City of Plano City Council met Sept. 23.

Here is the agenda provided by the council:

The regular meeting of the Plano City Council was called to order on Monday, September 23, 2024, at 6:00 p.m., by Mayor Michael Rennels in the Council Room at City Hall. Mayor Rennels led the Pledge of Allegiance to the Flag.

MINUTES:

A motion was made by Alderman Fawver, seconded by Alderman DeBolt, to approve the minutes of the regular meeting on September 9, 2024. A unanimous “Aye” voice vote was heard. The motion passed. AGENDA:

A motion was made by Alderman DeBolt, seconded by Alderman Fawver, to approve the agenda for the regular meeting of September 23, 2024. A unanimous “Aye” voice vote was heard. The motion passed.

WARRANTS:

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated September 23, 2024 in the amount of $195,616.49. Alderman Fawver stated that on page 5, the Gjovik Ford, Inc. rebate should be listed “July Sales Tax” not “June Sales Tax.”

MAYOR’S REPORT: Mayor Rennels-nothing

CITY ADMINISTRATOR’S REPORT: Martin Shanahan Jr.

City Administrator Shanahan reported on the Façade Improvement Grant application submitted by Nicole Diaz for Possibilities Hair Salon at 12 E. Main Street.

Marty shared a quote from last week’s IML conference, “We (municipalities) are not here to compete against each other. We are here to help each other.”

PLANO CHAMBER OF COMMERCE:

Tiffany Forristall gave a list of events for the Chamber.

∙ The Hispanic Heritage Fest had a great turn out and people are looking forward to next year’s.

∙ There is a lunch and learn about insurance tomorrow, September 24th, from 11:30 a.m.-1:00 p.m., at the Star 34 restaurant in Sandwich.

∙ September 28th from 9:00 a.m.-1:00 p.m., there is a child safety seat inspection with the Plano Police Department and Sonia Garcia from State Farm.

∙ September 30th is a ribbon cutting for Main Street Merchants.

∙ October 3rd is an after-hours event at Cielo Tacos.

∙ October 4th from 12:00-1:30 p.m. is a ribbon cutting at the Sherman R. Cook Woods Memorial Scout Park.

∙ October 5th Jed Davis is having a pet adoption event.

∙ October 9th Sue Rezin will be at Ivana’s Café from 9:30-10:30 a.m.

CITY ATTORNEY’S REPORT: William Thomas

Resolution #2024-22 A resolution for an agreement with DTA regarding SSA No. 6 A motion was made by Alderman Wickens, seconded by Alderman Nadeau, to approve a resolution approving and authorizing the execution of a consulting agreement by and between the City of Plano and David Taussig & Associates, Inc. d/b/a DTA for the principal cancellation and calculations for an amendment to the Special Tax Roll and Report for Special Services Area No. 6 (“SSA NO. 6”) in an amount not to exceed $7,750.00. Attorney Thomas gave an explanation about this item. He said there will be no financial cost or expense to the City with this report due to the landowner reimbursing the city 100% for the cost of it. Mayor Rennels said SSA 6 is also known as City Acres, north of town. It was set up for development but did not occur. Alderman Mulliner asked if this was only under development, and Mayor Rennels said yes. Alderman DeBolt asked if this is the area that already has streets. Mayor Rennels said the streets will need to be redone. He said the water tower is being used and the hydrants have been exercised. He said Darrin wants to make sure sand is taken care of. Any developer will go through the Plan Commission. Alderman Nadeau commented this area is an eye sore and dangerous with the streets abandoned.

Aldermen had these questions and comments too. Alderman Johns asked if any homes had been started anywhere there. Mayor Rennels said not in SSA #6. Alderman Mulliner asked if someone does buy the land, will that complete the rest of the public development, including the remaining infrastructure. Mayor Rennels said yes, the developer would take care of it not the city. Alderman Johns asked if the developer or city would build a park. Mayor Rennels said maybe the plat shows a city park. Alderman Mulliner thought a park was deeded to the city. City Administrator Shanahan said there is no park deeded to the city. Alderman Wickens asked how many acres are included in this area. Jeff Sobotka said it is 78 acres.

