City of Plano City Council met Aug. 8.

Here are the minutes provided by the council:

The regular meeting of the Plano City Council was called to order by Mayor Michael Rennels in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag. Roll Call:

There was a quorum.

MINUTES:

A motion was made by Alderman Nadeau, seconded by Alderman DeBolt, to approve the minutes of the regular meeting on July 25, 2022. A unanimous “Aye” voice vote was heard. The motion passed. AGENDA:

A motion was made by Alderman Swoboda, seconded by Alderman DeBolt, to approve the agenda for the regular meeting of August 8, 2022. A unanimous “Aye” voice vote was heard. The motion passed. WARRANTS:

A motion was made by Alderman Swoboda, seconded by Alderman DeBolt, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated July 28, 2022 in the amount of $ 114,447.50.

Roll Call:

Voting “Aye”: DeBolt, Johns, Mulliner, Nadeau, Swoboda

Voting “Nay”:

Absent: Williams, Fawver, Eaton

Motion passed.

A motion was made by Alderman Swoboda, seconded by Alderman DeBolt, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated August 8, 2022 in the amount of $426,067.04.

Voting “Aye”: DeBolt, Johns, Mulliner, Nadeau, Swoboda

Voting “Nay”:

Absent: Williams, Fawver, Eaton

Motion passed.

INTRODUCTION OF GUESTS:

Guests and members of the press were welcomed by Mayor Rennels.

Senator Sue Rezin thanked the Mayor and Council for allowing her to speak. She gave an update on some items of interest going on in the State. A balanced budget was passed with the help of 17 billion dollars donated in the last 2 years from the CARES Act. The unemployment trust fund (FUTA) had 2 billion dollars but that has been depleted and is at a deficit of 5 billion dollars due to COVID unemployment payouts. A significant bill for infrastructure for broadband is something we should watch for.

MAYOR’S REPORT: Michael Rennels

A motion was made by Alderman Mulliner, seconded by Alderman Johns, to approve the Mayor’s appointment of Gordon Flanigan to the Police Pension Board to fill a vacancy; the term will expire May 2023. Roll Call:

Voting “Aye”: DeBolt, Johns, Mulliner, Nadeau, Swoboda

Voting “Nay”:

Absent: Williams, Fawver, Eaton

Motion passed.

Midweek music will be held on August 10, 2022

Adjudication Officer Carlo Colosimo has resigned; the Mayor will be looking for a replacement.

CITY ATTORNEY: William Thomas

Resolution #R2022-20 Investment Policy

A motion was made by Alderman DeBolt, seconded by Alderman Swoboda, to approve a resolution adopting an investment policy.

Voting “Aye”: DeBolt, Johns, Mulliner, Nadeau, Swoboda

Voting “Nay”:

Absent: Williams, Fawver, Eaton

Motion passed.

CITY CLERK: Kathleen Miller

The Clerk reminded the Alderman to return their request for IML.

Sales and related taxes for May 2022 $ 186,998.43; down $ 20,502.68 from the same time last year. MFT allotment for June 2022; current unobligated balance $ 1,137,273.56.

CITY TREASURER: Zoila Gomez – Nothing to report

POLICE CHIEF’S REPORT: Chief Whowell -absent – Lt. Allison reported

The Police Department has identified a need for Officers to vent. They are signing up for “We Never Walk Alone”. This is a wellness program; a small fee will be paid per officer. Officers are able to call in to vent on a number of issues. Police Department personnel volunteer to assist other officers; these are officers that are signed up to utilize this portal.

DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: D. Boyer , J. Beyer, K. Tisberger

Karl gave updates on EPA core samples done, and new truck issues. We are probably not going to get our new vehicles from Gjoviks as previously approved. Karl is looking in to getting trucks from another dealer. Darrin has a meeting tomorrow regarding the Walmart lift station. He had a meeting with Fehr Graham regarding the mixer project.

BUILDING, PLANNING & ZONING: Jeff Sobotka – absent

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner

Alderman Mulliner had a meeting on July 28, 2022 at 6:00 pm. And they discussed data backup. A meeting was called for August 16, 2022 at 6:00 pm.

BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt

The committee had a meeting on August 2, 2022 at 6:00 PM. and discussed permit fees and hard lines for the phones. A meeting was called for August 23, 2022 at 6:00 pm.

COMMUNITY DEVELOPMENT: Alderman Fawver – Absent – Nothing to report

FINANCE: Alderman Swoboda

PARKS: Alderman Johns

Alderman Johns gave an update on the Dog Park; hopefully it will open in a week. The equipment for the Dog Park has been ordered. Donors will be recognized at the next Council meeting. The walk paths have been seal coated at Foli Park. The committee will look into stocking the pond at Foli Park.

PERSONNEL & INSURANCE: Alderman Williams – Absent – Nothing to report

SPECIAL EVENTS: Alderman Nadeau

Alderman Nadeau reminded members of the Mid-week music on August 10, 2022 and also informed the Council that the Chamber would be handing out free school supplies.

STREETS & UTILITIES: Alderman Eaton – Absent – Alderman Johns reported

Alderman Eaton had a meeting on August 3, 2022. There is another meeting on August 17, 2022 at 6:00 PM.

CITIZEN’S COMMENTS: None

CLOSED SESSION: NONE

ADJOURNMENT:

A motion was made by Alderman Nadeau, seconded by Alderman DeBolt to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:30 p.m.
