The regular meeting of the Plano City Council was called to order on Monday, January 13, 2020 by Mayor Robert A. Hausler in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag.

MINUTES:
A motion was made by Alderman Williams, seconded by Alderman Rennels, to approve the minutes of the regular meeting on December 9, 2019 and special meeting on December 16, 2019. A unanimous “Aye” voice vote was heard. The motion passed.
AGENDA:
A motion was made by Alderman Eaton, seconded by Alderman Nadeau, to approve the agenda for the regular meeting of January 13, 2020 as amended. The agenda was amended by adding waiving competitive bidding for the Well 4 project. A unanimous “Aye” voice vote was heard. The motion passed.
WARRANTS:
A motion was made by Alderman Fawver, seconded by Alderman Eaton, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated January 13, 2020 in the amount of $ 360,345.48. Two invoices totaling $ 4,702.46 will not be sent until more information is provided.

Alderman Rennels excused himself from the meeting

WAGE REPORT:
A motion was made by Alderman Fawver, seconded by Alderman Williams, to approve the FY ’20 November wage report in the amount of $ 331,394.94.

MAYOR’S REPORT: Bob Hausler
Mr. Al Diaz from Enbridge presented a check to Mayor Hausler for $ 5,000.00 for a Safe Community Grant that he had applied for. These dollars will be used for warning sirens.
There will be a Coffee with the Mayor on January 25, 2020 at 10:15 am at the Plano Community Library.
The Ice Fishing event has been rescheduled to February 1, 2020 from 9:00 am to 3:00 pm.
A motion was made by Alderman Williams, seconded by Alderman Eaton, to approve the Mayor to sign an acknowledgement and consent to assignment of benefits for the Gjovik Economic Agreement.

PLANO AREA CHAMBER OF COMMERCE:
CITY ATTORNEY: Tom Grant – Nothing to report
CITY CLERK: Kathleen Miller
Sales and related taxes for October 2019 were $ 155,709.38, up $ 15,475.30 from the same time last year. MFT allotment and transactions for November, 2019, current unobligated balance $ 988,783.89.
CITY TREASURER: Zoila Gomez
The November 30, 2019 Treasurer’s report was distributed in the amount of $ 6,739,115.46. Total disbursements for November 2019 were $ 622,314.34. The revenue and expense reports for December 2019, tax revenue and the new Federal mileage rate were distributed.
POLICE CHIEF’S REPORT: Jonathan Whowell – Absent – Lt. Allison present.
Lt. Allison informed the Council that the new hire is doing well, he will be shadowing for one more week, then he will be on his own.
DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: Nate Bullard - Absent
A motion was made by Alderman Eaton, seconded by Alderman DeBolt to approve the purchase of a variable frequency drive for Well 9 from Energenecs in the amount of $ 7,900.00.

BUILDING, PLANNING & ZONING: Tom Karpus
Mr. Karpus reported that the 2019 ending report showed that there were about 700 permits issued with 75 for solar power. The School District inquired about putting up the signs for Kindergarten sign-up, the Council is good with that.

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner
The committee had a meeting on December 11, 2019 to discuss laptops, record retention and transient business. A meeting was called for January 23, 2020 at 6:00 pm.
BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt
A meeting was called for January 23, 2020 at 7:00 pm.
COMMUNITY DEVELOPMENT: Alderman Rennels - Nothing to report
FINANCE: Alderman Fawver
The Finance Committee met and approved the vendor run. Alderman Fawver called a meeting for January 27, 2020 at 5:15 p.m.
PARKS: Alderman Johns – Nothing to report
PERSONNEL & INSURANCE: Alderman Williams
The committee has a meeting January 15, 2020 at 6:00 pm.
