City of Plano City Council met Sept. 28.

The regular meeting of the Plano City Council was called to order by Mayor Robert A. Hausler in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag.

MINUTES:
A motion was made by Alderman Williams, seconded by Alderman Nadeau, to approve the minutes of the regular meeting on September 14, 2020. A unanimous “Aye” voice vote was heard. The motion passed.
AGENDA:
A motion was made by Alderman Eaton, seconded by Alderman Williams, to approve the agenda as amended for the regular meeting of September 28, 2020. A unanimous “Aye” voice vote was heard. The motion passed. The amendment to the agenda was to move Closed Session to the end of the COW meeting.
WARRANTS:
A motion was made by Alderman Fawver, seconded by Alderman Nadeau, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated September 28, 2020 in the amount of $ 110,756.97.

MAYOR’S REPORT: Bob Hausler
The Mayor provided information on ComEd changing out street lighting to the Smart LED lighting. This will save the City about $ 8,081.00 annually.
Mayor Hausler also announced that he had been re-elected to the IML Board.
PLANO AREA CHAMBER OF COMMERCE: Laurel Mateyka & Deana Lanham
Ms. Lanham informed the Council of some events that have been scheduled. There will be a ribbon cutting at Apple Academy at 3912 Turner Ave. on September 29, 2020 from 4 – 6 pm. The Scarecrow scramble golf outing will be held on October 1, 2020. Coffee & Connections will be resuming. CITY ATTORNEY: Tom Grant – Nothing to report
CITY CLERK: Kathleen Miller
The Fall clean up will be held October 5-8, 2020 on your regular garbage day.
Sales & related taxes for July 2020 were $ 150,949.36; this is down $ 13,022.23 from the same time last year.
MFT allotment and transactions for August, 2020 – the current unobligated balance is $ 1,195,119.70.
CITY TREASURER: Zoila Gomez – Nothing to report
POLICE CHIEF’S REPORT: Lt. Norm Allison
Mason Brant is set to graduate from the academy on October 1st, and is doing very well. Interviews will be taking place on Tuesday, September 29, 2929 for the Records Clerk position. The department will be doing defensive tactics training in the coming weeks as part of strategies to reduce use of force incidents. The department will be hosting their first NEMRT class October 5-9, 2020. By doing this they are able to get 3 free seats in the class. The class is Crisis Intervention which deals with mental health and handling those who are mentally ill. The new squad 2 is at Communications Direct having the wiring and electronics installed. AAIM is the Alliance Against Intoxicated Motorists. Officer’s Arreola, Brown and Johnson received awards because they were the officers who had the most DUI’s in the department for 2019. DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: Nate Bullard
Nate said the sidewalk replacements is almost finished. The Lew St project is going well, brush pick up will begin in October; leaf pick up will begin after brush pick up is finished. The new Vac truck should be delivered Thursday.
BUILDING, PLANNING & ZONING: Tom Karpus
A motion was made by Alderman Mulliner, seconded by Alderman DeBolt, to approve the purchase of ASC T128 AC/DC siren and installation from Fulton sirens in the amount of $ 22,500.00. Roll Call:

Mr. Karpus informed the Council that Gjovik’s had received a temporary certificate of occupancy and Domino’s has broken ground west of town.

Aldermen congratulated the Mayor on his re-election to the IML Board
ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner
A meeting will be held September 29th, 2020 at 6:00 pm. Discussion topics include outdoor illumination, amended budget, laptops, and wild animals.
BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt – nothing to report
COMMUNITY DEVELOPMENT: Alderman Rennels
A meeting will be held September 29, 2020 at 6:30 pm.
FINANCE: Alderman Fawver
The committee approved the vendor run. A meeting was called for October 12, 2020 at 5:30 p.m. PARKS: Alderman Johns
The splash pad will be closing on October 1, 2020.
PERSONNEL & INSURANCE: Alderman Williams
A meeting was called for October 2 at noon. They will discuss the employee manual and negotiations.
SPECIAL EVENTS: Alderman Nadeau
The committee has a meeting on September 29, 2020 at 5:30 pm.
STREETS & UTILITIES: Alderman Eaton
A meeting was called for October 7, 2020 at 6:00 pm.
