A brief discussion was held regarding the future use of the property.

At Mayor O'Dekirk's request, Inspector General, Chris Regis, briefly discussed updates to the bridge ground lease.

Michael Murphy with CenterPoint spoke regarding the timeframe for the construction of the bridge.

Mayor O'Dekirk discussed the $200 million private investment in the City of Joliet and also credited Larry Walsh, Will County Executive, for assistance with the bridge project.

Kathy Spieler spoke regarding the library remodeling project, protocol and chain of command and city manager form of government, and firework offenses.

Wallace Bradley spoke regarding the Eric Lurry case.

Meshona Mitchell spoke regarding the Eric Lurry case investigation.

Flowaya Mitchell spoke regarding the Eric Lurry case investigation.

Minerva Sneed spoke regarding the Eric Lurry case investigation.

A brief discussion was held regarding the Joliet Police Department arrest procedures.

Councilwoman Gavin briefly discussed her decision for not signing a letter sent to the Attorney General's Office and her request for an internal investigation regarding the Eric Lurry case.

Mayor O'Dekirk and Councilwoman Gavin briefly discussed the letter to the Attorney General's Office.

Cedric Johnson spoke regarding discrimination.

Suzanna Ibarra spoke regarding her proposal for police department reform.

Anthony Terrell spoke regarding the Eric Lurry case.

Tony Graves spoke regarding civil rights and city road condition.

Tiara Wheatley spoke regarding the Eric Lurry case.

Councilwoman Gavin again briefly discussed the letter to the Attorney General's Office and an investigation of the Eric Lurry case.

Mayor O'Dekirk spoke regarding the video of Eric Lurry.

Councilwoman Gavin exited the meeting at approximately 8:03 p.m.

A brief discussion was held regarding the full release of the entire video for the Eric Lurry case and the removal of the officers on the case.

Mayor O'Dekirk reentered the meeting at approximately 8:10 p.m.

Police Chief Roechner read a press release he released this evening concerning the Eric Lurry case.

Mary Beth Gannon addressed the Council via phone concerning the purchase of new city vehicles, insurance take by Council members, Joliet Police Department law suits, and removal of Marty Shanahan.

MAYOR AND COUNCIL COMMENTS:

Councilman Hug discussed restitution to the city should the Council approve the library bond and the state's unfunded pension issue.

Councilwoman Quillman welcomed new employee Gabby Shanahan, asked for residents to complete the 2020 Census form, and supporting nurses.

Councilwoman Gavin expressed her support for the nurses on strike.

A lengthy discussion was held concerning the independent investigation, the video, and the letter sent to the Attorney General's Office concerning the Eric Lurry case.

Councilman Mudron discussed the Attorney General letter and the investigation hold up by the major crime task force. He also discussed local clergy's concurrence with the findings of the major crime task force.

Interim Corporation Counsel Sabrina Spano briefly discussed the review of the Eric Lurry case by the legal department.

Councilwoman Reardon discussed her reason for not signing the letter to the Attorney General Office.

Mayor O'Dekirk discussed his discussions with the Council concerning the drafting and signing of the letter to the Attorney General's Office concerning the Eric Lurry case.

A brief discussion was held regarding past discussions held regarding future issues with a certain city department.

The Council concurred for the Mayor to contact the Attorney General Office's concerning the Eric Lurry case.

The Council concurred there needs to be an independent investigation of the Eric Lurry case.

Mayor and Council further discussed the letter to the Attorney General's Office.

CLOSED SESSION to discuss the following subjects:

A motion was made by Councilwoman Jan Hallums Quillman, seconded by Councilman Larry E. Hug, to enter into closed session to discuss personnel, pending or threatened litigation after which the meeting will adjourn.
