The regular meeting of the Plano City Council was called to order on Monday, May 8, 2023 by Mayor Michael Rennels in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag. Roll Call:

MINUTES:
A motion was made by Alderman Eaton, seconded by Alderman Williams, to approve the minutes of the regular meeting on April 24, 2023. A unanimous “Aye” voice vote was heard. The motion passed.
AGENDA:
A motion was made by Alderman Williams, seconded by Alderman Eaton, to approve the agenda for the regular meeting of May 8, 2023. A unanimous “Aye” voice vote was heard. The motion passed.
WARRANTS:
A motion was made by Alderman Swoboda, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated May 3, 2023 in the amount of $ 121,679.19.

Donna Adams was present and reported on the Chamber, we have 3 new members, there was a Kentucky Derby pub crawl and Coffee and Connections, After Hours and the Caddy Shack golf outing will be in the near future.

Resolution R2023-8 Agreement with HRGreen for non-MFT road
A motion was made by Alderman Williams, seconded by Alderman Eaton, to approve a resolution approving and authorizing the execution of a professional services agreement by and between the City of Plano and HRGreen, Inc. for the 2023 Non-MFT road program in the amount of $ 54,586.21.

Resolution R2023-9 Agreement with J & S Construction Inc.
A motion was made by Alderman Fawver, seconded by Alderman Eaton, to approve a resolution approving and authorizing the execution of an agreement by and between the City of Plano and J & S Construction Sewer and Water, Inc. as the low bidder on the Hale St./Sandy Ln. water main replacement project in the amount of $ 758,645.75.

Sales and related taxes for February 2023 were $ 166,951.42.
MFT current unobligated balance for February 2023 was $ 1,432,845.92

The March 2023 Treasurer’s report was in the amount of $ 12,731,985.05; disbursements were $ 613,516.43
Revenue, expense and tax reports for April 2023 were distributed in mailboxes on May 5, 2023.
POLICE CHIEF’S REPORT: Chief Whowell
Chief Whowell commented that Officer Ochoa has passed his state Illinois written test. The Officers will be taking part in the Cop on Top event at both Plano Dunkin Donuts on May 19, 2023 from 5:00 am until noon to raise money for Special Olympics.
PUBLIC WORKS: D. Boyer, J. Beyer , K. Tisberger
A motion was made by Alderman Mulliner, seconded by Alderman DeBolt, to approve the purchase of windows for the Depot from B.W. Construction in an amount not to exceed $ 22,000.00

Josh received an agreement with HRGreen for the Hale Street and Sandy Lane Watermain replacement construction engineering services in the amount of $ 54,233.50; he requested it be put on the next agenda for approval since the project will be starting in June. It will be on the next agenda.

Alderman Mulliner will be talking with the Chief about putting a speed trailer by St. Mary’s.

COMMUNITY DEVELOPMENT: Alderman Fawver – Nothing to report
FINANCE: Alderman Swoboda
Alderman Swoboda called a meeting for 05/22/2023 at 5:15 p.m.
PARKS: Alderman Johns
Alderman Johns gave an update on Parks. The water fountains and Splash Pad are now operating for the season. The seeding and aerating at the Dog Park is complete, the bases have been replaced at the Ball Fields, we are getting bids for the fence repairs at DePaul park. Alderman Johns will be applying for a grant. The flags were replaced at Memorial Park. The City is staining the pavilion at Foli Park and will be doing the same at DePaul Park. The Dog Park ribbon cutting will be on June 10th and the kids Fishing event will be June 17th at Foli Park.
PERSONNEL & INSURANCE: Alderman Williams
Alderman Williams called a meeting for May 25, 2023 to discuss the 2024 Holiday Schedule.
SPECIAL EVENTS: Alderman Nadeau
Alderman Nadeau had a meeting on April 26, 2023 at 5:00 PM. The committee discussed the logistics for the Juneteenth event. The in kind support services will be approved at the next meeting.
STREETS & UTILITIES: Alderman Eaton
Alderman Eaton had a meeting on April 27, 2023 at 6:00 PM to discuss a turbo blower and HR Green agreement. The HRGreen agreement was approved earlier in the meeting and the turbo blower will be discussed at this evening’s COW meeting. Alderman Eaton commented that it had been a pleasure to serve as Alderman for the past 8 years. The Mayor thanked Alderman Eaton for his service.
INSTALLATION OF NEWLY ELECTED OFFICIALS:
Attorney Thomas swore in the newly elected Aldermen for a 4 year term as follows:

CITIZEN’S COMMENTS:
Daniel Parnow made a request for the City to look into allowing chickens.
Keith Riddle seconded Mr. Parnow’s comment.
Matt Berthiaume informed the Council of a permit that was issued to a location in the County. He believes it is a fraudulent permit.

A motion was made by Alderman Williams, seconded by Alderman DeBolt, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:35 p.m.
