City of Sandwich Committee of the Whole met April 3.

Here are the minutes provided by the committee:

Mayor Latham called the meeting to order at 8:45 PM. Roll call was taken:

Present: Mayor Latham, Clerk Ii, Aldermen Erickson, Fritsch, Johnson, Killey, Kreinbrink, Littlebrant, Robinson & Whitecotton

Quorum established

Also Present: Attorney Gottschalk, City Administrator Penman, City Treasurer Schwemlein, Chief Bianchi, & EMA Director Ciciora

Absent: Building Official Steffens

Mayor Latham

1. Solar Farm Proposal Update: Alex Mendelson, Senior Development Manager for Turning Point Energy, was present in the audience for questions directed from the Council. A new proposal calls for the relocation of the solar field to southwest of the existing pipeline. There is also ongoing discussions to benefit the community for low income, disabled, veterans, and parties needing financial assistance.

2. Use of Motor Fuel Tax & Rebuild Illinois Funds: Conversations have been held with the Engineering on grant monies for projects. A spreadsheet was provided listing proposed projects and needed funding. Resolutions will be approved at the April 17th meeting for use of Rebuild Illinois grant money for the Latham Street project and use of MFT (Motor Fuel Tax funds) for the Pratt Road bridge.

3. Storm Damage (March 31st): Mayor thanked the police department and staff on the tree removal on Cedar Street resulting from storm damage. Other city-wide damages were downed limbs and loss of power on the west side of town. EMA was thanked for their storm monitoring and sounding of alarms.

4. Liquor License Renewals: All liquor license renewal applications have been distributed. Licenses must be renewed by April 30, 2023.

Aldermen Reports:

Alderman Erickson announced that the month of April is Autism Awareness Month. Alderman Kreinbrink had discussed options for the Griswold Springs Culver project during the Regular Meeting held previously.

New Business: At the request of the Street Department, Council will consider the placement of a stop sign at the intersection of First Street and Green Street. The Police Department will monitor the intersection for placement a stop sign on First Street. Council will take under consideration at the April 17th meeting.

Announcement: The next meeting for the Finance Committee will be Monday, April 17th, 2023 at 6:30 PM. The Regular Council meeting will meet at 7 PM on the same date immediately followed by the Committee-of-the-Whole meeting.

Audience Comments: Resident, Phyllis Wallington, thanked the City and staff for their quick response Friday night when storms toppled one of her trees into the roadway.

Adjournment: There being no further business to come before the Council, motion made by Alderman Robinson and seconded by Alderwoman Erickson to adjourn the Committee-of the-Whole council meeting at 8:53 PM. Motion carried unanimously on voice vote.
