Plano City Council met March 26.

Here is the minutes provided by the Council:

A motion was made by Alderman Eaton, seconded by Alderman Jones, to open the public hearing for the consideration of a new cable television franchise by the City of Plano with Metro Fibernet, LLC (Metronet).

Roll Call:

Voting “Aye”: Rennels, Nadeau, Johns, Jones, Mulliner, Eaton, DeBolt

Voting “Nay”:

Absent: Williams

Motion passed.

There were no public comments. Ms. Kathy Scheller, with Metronet, gave a brief overview of the project.

A motion was made by Alderman Jones, seconded by Alderman Rennels, to close the public hearing.

Voting “Nay”:

Absent: Williams

Motion passed.

The regular meeting of the Plano City Council was called to order on Monday, March 26, 2018 by Mayor Robert A. Hausler in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag.

There was a quorum.

Minutes:

A motion was made by Alderman Eaton, seconded by Alderman Nadeau, to approve the minutes of the regular meeting on March 12, 2018. A unanimous “Aye” voice vote was heard. The motion passed.

Agenda:

A motion was made by Alderman Eaton, seconded by Alderman DeBolt, to approve the agenda for the regular meeting of March 26, 2018. A unanimous “Aye” voice vote was heard. The motion passed.

Warrants:

A motion was made by Alderman Eaton, seconded by Alderman Johns, that orders are drawn on the Treasury to pay per warrant list dated March 26, 2018 in the amount of $ 100,559.76.

Introduction Of Guests:

Guests and members of the press were welcomed by Mayor Hausler.

Mayor’s Report: Bob Hausler

Mayor Hausler read a proclamation regarding National Service. April 3, 2018 was proclaimed as National Service Recognition Day.

The Mayor announced that there would be a Special COW meeting on April 5, 2018 at 6:00 PM for the General Corp budget.

Plano Area Chamber Of Commerce: Rich Healy

The 2nd annual bizz bunny hop held on March 24, 2018 was a huge success. The March madness bowling event was also held on March 24, 2018 and was also very successful.

City Attorney: Tom Grant

Resolution R2018-5 Revised brush agreement

A motion was made by Alderman DeBolt, seconded by Alderman Jones, to approve a resolution authorizing the execution of a revised agreement granting permission to enter private property and waiver of liability between the City of Plano and Donald J. Brummel and Patricia A. Brummel.

City Clerk: Kathleen Miller

Sales and related taxes for December 2017 were $ 149,282.73 which is up $7,614.51 from the same time last year.

MFT allotment and transactions for January, 2018: Beginning unobligated balance $863,154.70, allotment $ 24,559.17. Current unobligated balance $ 889,147.11.

The Spring Clean Up will be April 16-19, 2018 on your regular garbage day.

City Treasurer: Janet Goehst

A motion was made by Alderman Eaton, seconded by Alderman Jones, to approve the January 31, 2018 Treasurer’s report in the amount of $ 6,706,419.49.

Police Chief’s Report: Chief Jonathan Whowell – Absent – Lt. Allison present

Lt. Allison thanked the Council for approving 12 hour work shifts.

A complaint about a solicitor was received. Lt. Allison urged residents to call the PD so calls like this can be investigated.

A 911 hang up call was received; Officers went to the location and found an unresponsive male. They administered NarCan and saved the individuals life.

Director Of Public Works & Water Reclamation Report: Darrin Boyer

A motion was made by Alderman Jones, seconded by Alderman Eaton, to authorize Darrin to complete a purchase requisition for rock salt for 1000 tons of salt per the CMS agreement with Option 1 chosen, which is 80% minimum purchase requirement and 120% maximum purchase.

Darrin informed the Council that the drum thickener project has started.

Water Superintendent: Josh Beyer

Josh informed the Council that a help wanted ad had been placed due to the fact that the Water Department is down 2 employees.

Building, Planning & Zoning: Tom Karpus

A motion was made by Alderman DeBolt, seconded by Alderman Jones, to approve hiring Jeff Sobotka for the part-time property maintenance/residential building inspector position with a starting pay of $29.00 per hour, with a fifty cent per hour increase after obtaining the ICC property maintenance certification and fifty cents per hour increase after obtaining the ICC residential inspector certification with a start date of Monday, April 2, 2018.

Mr. Karpus reminded residents to purchase bricks before Memorial Day.

Committee Reports:

Administrative/Health & Safety: Alderman Mulliner

Alderman Mulliner called a meeting for April 10 at 6:30 pm.

Buildings, Grounds And Zoning: Alderman DeBolt

Alderman DeBolt had a meeting on March 15, 2018 to discussed haunted houses, Metronet and progressive energy solar fields.

Community Development: Alderman Rennels

Alderman Rennels canceled the April 11, 2018 meeting and called a new meeting for April 11, 2018 at 6:00 pm.

Finance: Alderman Williams - Absent

Alderman Eaton called a meeting for April 9, 2018 at 5:30 p.m.

Parks: Alderman Johns

Alderman Johns gave an update on the splash pad they will begin work on March 27, 2018. Lathrop Park will be closed until construction is complete. Foli Park is now open except for the pier/dock area, the volleyball court and the permanent restrooms.

Personnel & Insurance: Alderman Jones

Alderman Jones had a meeting March 13, 2018 at 6:00 pm to discuss section 508 of the employee manual.

Special Events: Alderman Nadeau

Alderman Nadeau had a meeting March 15, 2018 and discussed the special events policy and a line item in the budget. There will be a Special Events meeting on April 2, 2018 at 5:00 PM.

Streets & Utilities: Alderman Eaton

Alderman Eaton called a meeting April 17, 2018 at 6:00 PM.

Citizen’s Comments: None

Closed Session:

A motion was made by Alderman Rennels, seconded by Alderman Eaton, to go into closed session.

Voting “Nay”:

Absent: Williams

Motion passed.

A motion was made by Alderman Jones, seconded by Alderman Eaton, to return to open session.

Motion passed.

Attorney Grant commented that the Council went into closed session to discuss the status of collective bargaining and no action was taken.

A motion was made by Alderman Eaton, seconded by Alderman DeBolt, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 7:03 p.m.
