Here is the minutes provided by the Council:

The regular meeting of the Plano City Council was called to order on Tuesday, May 29, 2018 by Mayor Robert A. Hausler in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag.

There was a quorum.

Minutes:

A motion was made by Alderman Rennels, seconded by Alderman Williams, to approve the minutes of the regular meeting on May 14, 2018. A unanimous “Aye” voice vote was heard. The motion passed.

Agenda:

A motion was made by Alderman Williams, seconded by Alderman Jones, to approve the agenda for the regular meeting of May 29, 2018. A unanimous “Aye” voice vote was heard. The motion passed.

Warrants:

A motion was made by Alderman Williams, seconded by Alderman Nadeau, that orders are drawn on the Treasury to pay per warrant list dated May 29, 2018 in the amount of $ 218,883.98.

Introduction Of Guests:

Guests and members of the press were welcomed by Mayor Hausler.

Mayor’s Report: Bob Hausler

The Mayor recognized Bruce Smith for his service as a crossing guard. Also recognized was Officer Koch for a Life Saving Award, Officer Stoch for a Life Saving and Valor Award and Investigator Gene Morton was presented with a plaque for being named Investigator of the Year.

A motion was made by Alderman Jones, seconded by Alderman Rennels, to approve a pay increase for non-union employees-2% May 1, 2017, 2% May 1, 2018, 2% May 1, 2019 and 2% November 1, 2019

A motion was made by Alderman Jones, seconded by Alderman Nadeau, to approve retro pay to May 1, 2017 at rates of 2% May 1, 2017, 2% May 1, 2018, 2% May 1, 2019 and 2% November 1, 2019

A motion was made by Alderman Jones, seconded by Alderman Williams, to authorize the Mayor to sign a certificate of hire for two Police Officers.

Plano Area Chamber Of Commerce: Rich Healy

Mr. Healy informed the Council of a career fair event at Waubonsee’s Plano campus on June 13, 2018 from 9 to 11 am. June 15, 2018 will be More on 34 garage sales. The Chamber will hold a rummage sale at the Chamber office. June 21, 2018 is the annual golf outing.

City Attorney: Tom Grant

Ordinance 2018-14 Lateral Transfer

A motion was made by Alderman Jones, seconded by Alderman Rennels, to approve an Ordinance authorizing the creation and maintenance of a lateral transfer eligibility list for the City of Plano, Kendall County, Illinois.

City Clerk: Kathleen Miller

Sales and related taxes for January 2018 collections were $ 157,787.44.

MFT allotment and transactions for February, 2018: Beginning unobligated balance $ 889,147.11, MFT allotment $ 21,277.02. current unobligated balance $ 890,821.09

City Treasurer: Janet Goehst

A motion was made by Alderman Mulliner, seconded by Alderman Eaton, to approve the March 31, 2018 Treasurer’s report in the amount of $ 6,793,342.20.

Police Chief’s Report: Chief Jonathan Whowell

Chief Whowell informed the Council that the department had Hazmat training. The Cop on Top event raised $ 2,034.00 to help support the Illinois Special Olympics. The Harvestor Motel donated $100.00 to purchase Gatorade for the Memorial Day event. The Memorial Day event was very successful.

Director Of Public Works & Water Reclamation Report: Darrin Boyer

A motion was made by Alderman Eaton, seconded by Alderman Williams , to approve HRGreen services for the Lew St. resurfacing and sidewalk replacement Phase I and II in the amount of $ 31,347.68.

A motion was made by Alderman Eaton, seconded by Alderman Mulliner, to approve HRGreen preparing bid documents for the 2018 MFT sidewalk program in the amount of $ 5,860.00.

Accepting the low bid for the LKWD Unit 3B improvements was moved to the June 11, 2018 COW meeting due to not having signed documents that we need.

Committee Reports:

Aldermen thanked participants in the Memorial Day event; it was a very successful event and well attended.

Administrative/Health & Safety: Alderman Mulliner

Alderman Mulliner called a meeting for June 12, 2018 at 6:00 pm. to discuss transient business, cell phones and laptops

Buildings, Grounds And Zoning: Alderman DeBolt

A motion was made by Alderman DeBolt, seconded by Alderman Rennels, to accept the Reliable phone system proposal in the amount of $527.00 per month and authorize the Mayor to sign the agreement.

A motion was made by Alderman Johns, seconded by Alderman Williams, to approve waiving competitive bidding for the mulch at Lathrop Park.

Personnel & Insurance: Alderman Jones

Alderman Jones has a meeting May 30, 2018 at 6:00 pm to discuss the employee manual. He congratulated the Investigator and Officers for the awards and thanked Mr. Smith for his service.

Alderman Nadeau has a meeting June 4, 2018 at 5:30 pm.

Streets & Utilities: Alderman Eaton

Alderman Eaton called a meeting for June 12, 2018 at 7:00 pm.

A motion was made by Alderman Eaton, seconded by Alderman Williams, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:38 p.m.
