City of Plano City Council met April 24.

Here are the minutes provided by the council:

A motion was made by Alderman Williams, seconded by Alderman Mulliner, to open a public hearing for the FY ’24 budget. A unanimous “Aye” voice vote was heard. Motion carried.

There were no comments.

A motion was made by Alderman Eaton, seconded by Alderman DeBolt, to close the public hearing. A unanimous “Aye” voice vote was heard. Motion carried.

The regular meeting of the Plano City Council was called to order on Monday, April 24, 2023 by Mayor Michael Rennels in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag. Roll Call:

MINUTES:

A motion was made by Alderman DeBolt, seconded by Alderman Eaton, to approve the minutes of the regular meeting on April 10, 2023. A unanimous “Aye” voice vote was heard. The motion passed. AGENDA:

A motion was made by Alderman Eaton, seconded by Alderman Nadeau, to approve the agenda for the regular meeting of April 24, 2023. A unanimous “Aye” voice vote was heard. The motion passed. WARRANTS:

A motion was made by Alderman Swoboda, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated April 24, 2023 in the amount of $ 246,622.37.

WAGE REPORT:

A motion was made by Alderman Swoboda, seconded by Alderman Eaton, to approve the March 2023 wage report in the amount of $ 459,468.96.

MAYOR’S REPORT: Michael Rennels

A motion was made by Alderman Johns, seconded by Alderman Nadeau, to approve a 6% pay increase for non-union employees effective May 1, 2023.

A motion was made by Alderman Fawver, seconded by Alderman Williams, to approve a 4.1% (a 5 year average for COLA) pay increase for non-union employees.

A motion was made by Alderman Williams, seconded by Alderman Eaton, to confirm the hiring by the Police Commission of Richard Pearson as a Full Time Police Officer at a starting salary of $ 67,192.63 effective May 1, 2023 and authorize the Mayor to sign the certificate of hire.

Attorney Thomas swore in the new Police Officer

CITY ATTORNEY: William Thomas

Ordinance #2023-10 FY ’24 Budget

A motion was made by Alderman DeBolt, seconded by Alderman Eaton, to approve an ordinance adopting the budget for all corporate purposes of the City of Plano, Kendall County, Illinois, in lieu of appropriations ordinance for the fiscal year commencing on the 1st day of May, 2023 and ending on the 30th day of April, 2024.

CITY CLERK: Kathleen Miller – Nothing to report

CITY TREASURER: Zoila Gomez

Revenue, expense and tax reports for March 2023 were distributed in mailboxes on April 21, 2023. A motion was made by Alderman Fawver, seconded by Alderman Williams, to approve disposition of ARPA Funds. After discussion with our external auditors and reviewing the options available to the City of Plano it has been determined that the best accounting for the ARPA funds is for the City to recognize the revenue in FY ’23 “General Fund” and elect the ARPA “standard allowance” for revenue loss, and then show a Transfer into the Sewer and Water Funds.

POLICE CHIEF’S REPORT: Chief Whowell

Chief Whowell commented that Officer Ochoa will graduate from the academy on April 28, 2023 and will begin the FTO program on May 28, 2023. The Officers will be taking part in the Cop on Top event at both Plano Dunkin Donuts on May 19, 2023 from 5:00 am until noon to raise money for Special Olympics. PUBLIC WORKS: D. Boyer – Nothing to report, J. Beyer - Absent, K. Tisberger

Karl commented on the progress at The Depot.

BUILDING, PLANNING & ZONING: Jeff Sobotka

Jeff read the 1st Quarter report for the Building, Planning & Zoning Department

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner – Nothing to report

BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt

Alderman DeBolt had a meeting on 04/11/2023 at 6 p.m., and discussed downtown parking, parking setbacks at corners and parking on the parkways and windows for The Depot.

COMMUNITY DEVELOPMENT: Alderman Fawver – Nothing to report

FINANCE: Alderman Swoboda

Alderman Swoboda called a meeting for 05/08/2023 at 5:15 p.m.

PARKS: Alderman Johns

Alderman Johns thanked MTH Tool for participating in Earth Day. The baseball fields are ready, they will be replacing bases with the help of PYAA. Baseball schedules have been provided. We will continue to have Cross Country meets at Foli Park. The ADA picnic table and benches have been installed at the Dog Park, we will be seeding and aerating; the Park will have to be closed for 2 weeks after that process. Water fountains will be turned on soon. The Parks will be sprayed for weeds.

PERSONNEL & INSURANCE: Alderman Williams

Alderman Williams had a committee meeting on 04/11/2023; it was canceled.

SPECIAL EVENTS: Alderman Nadeau

Alderman Nadeau has a meeting for April 26, 2023 at 5:00 PM. To discuss Juneteenth. STREETS & UTILITIES: Alderman Eaton

Alderman Eaton called a meeting for April 27, 2023 at 6:00 PM to discuss a turbo blower and HR Green. CITIZEN’S COMMENTS:

Joe Salsbery spoke about the situation at his house from the sewer backup.

Keith Riddle also spoke about the situation at Joe’s house and says he needs an answer now. Neal Veen spoke about the lack of sidewalk issue by Gjoviks.

A motion was made by Alderman Eaton, seconded by Alderman Williams, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:51 p.m.
