City of Sandwich City Council met Sept. 28.

Here is the minutes provided by the council:

Mayor Robinson called the meeting to order at 7:02 PM followed by the Pledge of Allegiance Roll call was taken:

Present: Mayor Robinson, City Clerk Ii, Aldermen Kelleher, Killey, Kreinbrink, Littlebrant, Surratt & Whitecotton

Also Present: City Attorney Harrill, Department of Public Works Horak; Building Official Steffens, EMA Director Ciciora & Sergeant Ikemire

Absent: Alderman Dell & Chief Bianchi

Audience Comments: WSPY correspondent, Jim Wyman, inquired about any remaining funds in the proposed closure of inactive bank accounts and asked what the City’s plans are for the $306,000 Local CURE Program funds, if received.

Consent Agenda: Motion made by Alderman Surratt and seconded by Alderman Kelleher to adopt the Consent Agenda. Aye: Aldermen Kelleher, Killey, Kreinbrink, Littlebrant, Robinson, Surratt & Whitecotton Nay:0 Motion carried 7:0

d. Approval of Workshop Minutes of September 24, 2020

e. Approval of September bills totaling $ 57,880.96

f. Adoption of Resolution 20-07 entitled “Resolution to Close Dormant Bank Accounts for the City of Sandwich, IL”. At the recommendation of Lauterbach & Amen, the City will close inactive bank accounts that have been dormant for a minimum of 18 months.

Mayor Robinson: Ordinance 2020-13 entitled “An Ordinance Pertaining to the Local CURE Act” presented for passage. Because of time constraints, Council is requested to waive first reading. The Ordinance authorizes the Mayor and City Clerk to proceed on behalf of the City to submit documentation for reimbursement of funds through the Local CURE Program. Because of time constraints, Mayor Robinson requested a motion to waive first reading followed by a motion to pass.

Motion made by Alderman Kelleher, and seconded by Alderman Surratt, to waive first reading of Ordinance 2020-13 as presented. Aye: Aldermen Kelleher, Killey, Kreinbrink, Littlebrant, Robinson, Surratt & Whitecotton Nay:0 Motion carried 7:0

Alderman Surratt moved to pass Ordinance 2020-13 as presented. Alderman Kelleher seconded. Aye: Aldermen Kelleher, Killey, Kreinbrink, Littlebrant, Robinson, Surratt & Whitecotton Nay:0 Motion carried 7:0

Halloween Hours: Council set Halloween hours as 4-7 PM on Saturday, October 31st. A resolution will be prepared for the October 12th meeting. Because of Covid-19, Mayor Robinson advised that if residents feel uncomfortable about trick ‘n treat, their porch light should remain off indicating they are not participating.

Strategic Planning Workshop: Mayor Robinson thanked Council and staff for attending the 2- day workshop last week. He felt it was a good introduction to municipal government planning for the new aldermen and was impressed with the NIU Governmental Studies presentation.

Foster, Buick, Conklin & Lundgren Law Group: No report

City Clerk Ii requested a motion approving correction of a scrivener’s error on minutes from September 8, 2020. The original minutes referenced the General Election date as November 8th; the correct date is November 3rd.

Motion made by Alderman Surratt, and seconded by Alderman Kelleher. Aye: Aldermen Kelleher, Killey, Kreinbrink, Littlebrant, Robinson, Surratt & Whitecotton. Nay:0 Motion carried 7:0

Director of Public Works / City Engineer:

Risk and Resilience Assessment and Emergency Response Plan: Engineer Horak requested a motion for approval of an engineering services agreement with Engineering Enterprises Inc. of Sugar Grove, IL in an amount not to exceed $45,000.00. Alderman Kreinbrink requested that the Council have an opportunity to review the results prior to submitting to the State.

So moved, by Alderman Kelleher. Seconded by Alderman Surratt. Aye: Aldermen Kelleher, Killey, Kreinbrink, Littlebrant, Robinson, Surratt & Whitecotton. Nay:0 Motion carried 7:0

Lower Little Rock Creek Watershed Study: Meeting #3 is scheduled for Wednesday, September 30, 2020 at 10:00 am in the City Council Chambers. The PowerPoint presentation will be available on the City’s website within a few days after the meeting.

Hydrant flushing will begin on Monday, October 12th through Friday, October 16th. It is expected that hydrant flushing will be conducted 8 AM – 4 PM daily.

2020 Brush Pickup Program: The 2020 Brush Pickup Program ends in October. The last pickup in each ward is as follows.

Monday, October 05: Ward 1

Monday, October 12: Ward 2

Monday, October 19: Ward 3

Monday, October 26: Ward 4

Announcement: Hall Street lift station has been mobilized and repair work started today. Police Chief Bianchi: In the Chief’s absence, Sergeant Ikemire attended the meeting. No report. EMA Director Ciciora: No report

Aldermen Reports: Alderman Kreinbrink questioned if the Gletty Road cleanup numbers have been finalized. Mayor Robinson reported he is still waiting for paperwork. Alderman Kreinbrink also inquired about the Council viewing a sample of a finished sign from the City’s sign making machine. He would like to review a schedule for sign replacement.

Announcements: The Finance Committee Meeting will be held on Monday, October 5th, following the Committee-of-the-Whole Meeting.

New Business: None

Executive Session: Motion made by Alderman Robinson, and seconded by Alderman Kelleher, to go into Executive Session at 7:15 PM for 5 ILCS 120/2(C)(11): “Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probably or imminent”. Aye: Aldermen Kelleher, Killey, Kreinbrink, Littlebrant, Robinson, Surratt & Whitecotton Nay:0 Motion carried 7:0

It was noted that no action would result after the return to Open Session from Executive Session.

Motion made by Alderman Surratt to return to regular session at 7:21 PM. Motion was seconded by Alderman Whitecotton. Motion carried unanimously via voice vote.

Adjournment: There being no further business to come before the Council, motion made by Alderman Kelleher and seconded by Alderman Littlebrant to adjourn the Regular Council meeting at 7:22 PM. Motion carried unanimously by voice vote.
