City of Plano City Council met July 22.

Here are the minutes provided by the council:

The regular meeting of the Plano City Council was called to order on Monday, July 22, 2024, at 6:00 p.m., by Mayor Michael Rennels in the Council Room at City Hall. Mayor Rennels led the Pledge of Allegiance to the Flag.

There was a quorum.

MINUTES:

A motion was made by Alderman Williams, seconded by Alderman Swoboda, to approve the minutes of the regular meeting on July 8, 2024. A unanimous “Aye” voice vote was heard. The motion passed.

AGENDA:

A motion was made by Alderman Williams, seconded by Alderman DeBolt, to approve the agenda for the regular meeting of July 22, 2024. A unanimous “Aye” voice vote was heard. The motion passed.

WARRANTS:

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated July 22, 2024 in the amount of $153,166.48.

Motion passed.

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated July 25, 2024 in the amount of $136,534.95.

Motion passed.

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated July 26, 2024 in the amount of $1,258.32.

WAGE REPORT:

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per wage report dated June 2024 in the amount of $344,741.78.

MAYOR’S REPORT: Mayor Rennels

A motion was made by Alderman Mulliner, seconded by Alderman Williams, to approve the Mayor’s appointment of Chuck Schneider to the Plan Commission to complete a 3-year term that expires May 2027. Chuck introduced himself to the Council members. Alderman Williams asked if this would be an addition to or replacement to the Plan Commission. Mayor Rennels said it will be a replacement for Cyril Salvant because he no longer lives in Plano.

CITY ADMINISTRATOR’S REPORT: Martin Shanahan Jr.

Marty talked about three items. He has applied for a Downtown Grant, and thanked the team for their help with the application. He said there will be an Administrative/Health & Safety meeting for a hearing to revoke “The Massage Spa” license. Marty said that developers have had an increasing interest in Plano. PLANO CHAMBER OF COMMERCE:

Tiffany Forristall gave a report for the Plano Chamber. She said there are two new Chamber members, and Police Chief Allison is a new board member. Upcoming events include an open house on July 28th at the LaSalle Manor, a multi-chamber event in Aurora for the Fox Valley United Way, and a Color Run on August 3rd from 8:00 a.m.-3:00 p.m.

CITY ATTORNEY’S REPORT: William Thomas

Resolution #2024-15: A resolution to approve the Patrol Officers’ and Sergeants’ contracts A motion was made by Alderman Swoboda, seconded by Alderman Nadeau, to approve a resolution approving and authorizing the execution of collective bargaining agreements for the Patrol Officers’ and Sergeants’ bargaining units by and between the City of Plano and the Illinois Fraternal Order of Police. Attorney Thomas said these are 4-year agreements, from May 1, 2024 to April 30, 2028. Roll Call:

Resolution #2024-16: A resolution for an agreement with Global Rental Co., Inc. to buy a 2022 Ford F550 bucket truck with additions

A motion was made by Alderman Williams, seconded by Alderman Fawver, to approve a resolution approving and authorizing the execution of an agreement by and between the City of Plano and Global Rental Co., Inc. for the purchase of a used 2022 Ford F550 bucket truck with additions, at a price not to exceed $167,331.00. Attorney Thomas said we currently have a 2001 truck that was bought in April 2007, which will be sold at auction or traded in.

Resolution #2024-17: A resolution for an agreement with Pump Supply Inc. to inspect and repair two grit pumps

A motion was made by Alderman DeBolt, seconded by Alderman Swoboda, to approve a resolution approving and authorizing the execution of an agreement by and between the City of Plano and Pump Supply Inc. to inspect and repair two grit pumps, at a cost not to exceed $17,815.00. Attorney Thomas said the waste water treatment plant currently has three of these pumps that are approximately 18 years old. Mayor Rennels asked if all three will be replaced or if there will be one left in good shape. Marty said there will be one left in good shape.

CITY TREASURER’S REPORT: Zoila Gomez-nothing

POLICE CHIEF’S REPORT: Norm Allison

Chief Allison thanked Mayor Rennels and Marty for attending the Law Enforcement banquet on July 12, 2024. He said Officer Reyes was recognized for saving the life of someone at a party. Chief Allison said the Police and Fire Commissioners had a meeting and are requesting to hire a new officer. This will bring the staff to 26 officers. Chief Allison is requesting to have this be on the Mayor’s Report at the next Council meeting on August 12, 2024.

PUBLIC WORKS REPORT: D. Boyer-absent, J. Beyer-absent, K. Tisberger

Karl gave an update on several items. He said spray patching should wrap up this week. Sandwich will probably start their spray patching in two weeks. On August 12, 2024 the baggage doors at the Depot will be replaced. The Sidewalk bids were opened with Davis Construction being the low bidder. Karl thanked staff and Zoila for their help with the MFT projects, and all of the IDOT paperwork is in good shape. He said mosquito spraying was done last week.

DIRECTOR OF BUILDING, PLANNING & ZONING’S REPORT: Jeff Sobotka-nothing

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner

Alderman Mulliner congratulated Officer Reyes for his award. He said there is a committee meeting scheduled for July 30, 2024 at 6:00 p.m. The agenda item is “The Massage Spa” license hearing.

BUILDINGS, GROUNDS AND ZONING: Alderman Williams

Alderman Williams said this committee met on July 9, 2024. Their agenda items will be on the next COW agenda for further discussion.

COMMUNITY DEVELOPMENT: Alderman Fawver-nothing

FINANCE: Alderman Wickens

Alderman Wickens called a meeting for August 12, 2024 at 5:15 p.m.

PARKS: Alderman Johns

Alderman Johns said the Foli Park walking paths have been seal coated. On September 5th and 25th, 2024, Plano Middle School will have cross country meets at Foli Park. He and Alderman Nadeau met with an Eagle Scout candidate to discuss his Plan A and Plan B Eagle projects.

PERSONNEL & INSURANCE: Alderman Swoboda-nothing

SPECIAL EVENTS: Alderman Nadeau

Alderman Nadeau gave a reminder about Midweek Music on Wednesday from 6:00-8:00 p.m.

STREETS & UTILITIES: Alderman DeBolt

Alderman DeBolt said this committee met on July 9, 2024 to discuss lead pipes in houses. Baxter Woodman is working with Water Superintendent Josh Beyer to determine how many houses have lead pipes and how to finance replacing them. Mayor Rennels said this is an unfunded mandate that has to be done.