Resolution #2024-23: Approve a resolution for an ITEP application and an agreement with IDOT A motion was made by Alderman Fawver, seconded by Alderman Nadeau, to approve a resolution supporting the submission and execution of an Illinois Transportation Enhancement Program (ITEP) application and agreement between the City of Plano and the Illinois Department of Transportation. Attorney Thomas said up to 20% of the cost would be the city’s obligation to pay if this is approved. Mayor Rennels said this is the application stage. He said by improving Main Street it may attract other businesses, and the city center plan has a lot of this included in it. The city will look at what can be done and not done based on the city’s financial responsibility.

Resolution #2024-24: Approve a resolution with Layne Christensen Company for Well 5 motor replacement

A motion was made by Alderman Mulliner, seconded by Alderman DeBolt, to approve a resolution approving and authorizing the execution of an agreement by and between the City of Plano and Layne Christensen Company for Well 5 motor replacement. Alderman DeBolt has talked to Josh Beyer about this issue. The current motor is 30 years old, and it makes sense to get a new motor. Mayor Rennels said Well 5 is one of three wells always operating, and it is currently down.

CITY CLERK’S REPORT: Carin Martin, Deputy Clerk

Sales and related taxes for July 2024 are in the amount of $228,107.51.

The current unobligated MFT balance for July 2024 is in the amount of $1,574,330.54. The annual Fall clean-up is the week of October 14-17, 2024 on citizens’ regular garbage pick-up day. 

CITY TREASURER’S REPORT: Zoila Gomez

A motion was made by Alderman Fawver, seconded by Alderman DeBolt, to approve the FY ’24 audit prepared and presented by Lauterbach & Amen, LLP.

The July 2024 Treasurer’s report for all funds is in the amount of $13,608,556.55.

The total disbursements for July 2024 were in the amount of $525,685.47.

The July 2024 revenue and expenditure report was attached.

POLICE CHIEF’S REPORT: Norm Allison

Chief Allison had two items to report. He said the car seat safety event on September 28, 2024 has been canceled. There are five free car seats that will be given away. He stated that Sergeant Hernandez and Officer Lopez are at Western Illinois University’s career fair to recruit and to start an internship program. 

PUBLIC WORKS REPORT: D. Boyer-absent, J. Beyer-absent, K. Tisberger

Karl said the street program is complete, and sidewalks have been marked for replacement. They are interviewing six of thirteen applicants for the available Street position.

DIRECTOR OF BUILDING, PLANNING & ZONING’S REPORT: Jeff Sobotka

Jeff said the Plan Commission met on September 3, 2024 and reviewed a special use request for 120 W. Main Street. This item will be on the October 14, 2024 Council agenda for a vote.

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner

Alderman Mulliner called a meeting for October 2, 2024 at 6:00 p.m.

BUILDINGS, GROUNDS AND ZONING: Alderman Williams-absent

Alderman Fawver said there is a meeting scheduled for September 24, 2024 at 6:00 p.m.

COMMUNITY DEVELOPMENT: Alderman Fawver

Alderman Fawver has a meeting scheduled for September 24, 2024 at 6:30 p.m.

FINANCE: Alderman Wickens

Alderman Wickens called a meeting for October 14, 2024 at 5:15 p.m.

PARKS: Alderman Johns

Alderman Johns said this committee met on September 17, 2024. They discussed an Eagle Scout project for two gaga ball pits. He said the Ray Niles project is going well; the removal went well, and is 90% installed, with the hope of it being done this week. An 8 by 8 curb will be next, and then installing rubber mulch. He thanked Karl and his crew for excavating the area, and the Council, Mayor Rennels, City Administrator Shanahan, and Zoila for their work getting this done. Alderman Johns said the Splash Pad will stay open until is gets cold.

PERSONNEL & INSURANCE: Alderman Swoboda-absent

SPECIAL EVENTS: Alderman Nadeau

Alderman Nadeau said the committee met on September 17, 2024 to discuss the amended budget. She said on October 13, 2024 there is a Trunk or Treat event at the Plano Methodist Church from 1:00-3:00 p.m.

STREETS & UTILITIES: Alderman DeBolt

Alderman DeBolt thanked Karl forthe work done on the streets, that the streets, painting and cross walks look nice. He expressed his thanks for being able to go to the IML conference. He will be talking about a walnut tree issue during the COW meeting.

A motion was made by Alderman Wickens, seconded by Alderman DeBolt, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:48 p.m.
