The regular meeting of the Plano City Council was called to order on Monday, October 26, 2020 by Mayor Robert A. Hausler in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag.

MINUTES:
A motion was made by Alderman Williams, seconded by Alderman Nadeau, to approve the minutes of the regular meeting on October 12, 2020. A unanimous “Aye” voice vote was heard. The motion passed. AGENDA:
A motion was made by Alderman Eaton, seconded by Alderman Nadeau, to approve the agenda for the regular meeting of October 26, 2020. A unanimous “Aye” voice vote was heard. The motion passed.
WARRANTS:
A motion was made by Alderman Fawver, seconded by Alderman DeBolt, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated October 26, 2020 in the amount of $ 98,118.78.

MAYOR’S REPORT: Bob Hausler
The Mayor read a proclamation for the City of Bologna. The Mayor thanked everybody that attended and contributed to Bologna Day. The Mayor thanked Alderman Rennels for his assistance and work on logistics for the cable consortium; the consortium has a possible new home. PLANO AREA CHAMBER OF COMMERCE: Deana Lanham
Ms. Lanham stated that the Plano Bologna Sandwich Day was a great event; over 100 bologna sandwiches were sold. There are several upcoming events; there will be a ribbon cutting at Anastoni’s on November 5, 2020, they are also looking to donate 10 pizzas a month, Coffee and Connections will be at Time 4 Donuts on November 10, 2020, There will be a sexual harassment course held on November 12, 2020 in conjunction with Sandwich, Rockin’ Christmas is December 4 – 6, 2020 and the annual dinner is tentatively scheduled for January 15, 2021.

Sales and related taxes for August 2020 were $ 152,087.65; down $ 14,616.09 from the same time last year.
MFT allotment and transactions for September, 2020; current unobligated balance is $ 1,228.651.48.
CITY TREASURER: Zoila Gomez
The September 2020 Revenue and tax reports were distributed in mailboxes on October 23, 2020. Zoila provided information on the Police Pension Fund required reporting. She pointed out that the Board is requesting a contribution of $ 450,806.00 from the upcoming tax levy.
The September 30, 2020 Treasurer’s report in the amount of $ 8,424,966.61 was distributed in the meeting packets. Total disbursements for September 2020 were in the amount of $ 557,110.22 POLICE CHIEF’S REPORT: Chief Whowell
The Chief read the Police Pension Board required report.
A motion was made by Alderman Mulliner, seconded by Alderman Rennels, to approve the purchase of a new server from Reliable Computer Services in the amount of $ 6,834.81. Roll Call:

One SUV will be ready to hit the streets by the end of the month., The other two SUV’s were picked up at Gjoviks today. They will go to Communications Direct to be outfitted when we pick up the other one they are working on. The new Records Clerk, Adriana, started and had a great first day. As Halloween approaches, the Chief would like to wish everyone a happy and safe holiday. As far as motorists, please be aware of kids traveling in the streets.
DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: Nate Bullard
A motion was made by Alderman Rennels, seconded by Alderman Nadeau, to approve lining sanitary sewer main by Innovative Underground in the amount of $ 16,200.00.

Alderman Mulliner is trying to arrange meeting times for animal control and Reliable to attend a committee meeting. When he confirms times, he will call a meeting.
BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt – nothing to report
COMMUNITY DEVELOPMENT: Alderman Rennels - Nothing to report
FINANCE: Alderman Fawver
The committee approved the vendor run. A meeting was called for November 9, 2020 at 5:30 p.m. PARKS: Alderman Johns
New signs have been installed at Kristen and Harry Nuebert Parks. Dirt, trees and debris have been cleaned up on Larson St. by Foli Park. The dog park is still being looked into, Foli Lake was stocked, the splash pad used 1,543,343 gallons of water this season and Lathrop Park is currently closed due to some broken glass.
PERSONNEL & INSURANCE: Alderman Williams
Alderman Williams informed the Council that the Aldermen are 88% compliant with the sexual harassment training.
SPECIAL EVENTS: Alderman Nadeau
A motion was made by Alderman Nadeau, seconded by Alderman Eaton, to approve the shipping charge of $ 280.00 for the holiday decorations from Temple.

STREETS & UTILITIES: Alderman Eaton
A meeting was held on October 21, 2020; speeding and inconsistent enforcement of speeding in various areas of the City and Ben St. parking were discussed. The Mayor asked that Alderman Eaton survey residents who live on Ben St. regarding the parking.
CITIZEN’S COMMENTS:
Scott Gengler, a Yorkville resident who is running for County Board introduced himself and asked for the Council’s support.

A motion was made by Alderman Williams, seconded by Alderman Eaton, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:39 pm.
