City of Plano City Council met Oct. 12.

Here is the minutes provided by the council:

The regular meeting of the Plano City Council was called to order by Mayor Robert A. Hausler in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag.

Roll Call:

Steve DeBolt Present John Fawver Present Ben Eaton Present Jamal Williams Absent

Tommy Johns Present Barb Nadeau Present Scott Mulliner Present Mike Rennels Present There was a quorum.

MINUTES:

A motion was made by Alderman Rennels, seconded by Alderman Nadeau, to approve the minutes of the regular meeting on September 28, 2020. A unanimous “Aye” voice vote was heard. The motion passed.

AGENDA:

A motion was made by Alderman Mulliner, seconded by Alderman Eaton, to approve the agenda for the regular meeting of October 12, 2020. A unanimous “Aye” voice vote was heard. The motion passed.

WARRANTS:

A motion was made by Alderman Fawver, seconded by Alderman Nadeau, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated September 30, 2020 in the amount of $ 113,048.33.

Voting “Aye”: Fawver, Nadeau, Eaton, Johns, Mulliner, Rennels, DeBolt

Voting “Nay”:

Absent: Williams

Motion passed.

A motion was made by Alderman Fawver, seconded by Alderman Eaton, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated October 12, 2020 in the amount of $ 665,161.56.

Voting “Aye”: Fawver, Nadeau, Eaton, Johns, Mulliner, Rennels, DeBolt

Voting “Nay”:

WAGE REPORT: None

INTRODUCTION OF GUESTS:

Guests and members of the press were welcomed by Mayor Hausler.

CITIZEN’S COMMENTS:

Matt Jackson spoke regarding his disapproval of waiving competitive bidding unless it is an emergency.

MAYOR’S REPORT: Bob Hausler

The Mayor read a proclamation for Trick or treating. IDPH guidelines were also distributed. See the Plano website for information.

PLANO AREA CHAMBER OF COMMERCE: Deana Lanham

Ms. Lanham informed the Council of some events that have been scheduled. There will be a coffee and connections at Time 4 Donuts, and the Plano Bologna Sandwich event will be on October 24, 2020; this will be a drive through event. There was a ribbon cutting at Apple Academy at 3912 Turner Ave. on September 29, 2020. The Scarecrow scramble golf outing was a very successful event with 40 participants. Ms. Beth Goncher, EDC Director has been getting to know the local businesses and they will be launching an E-Blast called Perfectly Plano.

CITY ATTORNEY: Tom Grant

Ordinance #2020-18-Increase Class E liquor license from 3 to 4

A motion was made by Alderman Mulliner, seconded by Alderman Eaton, to adopt an ordinance amending section 3-2-7 of the Plano City Code increasing the number of authorized Class E liquor licenses from three (3) to four (4).

Ordinance #2020-19-Approve a Special Use

A motion was made by Alderman Rennels, seconded by Alderman Mulliner, to approve an ordinance granting a Special Use to Oxford Bank & Trust, trustee under trust agreement dated July 17, 2000, and known as trust No. 826, Tom Kost, applicant at 501 W. Rt 34, Plano, Kendall County, Illinois. Roll Call:

Voting “Aye”: Eaton, DeBolt, Johns, Fawver, Mulliner, Nadeau, Rennels

Voting “Nay”:

Absent: Williams

Motion passed.

Ordinance #2020-20-Adopting a policy prohibiting sexual harassment

A motion was made by Alderman DeBolt, seconded by Alderman Nadeau, to approve an ordinance adopting a policy prohibiting sexual harassment for the City of Plano, Kendall County, Illinois. Roll Call:

Voting “Aye”: Eaton, DeBolt, Johns, Fawver, Mulliner, Nadeau, Rennels

Voting “Nay”:

Absent: Williams

Motion passed.

CITY CLERK: Kathleen Miller – Nothing to report

CITY TREASURER: Zoila Gomez

The August 31, 2020 Treasurer’s report in the amount of $ 7,659,608.73 was distributed in the meeting packets. Total disbursements for August 2020 were in the amount of $ 441,577.74.

POLICE CHIEF’S REPORT: Chief Whowell

A motion was made by Alderman Mulliner, seconded by Alderman Johns, to approve the hiring of Adriana Almendarez as Record’s Clerk with a start date of October 26, 2020 and a pay rate of $ 20.00 per hour.

Motion passed.

Anthony Joutras attended and completed the ICAC national law enforcement training on child exploitation. The training was held virtually and was based on a scholarship received from ICAC in the amount of $3000.00 The investigator was awarded a grant in the amount of $1500.00 to attend the ICAC conference to be held virtually October 19 through 23, 2020.

DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: Nate Bullard

A motion was made by Alderman Eaton, seconded by Alderman DeBolt, to approve waiving competitive bidding for a Xylem pump replacement.

Voting “Nay”:

Motion passed.

A motion was made by Alderman Eaton, seconded by Alderman DeBolt, to approve the purchase of 4 Flygt pumps from Xylem in an amount not to exceed $ 46,640.71.

Motion passed.

The City received the new Vactor truck on October 1, 2020; public works has been doing a lot of training on use of this piece of equipment. Leaf pick up will hopefully begin on Monday. Public Works has been doing work at Foli Park on the grounds.

BUILDING, PLANNING & ZONING: Tom Karpus - Nothing to report

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner

A meeting was held September 29th, 2020 at 6:00 pm. Discussion topics include outdoor illumination, amended budget, laptops, and wild animals.

BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt – nothing to report

COMMUNITY DEVELOPMENT: Alderman Rennels

A meeting was held September 29, 2020 at 6:30 pm. The budget was discussed.

FINANCE: Alderman Fawver

The committee approved the vendor run. A meeting was called for October 26, 2020 at 5:30 p.m. PARKS: Alderman Johns – Nothing to report

PERSONNEL & INSURANCE: Alderman Williams – Absent – Nothing to report

SPECIAL EVENTS: Alderman Nadeau

A motion was made by Alderman Nadeau, seconded by Alderman Johns, to approve the purchase of holiday decorations from Temple in the amount of $ 6,770.00.

The committee met on September 29, 2020 at 5:30 pm; they discussed the budget and decorations. STREETS & UTILITIES: Alderman Eaton

Items discussed at his last committee meeting will be discussed at the COW meeting this evening. CITIZEN’S COMMENTS: None

A motion was made by Alderman Eaton, seconded by Alderman DeBolt, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:35 pm.
