City of Plano City Council met Oct. 28.

Here are the minutes provided by the council:

The regular meeting of the Plano City Council was called to order on Monday, October 28, 2024, at 6:00 p.m., by Mayor Michael Rennels in the Council Room at City Hall. Mayor Rennels led the Pledge of Allegiance to the Flag.

MINUTES:

A motion was made by Alderman Williams, seconded by Alderman Johns, to approve the minutes of the regular meeting on October 14, 2024. A unanimous “Aye” voice vote was heard. The motion passed.

AGENDA:

A motion was made by Alderman Williams, seconded by Alderman Swoboda, to approve the agenda for the regular meeting of October 28, 2024. A unanimous “Aye” voice vote was heard. The motion passed.

WARRANTS:

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated October 9, 2024 in the amount of $67,305.07.

Voting “Aye”: Wickens, Fawver, DeBolt, Johns, Nadeau, Swoboda, Williams

Voting “Nay”:

Absent: Mulliner

Motion passed.

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated October 28, 2024 in the amount of $685,269.20.

Voting “Aye”: Wickens, Fawver, DeBolt, Johns, Nadeau, Swoboda, Williams

Voting “Nay”:

Absent: Mulliner

Motion passed.

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated October 29, 2024 in the amount of $1,308.16.

Motion passed.

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated October 30, 2024 in the amount of $137,120.75.

CITIZENS’ COMMENTS:

MAYOR’S REPORT: Mayor Rennels

A motion was made by Alderman Fawver, seconded by Alderman Williams, to waive St. Mary School’s special event liquor license fee for their fundraising event on November 9, 2024.

Voting “Nay”:

Abstain: Johns, Swoboda

CITY ADMINISTRATOR’S REPORT: Martin Shanahan Jr.

A motion was made by Alderman Nadeau, seconded by Alderman DeBolt, to approve John Crafton, Streets III, hourly pay increase for obtaining the following pesticide applicator licenses (which expire in December 2026): Right of Way $0.25 and Mosquito $0.25, effective April 28, 2024. Marty said past practice is to approve 25 cents pesticide applicator licenses, and John has received two of them. Alderman Swoboda asked if they were going forward with this with collective bargaining on-going. Mayor Rennels said it was recommended to follow through with this because the council’s approval is status quo during collective bargaining.

PLANO CHAMBER OF COMMERCE:

Tiffany Forristall reported on recent and upcoming Chamber events:

∙ 3 multi-chamber events with Yorkville: The Chocolate Shoppe, Main Street Merchants, and MB Bouteeque

∙ Coffee and Connections at Little Rock Jewelers on October 18, 2024

∙ Treats on the Streets was October 24, 2024. There were over 1,000 participants, 49 businesses, and this had the highest numbers ever for this event.

∙ December 7, 2024 is the Kris Kringle Market from 10:00 a.m.-3:00 p.m. at Emily G. Johns School at 430 Mitchell Dr. in Plano

∙ December 6, 2024 is the Rockin’ Christmas event

∙ Three members were welcomed: the Plano American Legion, Mutual Ground, and We Are Called to Care.

CITY ATTORNEY’S REPORT: William Thomas

Ordinance #2024-34 An ordinance for the Amended Budget

A motion was made by Alderman Williams, seconded by Alderman Nadeau, to approve an ordinance for a comprehensive amendment to the Budget Ordinance of the City of Plano amending Ordinance No. 2024-19. Attorney Thomas said the original Budget Ordinance was passed on April 22, 2024. The Illinois Municipal Code authorizes amendments to the budget. Alderman Nadeau commented that on a national level with prices everywhere, 3% is exemplary. She thanked all the department heads and Zoila for their work.

Resolution #2024-28 A resolution for a contract with Innovative Underground re: manhole lining/rehabilitation

A motion was made by Alderman Fawver, seconded by Alderman DeBolt, to approve a resolution approving and authorizing the execution of a contract with Innovative Underground in an amount not to exceed $24,205.00 re: manhole lining/rehabilitation. Attorney Thomas said there are 11 structures that need repairs as they are deteriorating from age. There were three bids received with Innovative Underground having the lowest proposal and they can complete the work by the end of November. Alderman DeBolt said he talked to Darrin Boyer and this is preventative so the bricks do not fall off, and needs to be done.

Resolution #2024-29: Approve a resolution for on-call “as needed” snow removal

A motion was made by Alderman Swoboda, seconded by Alderman DeBolt, to approve a resolution approving and authorizing the execution of two agreements, by and between the City of Plano and Hanson Landscape, and the City of Plano and Semper Fi Land Inc., in an amount collectively not to exceed $30,000.00 re: on-call “as needed” snow removal.

CITY CLERK’S REPORT: Carin Martin, Deputy Clerk

The next Council and COW meetings will be on Tuesday, November 12, 2024 due to Veteran’s Day on Monday, November 11, 2024.

CITY TREASURER’S REPORT: Zoila Gomez

Zoila discussed the Municipal Compliance Report and the Annual Treasurer’s Report. She also stated the following:

∙ The September 2024 Treasurer’s report for all funds is in the amount of $14,598,925.93.

∙ The total disbursements for September 2024 are in the amount of $575,834.90.

∙ The September 2024 Revenue and Expenditure report was attached.

POLICE CHIEF’S REPORT: Norm Allison

Chief Allison read the Plano Police Pension Fund’s formal request for the upcoming tax levy for receipts in Fiscal Year 2026.

PUBLIC WORKS REPORT: D. Boyer-absent, J. Beyer-absent, K. Tisberger

Karl said the leaf program is underway. He asked that residents not park in front of piles so they can be picked up. Mayor Rennels stated that leaves should be on the parkway not the street and within three feet of the curb. Karl said the sidewalk program is 75% done. Landscape and blacktop patching was being worked on today.

DIRECTOR OF BUILDING, PLANNING & ZONING’S REPORT: Jeff Sobotka

Jeff said the Plan Commission has been extremely busy. There are three official petitions on the next meeting’s agenda, two variances and one special use. There is a special Plan Commission meeting on November 18, 2024 to discuss the comprehensive plan.

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner-absent

BUILDINGS, GROUNDS AND ZONING: Alderman Williams

Alderman Williams called a meeting for November 6, 2024 at 6:30 p.m. to discuss the solar ordinance.

COMMUNITY DEVELOPMENT: Alderman Fawver-nothing

FINANCE: Alderman Wickens

Alderman Wickens called a meeting for November 12, 2024 at 5:15 p.m.

PARKS: Alderman Johns

Alderman Johns said the Ray Niles Park is open, and a few things still need to be done there. He thanked the city staff and personnel for their help to develop a park for residents, and set up this park for future planning. He stated he will not be at the next Council and COW meetings.

PERSONNEL & INSURANCE: Alderman Swoboda-nothing

SPECIAL EVENTS: Alderman Nadeau-nothing

STREETS & UTILITIES: Alderman DeBolt

Alderman DeBolt said a resident asked if this committee would look at their water bill. Kids left a faucet on and their bill is excessively high. They are asking for relief on the sewer portion of the bill.

CITIZENS’ COMMENTS:

Nicole Diaz said she is humbled by the grant she received from the city (façade improvement grant). She expressed her thanks and appreciation.

Barb Petry thanked each of the council members for the way they honor the nation at large with roots in Plano. She requested they keep the country’s founders pledge to honor, serve, and shine light to God on the rest of the world, and to become well-acquainted with God and the Bible.

ADJOURNMENT:

A motion was made by Alderman DeBolt, seconded by Alderman Williams , to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:30 p.m.
