The Board of Education of Plano Community Unit School District No. 88 met in regular session at 6:00 p.m. in the Plano High School Innovation Center.
I CALL TO ORDER
President Campbell called the regular meeting to order at 6:07 p.m. Present for roll call were Campbell, Klatt, Martin, Velazquez, Waldrop and Ward. Member Jernigan arrived at 6:12 p.m. Others present were administrators Mateyka, Zeman, Baughman, Seput, Alvarez, Thurwanger, Lee and Superintendent Baker and Board Secretary Benoit. Office staff present: Appel and Moody.

Velazquez moved, and Waldrop seconded the motion, to approve the agenda, as printed. Voting aye: Velazquez, Waldrop, Campbell, Klatt, Martin and Ward.

IV RECOGNITIONS & CELEBRATIONS
Administrators reviewed their written opening of schools’ reports, which included enrollment numbers, new staff members and building goals for the 2021-22 school year. Principal Laurel Mateyka covered the Back to School Bash, which was co-sponsored by the Plano Area Chamber of Commerce and the Plano School District. She said over 60 people participated in the Color Run and thanked all of the sponsors for their support. Mrs. Mateyka also invited everyone to participate in the Chamber’s Scarecrow Scramble on October 7th at Cedardell Golf Club.
V OPPORTUNITY FOR VISITORS TO SPEAK
Attending the meeting in-person were Faith Skinner, Amy Martin, Brett Spratley, Angel Vivanco, Tammi Campbell and Dina Wisniewski. Present via Zoom were Kari Pyle and Pam Reilly. No media representatives were present.
Superintendent Baker read a written statement on behalf of the Board of Education, regarding the Governor’s mask mandate and required mitigation measures. No one signed in to address the Board. Dina Wisniewski then asked to address the Board and President Campbell asked her to please put on a mask, per the Governor’s restrictions in school buildings. Ms. Wisniewski refused to put on a mask and then continued to tell the Board that they should challenge the Governor’s mandate. Mr. Campbell told Ms. Wisniewski that her argument was not with the Plano School Board and that she should contact her legislators and other government officials. Ms. Wisniewski said she has contacted government officials and that she would politely leave the meeting and consider her next strategic move.

VII PUBLIC HEARING FOR THE 2021-22 PLANO AREA SPECIAL EDUCATION COOPERATIVE BUDGET
President Campbell called the public hearing to order at 6:34 p.m. to discuss the Plano Area Special Education Cooperative Budget. Superintendent Baker said this time was an opportunity for visitors to provide comment about the PASEC Budget. No one wished to address the Board.
Hearing no comments, Waldrop moved, and Velazquez seconded the motion, to close the public hearing at 6:35 p.m.
Voting aye: Waldrop, Velazquez, Campell, Jernigan, Klatt, Martin and Ward. Motion carried: 7 ayes, 0 nays.

Report No. 22-11 Approve PASEC FY22 Budget
PASEC Director Amy Lee reviewed the revenue and expenditures of the 2021-22 special education cooperative budget. She said this is the sixth year of the cooperative. President Campbell said he would like to see a report of the savings Plano has incurred since starting the co-op. He added that it has been great having Mrs. Lee as the director of the cooperative and everyone has benefitted from her leadership.
Waldrop moved, and Velazquez seconded the motion, to approve the FY22 Plano Area Special Education Cooperative Joint Agreement Budget.
Voting aye: Waldrop, Velazquez, Campbell, Jernigan, Klatt, Martin and Ward.
Motion carried: 7 ayes, 0 nays.
Report No. 22-12 Approve District 88 FY22 Tentative Budget Superintendent Baker reviewed the District 88 2021-22 tentative budget. He and President Campbell thanked Hannah for her hard work on the budget and reports, all while training her replacement. They also thanked Jay Cunneen for his leadership and expertise.\
Waldrop moved, and Velazquez seconded the motion, to approve the tentative budget and set the Budget Public Hearing for Monday, September 20, 2021 at 6:00 p.m. at Centennial School located at 800 S. West Street in Plano, Illinois.
Voting aye: Waldrop, Velazquez, Campbell, Jernigan, Klatt, Martin and Ward.

Report No. 22-14 Summer Extension Program Recap
Summer School Coordinators Faith Skinner and Brett Spratley reviewed the success of the 2021 District 88 Summer Extension Program. She said the teachers appreciated the opportunity to re
teach the standards in order to help nearly 700 students prepare for the 2021-22 school year. Mrs. Skinner said teachers used very innovative ways to keep the students engaged and they received great comments from the students. Mr. Spratley discussed the credit recovery program that was offered to high school students and said it was great to help students recovered credits that may have been lost during the pandemic school year. The coordinators reviewed the win’s that were shared with them by students and staff and were thanked for their hard work in increasing the number of participants and for their hard work helping the SEP help students.
Report No. 22-15 Teaching & Learning Update
Dr. Tracy Thurwanger provided an update regarding literacy instruction, the strategic plan for professional development, and college and career. District staff have met with the Teacher Better Mastery Learning Group to plan professional development over the next three years, in order to move students and staff forward.
Report No. 22-16 Family & Consumer Sciences Update
Dr. Thurwanger welcomed new Family & Consumer Science teachers Brittany Nelson and Megan Mercado. They shared the department mission statement to provide comprehensive skills, real world applications, career and college pathways, and a positive learning environment for all students. The teachers introduced themselves and explained the summer professional development and networking that has taken place since they were hired. They said an anonymous donor paid the fee for Plano High School to join the Career & Technical Student Organization (CTSO) and sponsored 10 students to join. Through the courses they plan to offer, PHS students will be a step ahead of their peers with certifications and credentials others will not hold. They will also provide pathways to IVVC. The new embroidery machines will allow the FACS students to partner with the art and business departments to offer spirit wear to staff and students. Board members were very impressed with Brittany and Meagan’s enthusiastic presentation and said they are excited to see them achieve and exceed their goals for the program.
Report No. 22-17 Summer Construction Program
Superintendent Baker thanked Laurel Mateyka and the P.H. Miller staff for their patience and assistance during the summer construction program. He said the entire project is a credit to the Board and their confidence in Mr. Appel’s leadership.
Bryan Appel updated the Board on the progress and discussed the storm damage experienced during the New Teacher Orientation Day at Plano High School. They have been working to get the roof patched, but there will be major structural repairs required. There is a meeting with the insurance company on Thursday. Luckily there is no equipment on the roof in the area that was affected.
IX BOARD COMMENTS/FOIA
▪ There were two FOIA requests:
o SmartProcure (purchases orders from 12/4/20-present)
o Iron Workers Local Union No. 393 (contractor name for PH Miller project)
▪ President Campbell said he had the pleasure of sitting in on the opening day program and that he thought Superintendent Baker did a great job bringing everyone together. He said the staff is very appreciative of all the district has done for them by offering great speakers and effective professional development. Tim Campbell said the speaker commenting that the staff members need to take care of themselves was so appropriate, since we are in the midst of the pandemic. He said he is confident that no one works harder than the administrators and staff in District 88. Mr. Campbell said Tracy, once again, knocked it out of the park with great speakers and the opening day program.
▪ The next Board meeting will be held at Centennial School, which is a change from the original Board meeting schedule.
