The regular meeting of the Plano City Council was called to order on Monday, March 11, 2024, at 6:00 p.m., by Mayor Michael Rennelsin the Council Room at City Hall. Mayor Rennels asked for a moment ofsilence in remembrance of former City Clerk Paula Dimond, who passed away recently. He then led the Pledge of Allegiance to the Flag.

MINUTES:
A motion was made by Alderman Williams, seconded by Alderman Swoboda, to approve the minutes of the regular meeting on February 26, 2024. A unanimous “Aye” voice vote was heard. The motion passed.
AGENDA:
A motion was made by Alderman Williams, seconded by Alderman DeBolt, to approve the agenda for the regular meeting of March 11, 2024. A unanimous “Aye” voice vote was heard. The motion passed.
WARRANTS:
A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated February 28, 2024 in the amount of $138,925.86.

MAYOR’S REPORT: Michael Rennels
A motion was made by Alderman Nadeau, seconded by Alderman Williams, to approve the appointment of Jeff Sobotka as Director of Building, Planning, and Zoning, effective December 2022, at an annual salary of $96,900.00. Mayor Rennels explained that this appointment is dated December 2022 because that is when Jeff earned his Associates Degree, which is a requirement for this position. He will receive this salary back to that date, accrue the amount of sick time per that date, and will be eligible for a wage increase in May.

CITY ADMINISTRATOR’S REPORT: Martin Shanahan Jr.
Marty stated that the Plan Commission/Zoning Board of Appeals did an amazing job at their March 4, 2024 meeting. There was a new format in addition to all of the agenda items for that meeting. Marty reported that the Plan Commission/Zoning Board of Appeals members recommended the following:
• Annexation and Rezoning of Henning Family Farm LLC
o 01-13-100-001 (120.27 acres)
o 01-12-300-001 (80.08 acres)
• Annexation and Rezoning of Morris Family Farm LTD
o 01-12-400-006 (136.74 acres)
o 01-12-400-005 (0.71 acres)
• Annexation and Rezoning of Plano Farm LLC
o 01-12-100-006 (167.6 acres)
Marty set the public hearings on these Annexations before the Council for April 8, 2024 (see 5-12-11 C). Marty talked about the potential impact of the elimination of the grocery tax. He stated that Plano receives 1% of the tax on groceries, and out of the 7.25% sales tax, Plano receives 1% of that amount. The state collects the money and sends Plano both amounts of money in one lump sum. This makes it hard to differentiate the two collected amounts of tax money. Marty said Mayor Rennels has reached out to Senator Sue Rezin and Representative Jed Davis about this issue.
CITY ATTORNEY’S REPORT: Attorney Sam Tornatore was here in place of City Attorney William Thomas
Ordinance #2024-5: An ordinance to regulate truck parking on city streets and penalties.
A motion was made by Alderman Fawver, seconded by Alderman DeBolt, to amend Title 10 Chapter 2
Sections 10-2-1, 10-4-2, and 10-4-6 of the code of ordinances of the City of Plano text amendment regulating parking of truck, truck tractor, recreational vehicles and vehicles without motive power on city streets and penalties. Alderman Johns questioned the classification wording based on 16,000 pounds or over. He expressed concern about getting the information out to those with semi-trucks and rvs. Interim Chief Allison said they would use social media for two weeks prior to writing tickets. Mayor Rennels asked if the Police Department could issue warnings initially, to which Chief Allison said yes along with education about the new rules and fines.
Other Aldermen expressed their ideas. Alderman Nadeau agreed with Tommy to get the word out to residents, and giving warnings initially. Alderman DeBolt said the Building Department will also go out and give warnings first before issuing citations and going to adjudication. Alderman Wickens asked about parking work trucks in driveways and yards. Mayor Rennels said this ordinance is for parking on city streets only. Jeff said there are already ordinances regarding parking in yards and driveway parking weight limits.

Resolution #2024-2: A resolution for an IGA with the Yorkville Police Department. A motion was made by Alderman Williams, seconded by Alderman Nadeau, to approve and authorize the execution of an Intergovernmental Agreement among the City of Plano, The United City of Yorkville, the Village of Oswego, the Village of Montgomery, the County of Kendall, and the Yorkville School District #115 for the use of law enforcement training equipment.

POLICE CHIEF’S REPORT: Norm Allison
Interim Chief Allison read a letter stating the Police Department is certified for their use of force policies and training from the Illinois Police of Chiefs. This certification is for three years. They went through two weeks of having their policies reviewed, etc.
PUBLIC WORKS REPORT: D. Boyer, J. Beyer-absent, K. Tisberger-nothing
DIRECTOR OF BUILDING, PLANNING & ZONING’S REPORT: Jeff Sobotka
Jeff said he is humbled, honored, and grateful for the opportunity to be the director of this department. He honored previous director Tom Karpus who took Jeff under his wing and mentored him. He thanked Gary Jacobs for his two years of accomplishments in the department and his dedication to the City. Jeff thanked Mayor Rennels for taking a chance on him two years ago. He is very grateful that he has been allowed to grow in this role and put his stamp on things. Jeff thanked his wife for shouldering responsibilities while he was in college for 2.5 years.
COMMITTEE REPORTS:
ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner
Alderman Mulliner said they have a meeting scheduled for March 14, 2024 at 6:30 p.m. He asked when will the new truck ordinance take effect. Chief Allison said they will give a two-weeks lapse in time before starting to write tickets. Mayor Rennelssaid it will take effect immediately with Chief Allison’srecommendation. He also congratulated Jeff and the Police Department for their certification.
BUILDINGS, GROUNDS AND ZONING: Alderman Williams
Alderman Williams has a committee meeting scheduled for March 14, 2024 at 6:00 p.m.
COMMUNITY DEVELOPMENT: Alderman Fawver
Alderman Fawver has a meeting scheduled for March 13, 2024 at 6:00 p.m.
FINANCE: Alderman Wickens
Alderman Wickens called a meeting for March 25, 2024 at 5:15 p.m.
PARKS: Alderman Johns
Alderman Johns said they had a meeting on March 6, 2024. He talked about the parks survey he handed out. He congratulated Jeff and Chief Allison and his crew.
PERSONNEL & INSURANCE: Alderman Swoboda-nothing
SPECIAL EVENTS: Alderman Nadeau
Alderman Nadeau said they had a meeting on March 6, 2024. They discussed the committee’s budget.
STREETS & UTILITIES: Alderman DeBolt
Alderman DeBolt said they had a meeting on March 6, 2024. He said a resident asked about having a beacon or light on the stop sign at Little Rock Road and Abe Street. This would alert drivers that there is a stop sign there. Steve talked to a Kendall County Board member about this idea. He has coordinated with Karl Tisberger, Jeff, and Chief Allison. He congratulated Jeff.
CITIZENS’ COMMENTS:
Barb Petry spoke regarding an article she saw about potential revenue loss, and it’s correlation with Illinois’ preamble and seeking the Lord’s blessing.
