City of Plano City Council met Dec. 9.

Here is the minutes provided by the council:

The regular meeting of the Plano City Council was called to order on Monday, December 9, 2019 by Mayor Robert A. Hausler in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag.

MINUTES:

A motion was made by Alderman Eaton, seconded by Alderman Nadeau, to approve the minutes of the regular meeting on November 25, 2019. A unanimous “Aye” voice vote was heard. The motion passed. AGENDA:

A motion was made by Alderman Eaton, seconded by Alderman DeBolt, to approve the agenda for the regular meeting of December 9, 2019. A unanimous “Aye” voice vote was heard. The motion passed.

WARRANTS:

A motion was made by Alderman Fawver, seconded by Alderman Williams, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated December 9, 2019 in the amount of $ 393,575.07.

WAGE REPORT:

A motion was made by Alderman Fawver, seconded by Alderman Williams, to approve the FY ’20 October wage report in the amount of $ 402,189.40.

CITIZEN’S COMMENTS: None MAYOR’S REPORT: Bob Hausler

A motion was made by Alderman Rennels, seconded by Alderman Mulliner, to confirm the hiring by the Police Commission of Rodrigo Ruiz as a full time Police Officer with a salary of $ 57,966.90 effective December 9. 2019.

Attorney Grant swore the new Officer in.

A motion was made by Alderman Mulliner, seconded by Alderman DeBolt, to approve the appointment of Jeff Johnson to the Police Commission to fill an unexpired term; the term expires May of 2021.

The Mayor thanked the volunteers that helped over the weekend with Rockin’ Christmas. On

Thursday he attended a complete count census meeting. December 13 & 14 the Mayor will be at an IML Board of Directors meeting.

PLANO AREA CHAMBER OF COMMERCE: Autumn Stark

Ms. Stark informed the Council that there is a Board meeting on December 18 at 12:30 and the first annual ugly sweater get together at 4:00 at the Hacienda La Flor De Morelos restaurant. They are working on the Annual dinner; it will be held in February and more details will be coming. There have been several ribbon cuttings.

Ordinance 2019-26 Vacating a portion of Bill St.

A motion was made by Alderman Rennels, seconded by Alderman Eaton, to approve an ordinance vacating a portion of Bill Street from the North line of Main Street to the South line of the alley lying between Main Street and North Street within the corporate limits of the City of Plano, Kendall County, Illinois.

Ordinance 2019-27 Tax Levy

Resolution R2019-20 Tax Abatement Resolution

A motion was made by Alderman Fawver, seconded by Alderman DeBolt, to approve a partial abatement of $15,750,000.00 City of Plano, Kendall County, Illinois Special Service Areas No. 1 & 2 special tax refunding bond, Series 2014.

Resolution R2019-21 Tax Abatement Resolution

A motion was made by Alderman Eaton, seconded by Alderman Fawver, to approve a partial abatement of $20,000,000.00 City of Plano, Kendall County, Illinois Special Service Areas No. 3 & 4 special tax refunding bond, Series 2015.

CITY CLERK: Kathleen Miller

Sales and related taxes for September 2019 were $ 167,709.69, up $ 14,821.41 from the same time last year. MFT allotment and transactions for October, 2019, current unobligated balance $ 973,715.66. A motion was made by Alderman Williams, seconded by Alderman Eaton, to approve the 2020 schedules of City Holidays, Plan Commission submittal dates and City meetings. Roll Call:

A raffle license was issued November 26, 2019 for the Plano Molding/Frabill Ice Fishing event

CITY TREASURER: Zoila Gomez

The October 31, 2019 Treasurer’s report was distributed in the amount of $ 6,868,017.58. Totaldisbursements for October 2019 were $ 922,444.54. The revenue and expense reports for November 2019 were distributed.

POLICE CHIEF’S REPORT: Jonathan Whowell

The annual shop with a cop will be on Thursday, December 19, 2019 at the Plano Walmart. Chief Whowell thanked the Mayor, Department Heads, City workers, the Police Department and all of the citizens of the City of Plano for their thoughts and prayers for the loss of his brother.

DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: Nate Bullard

A motion was made by Alderman Johns, seconded by Alderman Eaton to approve the purchase of 2 Aerzen blowers in the amount of $ 17,259.60.

The last day for leaf pick up will be December 10, 2019. The City will try to get brush picked up within the next two weeks.

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner

The committee has a meeting on December 11, 2019 to discuss laptops, record retention and transient business.

BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt

The committee had a meeting December 3, 2019 to discuss the boundary line between Plano and Yorkville, cannabis and access for the front door replacement.

COMMUNITY DEVELOPMENT: Alderman Rennels

Alderman Rennels has a meeting December 11, 2019 at 6:30 pm.

FINANCE: Alderman Fawver

The Finance Committee met and approved the vendor run. January 13, 2020 at 5:15 p.m.

PARKS: Alderman Johns – Nothing to report

PERSONNEL & INSURANCE: Alderman Williams – Nothing to report 

SPECIAL EVENTS: Alderman Nadeau - Nothing to report
