City of Sandwich City Council met Sept. 14.

Here is the minutes provided by the council:

Mayor Robinson called the meeting to order at 7:00 PM followed by the Pledge of Allegiance

Roll call was taken:

Present: Mayor Robinson, City Clerk Ii, Aldermen Dell, Kelleher, Killey, Kreinbrink & Surratt

Also Present: Department of Public Works Horak; Building Official Steffens, EMA Director Ciciora & Chief Bianchi

Absent: City Attorney

Audience Comments: None

Consent Agenda: Motion made by Alderman Kelleher and seconded by Alderman Dell to adopt the Consent Agenda. Aye: Aldermen Dell, Kelleher, Killey, Kreinbrink, Robinson & Surratt Nay:0 Motion carried 6:0

a. Approval of Regular Council Meeting Minutes of August 24, 2020

b. Approval of Committee-of-the-Whole Meeting Minutes of September 8, 2020

c. Approval of September bills totaling $ 802,403.33

Mayor Robinson made a motion to appoint Bill Littlebrant as Ward 1 Alderman. Motion was seconded by Alderman Surratt. Aye: Aldermen Dell, Kelleher, Killey, Kreinbrink, Robinson & Surratt Nay:0 Motion carried 6:0

Oath of Office followed and was administered by Mayor Robinson. Bill Littlebrant was currently serving on the Plan Commission and Zoning Board of Appeals, and is general manager of Cascade Water Works in Yorkville.

Mayor Robinson made a motion appointing Rick Whitecotton as Ward 4 Alderman. Motion was seconded by Alderman Kelleher. Aye: Aldermen Dell, Kelleher, Killey, Kreinbrink, Robinson & Surratt Nay:0 Motion carried by 6:0

Oath of Office followed and was administered by Mayor Robinson. Rick Whitecotton served on the Sandwich fire department and works for the family business, Plano Metal Specialties, in Plano.

Foster, Buick, Conklin & Lundgren Law Group: Absent

City Clerk Ii reported that Lisa Mangers anniversary is September 29, 2020, and she has requested a payout of 70 unused vacation hours. No action was required by the Council.

Director of Public Works / City Engineer:

Lower Little Rock Creek Watershed Study: Meeting #3 is scheduled for Wednesday, September 30, 2020 at 10:00 am in the City Council Chambers. The PowerPoint presentation will be made available on the City’s website within a few days after the meeting.

Ordinance 2020-11 Surplus Property: Engineer Horak reported that the 1999 John Deere 310SE has been sold for $8,000.00.

Zoning Board of Appeals regular meeting will meet on Tuesday, September 22, 2020 at 6:30 pm in the City Hall Annex, 128 E. Railroad Street. Public hearing will be held on ZBA 2020-02 (731 E. Knights Road): The applicants Bob and Nadine Vehe request a variance to decrease the required lot line setback for a driveway from five feet to six inches.

Police Chief Bianchi: No report

EMA Director Ciciora: No report

Aldermen Reports:

Alderman Dell advised that the IPRF (Illinois Public Risk Fund) $17,247.00 grant for funding safety products that will assist in reducing injuries and subsequent Workmen Comp claims is ready to submit. The grant application deadline is December 1st. Aldermen Dell also commented on an emailed shared with the Council from Gene Stephens, Associate Director of the Open Door. The email requested consideration for sidewalk installation or repairs around the school campus and Open Door facilities noting the beneficial gains for the public.

Alderman Robinson reminded the Council of the NIU strategic planning workshops on Tuesday, September 22nd and Thursday, September 24th. Hours will be 5-9 pm with a meal provided. Additional information will be forthcoming.

Announcements: The Finance Committee Meeting will be held on Monday, September 21st, following the Committee-of-the-Whole Meeting.

New Business: None

Adjournment: There being no further business to come before the Council, motion made by Alderman Kelleher and seconded by Alderman Surratt to adjourn the Regular Council meeting at 7:14 PM. Motion carried unanimously by voice vote.
