and KenCom for Tyler/New World security and operations.

Ordinance 2018-7 Raffle license-

A motion was made by Alderman Williams, seconded by Alderman Mulliner, to approve an ordinance amending Chapter 5 of Title 3 of the Plano City Code entitled “Raffles”.

Resolution R2018-2 IDOT Street improvements-

A motion was made by Alderman Jones, seconded by Alderman Eaton, to approve an IDOT resolution for street repairs on US 34 from Eldamain Rd. to Center Parkway in the amount of $25,000.00.

City Clerk: Kathleen Miller – Nothing to report

City Treasurer: Janet Goehst

The City Treasurer reminded the Council that they need to get meetings schedule to start going over the budget for FY ’19.

Police Chief’s Report: Chief Jonathan Whowell

Officer Patton conducted a presentation at the PHS regarding sexting and bullying. The PD would like to thank the Council for adopting the new Cannabis and Drug Paraphernalia ordinance. The Chief reminded citizens that it is illegal to park on the streets after 2” of snowfall. The PD has received complaints in reference to parking in front of fire hydrants.

Director Of Public Works & Water Reclamation Report: Darrin Boyer

Darrin informed the Council of a link on the RB& Associates website to show City tree information. We will put a link on the City website.

Water Superintendent: Josh Beyer – Absent – Nothing to report

Building, Planning & Zoning: Tom Karpus – Nothing to report

Committee Reports:

Administrative/Health & Safety: Alderman Mulliner

Alderman Mulliner has a meeting January 24, 2018 at 6:00 to discuss transient business.

Buildings, Grounds And Zoning: Alderman DeBolt

Alderman DeBolt had a meeting on January 16, 2018 and discussed 9 N. Hugh St.

Community Development: Alderman Rennels

Alderman Rennels has a meeting January 24, 2018 at 7:00 pm.

Finance: Alderman Williams

Alderman Williams called a meeting for February 12, 2018 at 5:15 p.m.

Parks: Alderman Johns – Nothing to report

Personnel & Insurance: Alderman Jones

Alderman Jones had a meeting on January 16, 2018 at 7:00 PM to discuss a possible promotion, amendment to section 508 of the employee manual, and the sexual harassment policy. Bob Bryce will also be present to discuss the insurance renewal. A meeting was called for January 30, 2018 at 6:00 PM to discuss the employee manual.

Special Events: Alderman Nadeau

Alderman Nadeau called a meeting for January 29, 2018 at 6:00 pm to discuss the special events policy.

Streets & Utilities: Alderman Eaton

Alderman Eaton has a meeting January 23, 2018 at 6:00 pm.

Citizen’s Comments:

Ms. Diaz asked a question of the Special Events Chairman. The Mayor explained that this was for comment not questions.

Closed Session:

A motion was made by Alderman Eaton, seconded by Alderman Mulliner, to go into closed session to discuss collective bargaining.

A motion was made by Alderman Eaton, Seconded by Alderman Williams, to return to open session.

Motion passed.

Attorney Grant stated that we went into closed session to discuss collective bargaining, no action taken.

A motion was made by Alderman Rennels, seconded by Alderman Nadeau, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 7:16 p.m.
