Yorkville Community Unit School District 115 Board of Education met MAug. 19.

Here is the minutes provided by the board:

1.- Call To Order 

At Roll Call, the following members were present: Dr. Brenart, Mr. Kozlowicz, Dr. Schumacher, Mr. Senffner, and Dr. Burks. Ms. Rhea Shields and Dr. Katula, were absent. Also in attendance were Dr. Tim Shimp, Superintendent; members of District Administrative staff; community members; and Ms. Anderson, Board Recording Secretary.

1.02 The Pledge of Allegiance of the United States was recited.

1.03 Mr. Kozlowicz read the Districts' Mission Statement.

2. – Recognition and Celebration 

The Yorkville Educational Foundation presented a check for $4,600 from their first annual golf outing to benefit our special education students.

The YEF also thanked thehe following companies for supporting our opening of school with school supply contributions: Brenart Eye Clinic; Gentle Dental; and Heartland Bank.

3. - Public Comment 

There were no public comments.

4.01 - Committee Reports Operation Excellence: Bus Safety Update and Discussion; D115 Facility Operations Personnel Planning 2019-2020; D115 Safe School Security Officers - Informational/Update; and FY20 Budget Update.

Community of Learners: Personnel Recommendations - YHS Computer Science; Personnel Recommendations - Kindergarten Enrollment; and Personnel Recommendations - ACES LBS1 Teacher.

5.01 - Consent 

Dr. Brenart moved and Mr. Kozlowicz seconded to approve the minutes of the July 29, 2019 Board of Education Meeting; July 29 Executive Session Meeting; the August 5, 2019 Committee Meeting; the Activities Fund Report for July, 2019; the Final Bills and Claims for July, 2019 in the amount of $53,724.55; and the Bills and Claims for August, 2019 in the amount of $482,439.77; FOIA request received on July 19, 2019 and responded to on July 24, 2019 from Tim Leisenring from Policy Research requesting a list of courses and activities offered at BBES, BGS and YMS; FOIA received on July 25, 2019 and responded to on July 25, 2019 from Keith Galloway from DRG Holding requesting a copy of the transportation contract(s); FOIA request received on July 25, 2019 and responded to on July 29, 2019 from LocalLabs requesting copies of any current Collective Bargaining Agreements and all employees represented or not by any organized labor collective bargaining unit; FOIA request received July 29, 2019 and responded to on July 30, 2019 from Bethany Simpson from SmartProcure requesting any and all purchasing records from 4-25-2019 to current; and destroy the August 21, 2017 Executive Session recording. Roll Call Vote: Aye: Dr. Brenart, Mr. Kozlowicz, Dr. Katula, Ms. Rhea Shields, Dr. Schumacher, Mr. Senffner, and Dr. Burks. Nay: None. Motion unanimously carried with 5 aye votes and O nay votes.

6.01 – Treasurer Reports 

Mr. Kozlowicz moved and Dr. Schumacher seconded to approve the Treasurer Reports as presented. Motion unanimously carried on a voice vote

7. – Personnel Recommendations

7.01 - Personnel Recommendations - YHS Computer Science 

Dr. Schumacher moved and Mr. Senffner seconded to approve the personnel recommendations as presented: Add a.2 FTE to Kim O'Connell teaching assignment (just hired at a 0.6 FTE) to support the AP Computer Science Principles course. This AP course is designed to be delivered by a non-Computer Science teacher and will follow the recommended curriculum developed by College Board/code.org; Add a.2 FTE to Brianna Stallter (currently.8 paraprofessional/0.2 FTE Social Studies) in order to open one section of Sociology (1st) and one section of Psychology (2nd) to provide elective options for 10th – 124 grade students. This.2 FTE was originally allocated to support Computer Programming 2 for second semester. Roll Call Vote: Aye: Dr. Schumacher, Mr. Senffner, Dr. Brenart, Mr. Kozlowicz, and Dr. Burks. Nay: None. Motion unanimously carried with 5 aye votes and 0 nay votes.

7.02 - Personnel Recommendations - Kindergarten Enrollment 

Bristol Bay Elementary School has seen increased enrollment in their kindergarten sections pushing class sizes to 25+. District administration is recommending an additional section to support the number of students enrolled. Mr. Kozlowicz moved and Dr. Schumacher seconded to approve the addition of one (1) kindergarten section as presented. Roll Call Vote: Aye: Mr. Kozlowicz, Dr. Schumacher, Dr. Brenart, Mr. Senffner, and Dr. Burks. Nay: None. Motion unanimously carried with 5 aye votes and O nay votes.

7.03 - Personnel Recommendations - ACES LBS1 Teacher 

Dr. Schumacher moved and Dr. Brenart seconded to approve the.5 LBS1 teacher as presented: Autumn Creek Elementary School is unable to fulfill all of the IEP minutes with the current LBS1 staffing, District administration is requesting an additional 0.5 FTE LBS1 teacher to provide the required minutes. Roll Call Vote: Aye: Dr. Schumacher, Dr. Brenart, Mr. Kozlowicz, Mr. Senffner, and Dr. Burks. Nay: None. Motion unanimously carried with 5 aye votes and 0 nay votes.

