Here is the minutes provided by the council:

The regular meeting of the Plano City Council was called to order on Monday October 22, 2018 by Mayor, Robert A. Hausler in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag.

There was a quorum.

MINUTES:

A motion was made by Alderman Jones, seconded by Alderman Nadeau, to approve the minutes of the regular meeting on October 8, 2018. A unanimous “Aye” voice vote was heard. The motion passed.

AGENDA:

A motion was made by Alderman Mulliner, seconded by Alderman DeBolt, to approve the agenda as amended for the regular meeting of October 22, 2018. Renumbering items on the agenda and adding Nathan Bullard as Director of Public Works/City Engineer was added. A unanimous “Aye” voice vote was heard. The motion passed.

WARRANTS:

A motion was made by Alderman Williams, seconded by Alderman Nadeau, that orders are drawn on the Treasury to pay per warrant list dated October 22, 2018 in the amount of $ 225,930.67

WAGE REPORT:

A motion was made by Alderman Williams, seconded by Alderman Nadeau, to approve the FY ’19 July wage report in the amount of $ 250,696.93, the FY ’19 August wage report in the amount of $242,599.93 and the FY ’19 September wage report in the amount of $ 256,722.15. Roll Call:

NTRODUCTION OF GUESTS:

Guests and members of the press were welcomed by the Mayor.

CITIZEN’S COMMENTS:

Mr. Tom Dempsey expressed concerns for the batch plant that is being proposed next to his business.

Mr. Nathan Scherer informed the Council that his Eagle Scout project at DePaul Park is complete and thanked the Council for their support.

MAYOR’S REPORT: Bob Hausler

The Mayor read a proclamation supporting the City of Bologna.

A motion was made by Alderman Jones, seconded by Alderman Williams, to authorize the Mayor and staff to move forward with the agreement for a batch plant by Plano Clean Fill, LLC.

PLANO AREA CHAMBER OF COMMERCE: Rich Healy

Mr. Healy informed the Council that also during Bologna Days you can become a Charter member of the City of Bologna Chamber of Commerce. Treats on the Streets will be held on October 25, 2018 from 4 – 6 pm.

CITY CLERK: Kathleen Miller – Nothing to report

CITY TREASURER: Janet Goehst

The August 31, 2018 Treasurer’s report was distributed.

POLICE CHIEF’S REPORT: Chief Jonathan Whowell

A motion was made by Alderman Mulliner, seconded by Alderman Rennels, to approve the purchase of a 2010 Chevrolet Traverse in the amount of $ 7,795.00. Roll Call:

Archive Social is up and running. The Library, Little Rock Fox and the School District

have paid their portion of the fees. Officer Stoch is now an advisor in the Kendall County Explorer Program. Shop with a Cop will be on December 20, 2018 at 5:00 pm at the Plano Walmart. Treats on the Streets will be held on Thursday and the Chief reminded everyone to use caution when crossing the streets in the downtown area. The PD submitted for reimbursement for 4 bullet proof vests.

DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: Nathan Bullard – Absent – Nothing to report Nathan is working with Josh on a water issue and may be in at some point to report on his first day of work with the City of Plano.

DIRECTOR OF WATER RECLAMATION REPORT: Darrin Boyer – Absent – Nothing to report WATER SUPERINTENDENT: Josh Beyer – Absent – Nothing to report

BUILDING, PLANNING & ZONING: Tom Karpus – Nothing to report COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner

Alderman Mulliner has a meeting on October 23, 2018 at 6:00 pm to discuss the Police Department budget.

BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt – Nothing to report

Alderman DeBolt congratulated the Plano Reapers football team for making it to the playoffs. Alderman DeBolt also thanked the City crew for helping out a neighbor that had a leak. Darrin & Josh went out on a Saturday to help with the situation.

COMMUNITY DEVELOPMENT: Alderman Rennels

A motion was made by Alderman Rennels, seconded by Alderman Nadeau, to approve Retail Coach professions services agreement in an amount not to exceed $ 37,500.00

Alderman Rennels had a meeting on October 16, 2018 at 6:30 pm. and discussed the budget and demo assistance. A meeting was called for October 26, 2018 at 6:00 pm.

Nathan Bullard entered the meeting; he had a good first day of work for the City. He had been working on a water leak issue with Josh. He informed the Council that this leak had been going on for a couple of weeks; they are going through an estimated amount of 15 gallons of water a minute. A notice will be sent to the homeowner that this issue needs to be resolved

immediately.

FINANCE: Alderman Williams

Alderman Williams called a meeting for November 13, 2018 at 5:15 p.m.

PARKS: Alderman Johns

Alderman Johns reported that the Eagle Scout project, the Foli Park parking lot and the water fountains at Churchill & DePaul Park are finished. A meeting was called for October 30, 2018 at 6:00 pm to go over the Park’s budget.

PERSONNEL & INSURANCE: Alderman Jones

Alderman Jones called a meeting for November 7, 2018 at 6:00 pm. they will discuss the employee manual and review a form that had been submitted for an employee suggestion. Alderman Jones complimented Randy Klatt and his crew; Lakewood had lost a tree in the wind storm and they had cleaned that up. There will be a Neighborhood Watch Program meeting on October 27, 2018 at 10:00 am at the Plano Police Department. Alderman Jones reminded residents to watch for children on Halloween.

SPECIAL EVENTS: Alderman Nadeau

Alderman Nadeau called a meeting for November 14, 2018 at 5:30 pm. A meeting was held on October 10, 2018 at 5:30 pm; the event policy was discussed. Alderman Nadeau thanked Nathan Scherer for the job he did at DePaul Park for his Eagle Scout project; which included signage and moving a fence.

STREETS & UTILITIES: Alderman Eaton - Absent

Alderman Rennels called a meeting for October 30, 2018 at 7:00 pm.

A motion was made by Alderman Jones, seconded by Alderman Williams, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:47 p.m.
