Village of Oswego Planning & Zoning Commission met Nov. 7.

Here is the agenda provided by the commission:

1. CALL TO ORDER

Chairman Pajor called the Oswego Planning & Zoning Commission Meeting to order at 7:00 p.m.

2. ROLL CALL

Present: Kim Bradshaw, Thomas Collins, Lisa Hillman, Rick Kuhn, Andrew McCallum, Charlie Pajor, Joel Pyle, Justin Sather

Absent: Brian Thomas

There was a quorum.

Oswego community representatives in attendance were:

3. MINUTES

Motion: Commissioner Bradshaw, second Commissioner Collins to accept the minutes of the October 10, 2024 Planning & Zoning Commission Meeting.

Ayes: Commissioners Bradshaw, Collins, Hillman, Kuhn, McCallum, Pajor, Pyle, Sather

Nays: None

Absent: Commissioner Thomas

Motion carried

4. PUBLIC HEARINGS

Preliminary/Final PUD and Subdivision Plat

Reid Subdivision

Applicant: EJ Vision, LLC

Project #1231.24

Project Manager: Rod Zenner

Motion: Commissioner McCallum, second Commissioner Bradshaw to open the Public Hearing at 7:01 p.m.

Ayes: Commissioners Bradshaw, Collins, Hillman, Kuhn, McCallum, Pajor, Pyle, Sather

Nays: None

Absent: Commissioner Thomas

Motion carried

Director Zenner stated the Petitioner is requesting approval of a Preliminary and Final PUD and Subdivision Plat to allow for the development of five residential lots located at the southern corner of Benton Street and Madison Street. Director Zenner stated the property currently contains two single-family residential homes and a church building on five lots.

Director Zenner stated the church building currently occupies two lots, one lot being shared with a single-family home facing Madison Street; the home to the south currently occupies two lots and faces Benton Street. Director Zenner stated the proposed subdivision changes the lot configuration to place the church building on a single lot and each single-family home on their own lot, with two additional vacant lots that could be developed in the future. Director Zenner stated since the lots do not meet the minimum lot size or lot width of the R-3 District, the property as proposed must be developed as a PUD.

Dan Kramer was sworn in

Yorkville, IL

Mr. Kramer stated he is an attorney representing the petitioner, and they are requesting to reconfigure the five lots. Mr. Kramer stated the church is not active and there are no plans for it to become active in the future.

John Ledermann was sworn in

Oswego, IL

Mr. Ledermann stated he is the petitioner, and he plans to sell the two vacant lots in the future.

Tom Cook was sworn in

Oswego, IL

Mr. Cook asked why Monroe Street was never constructed in this block. Director Zenner stated the road was platted for this block but never built. Mr. Cook asked if the sidewalk along the proposed driveway would remain, and Director Zenner indicated it will.

William Dunn was sworn in

Oswego, IL

Mr. Dunn stated his concerns with traffic congestion, speeding in the neighborhood, and access to land locked lots.

Todd Weaver was sworn in

Oswego, IL

Mr. Weaver stated his concerns with speeding in the neighborhood, traffic signs being ignored, and continuous driveways becoming a cut-through for traffic.

James Altergott was sworn in

Oswego, IL

Mr. Altergott stated his concerns for traffic flow, speeding in the neighborhood, and traffic signs being ignored.

No additional audience members wished to speak at the public hearing.

Motion: Commissioner Collins, second Commissioner McCallum to close the Public Hearing at 7:39 p.m.

Ayes: Commissioners Bradshaw, Collins, Hillman, Kuhn, McCallum, Pajor, Pyle, Sather

Nays: None

Absent: Commissioner Thomas

The Commission discussed the location of the lots and driveways, and access to land-locked lots. Director Zenner stated there will be a legal agreement between the petitioner and Village to construct driveways in the public right-of-way. Director Zenner stated the petitioner or future owner will need to request to construct a driveway in the right-of-way to gain access to land locked parcels. The Commission discussed having a barrier between the driveways, so they are not used as a cut-through for traffic.

Chairman Pajor recommended that staff include the public hearing concerns regarding traffic flow, speeding in the neighborhood, and traffic signs being ignored in the Village Board staff report.

Recommendation:

Motion: Commissioner Collins, second Commissioner Hillman to accept the Findings of Fact and recommend approval of the Preliminary/Final PUD and Subdivision

Plat for the Reid Subdivision.

Ayes: Commissioners Bradshaw, Collins, Hillman, Kuhn, McCallum, Pajor, Pyle, Sather

Nays: None

Absent: Commissioner Thomas

Motion carried

Chairman Pajor adjourned the Planning and Zoning Commission Meeting at 7:54 p.m.