7.04 - Personnel Recommendations - Paraprofessionals 

Due to enrollment of students with 1:1 paraprofessional needs, we are asking to add a 1:1 paraprofessional at Grande Reserve Elementary School and at Yorkville High School for a total of two paraprofessionals. Mr. Kozlowicz moved and Dr. Schumacher seconded to approve the addition of two paraprofessional positions as presented. Roll Call Vote: Aye: Mr. Kozlowicz, Dr. Schumacher, Dr. Brenart, Mr. Senffner, and Dr. Burks. Nay: None. Motion unanimously carried with 5 aye votes and 0 nay votes.

7.05 – Co-curricular Resignations 

Dr. Schumacher moved and Mr. Kozlowicz seconded to approve the co-curricular resignations as presented: Hilary Stott, Junior Class Sponsor for Yorkville High School, effective immediately; Reginald Ferguson, Wrestling Coach for Yorkville Middle School, effective immediately; and Erin Pilmer, Girls' Basketball Coach for Yorkville Middle School, effective immediately. Motion unanimously carried on a voice vote.

7.06 – Co-curricular Hires 

Mr. Senffner moved and Dr. Schumacher seconded to approve the co-curricular hires as presented: Allyson Buczyna, Assistant Girls' Volleyball Coach for Yorkville High School at $4,260.00; Ryan Martinez, Assistant Cross Country Coach for Yorkville Intermediate School at $796.00. Roll Call Vote: Aye: Mr. Senffner, Dr. Schumacher, Dr. Brenart, Mr. Kozlowicz, and Dr. Burks. Nay: None. Motion unanimously carried with 5 aye votes and 0 nay votes.

7.07 - Resignations 

Mr. Kozlowicz moved and Dr. Schumacher seconded to approve the resignations as presented: Dan Litzholf, Physical Education Teacher for Autumn Creek Elementary School, effective August 7, 2019; Jasmine Anderson, Art Teacher for Bristol Bay Elementary School, effective August 5, 2019; Lauren Arkin, German Teacher for Yorkville High School and Yorkville Middle School, effective August 5, 2019; Melissa Feitlich, LBS1 for Yorkville High School Academy, effective August 1, 2019; Melissa Larson, School Social Worker for Grande Reserve Elementary School, effective July 31, 2019; Kaelyn Scull, Paraprofessional for Grande Reserve Elementary School, effective June 1, 2019; and Crystal White, Paraprofessional for Autumn Creek Elementary School, effective July 30, 2019. 7.08 – Transfers 

Mr. Senffner moved and Dr. Schumacher seconded to approve the transfer as presented: Kimberly O'Connell, from 0.6 FTE to 0.8 FTE Business Teacher for Yorkville High School, Base Salary: $38,276.00; and Leslie Kressin, from 3rd Grade Teacher at Circle Center to Teacher on Special Assignment. Roll Call Vote: Aye: Mr. Senffner, Dr. Schumacher, Dr. Brenart, Mr. Kozlowicz, and Dr. Burks. Nay: None. Motion unanimously carried with 5 aye votes and O nay votes.

7.09 - Hires

7.10 - D115 Safe School Security Supervisors 

District 115 continues to implement, expand and review areas associated with school safety and security, and continues the oversight and training of Run/Hide/Fight across the district. District 115 administration proposed the addition of new security personnel to support the work that has already been completed, and to seek new and proactive methods for monitoring the safety of the district.

As shared with the Board and community since the fall/winter of 2018, District 115 administration seeks to increase security personnel at the K-8 level, and to provide increased support across the district related to areas of supervision, emergency management and training, proactive educational opportunities and communications, etc.

The additional personnel would compliment the existing School Resource Officer that is housed at Yorkville High School.

District 115 is proposing the immediate addition of two (2) Safe Security Supervisors for the 2019-2020 school year. Once hired, these individuals would work closely with the District 115 administration, faculty and staff, emergency management team, and local first responders to assess the current protocols for safety/security across the district, and to facilitate the trainings of Run/Hide/Fight. Additionally, the two supervisors would assist in the creation of Phase 2 of the plan; acquiring additional Safe Security Officers to ensure an increased physical presence across all K-8 schools on a regular basis.

The Safe School Security Supervisor will be an 11-month position. First round interviews will take place September 9-12, and 2nd round will be September 16-18.

Mr. Kozlowicz moved and Dr. Schumacher seconded to approve two (2) District 115 Safe School Security Supervisor positions for the 2019-2020 school year as presented. Roll Call Vote: Aye: Mr. Kozlowicz, Dr. Schumacher, Dr. Brenart, Mr. Senffner, and Dr. Burks. Nay: None. Motion unanimously carried with 5 aye votes and O nay votes.

8. – Old Business

8.01 - Bus Safety - Stop Arm Camera Update 

Since December there has been 205 violations with 6 in August. The Yorkville Police department has been visible at all the school in the morning for drop-off.

9.02 - YHS Dual Credit Computer Science Course 

The Yorkville High School administration and Teaching and Learning Department will discuss the new Computer Science dual credit option available for Yorkville High School students in partnership with Waubonsee Community College beginning the fall semester of the 2019-2020 school year.

This opportunity for students will carry a tuition fee of $138 per credit hour and an approximate textbook fee of $135. Resulting in a total cost of approximately $550 per student or approximately $5,000 total. Due to the circumstances of this situation, the costs associated with this opportunity will be covered by the Teaching and Learning department. Funds will be taken from the existing budget and there is not a request for new funds. This is not a precedent setting expenditure and future cohorts will be expected to follow our previously established dual credit financial practices.
