City of Plano City Council met Nov. 12.

Here are the minutes provided by the council:

The regular meeting of the Plano City Council was called to order on Tuesday, November 12, 2024, at 6:00 p.m., by Mayor Michael Rennels in the Council Room at City Hall. Mayor Rennels led the Pledge of Allegiance to the Flag.

There was a quorum.

MINUTES:

A motion was made by Alderman Swoboda, seconded by Alderman Nadeau, to approve the minutes of the regular meeting on October 28, 2024. A unanimous “Aye” voice vote was heard. The motion passed. 

AGENDA:

A motion was made by Alderman Swoboda, seconded by Alderman Nadeau, to approve the agenda for the regular meeting of November 12, 2024. There is one addition to the paper agenda. Under the Mayor’s Report, for the Service Awards, add “35 years: Karl Tisberger.” A unanimous “Aye” voice vote was heard. The motion passed.

WARRANTS:

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated November 12, 2024 in the amount of $209,817.12.

Voting “Nay”:

Absent: Johns, Williams

Motion passed.

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated November 13, 2024 in the amount of $1,342.57.

Voting “Aye”: Wickens, Fawver, DeBolt, Mulliner, Nadeau, Swoboda

Voting “Nay”:

Absent: Johns, Williams

Motion passed.

WAGE REPORT:

A motion was made by Alderman Wickens, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay the wage report dated October 2024 in the amount of $359,799.99.

MAYOR’S REPORT: Mayor Rennels

Mayor Rennels recognized the following employees for years of service.

35 years: Karl Tisberger

CITY ADMINISTRATOR’S REPORT: Martin Shanahan Jr.

City Administrator Shanahan said that Possibilities Hair Salon received $1,904.85 for their Façade Improvement Grant. Andie Groff (The Chocolate Shoppe), 12700 US Highway 34, Suite B, Plano, IL, has turned in a Façade Improvement Grant application. There is one more application that has been turned in that is being checked for eligibility.

CITY ATTORNEY’S REPORT: William Thomas

Ordinance #2024-35 An ordinance to sell the 2001 bucket truck

A motion was made by Alderman DeBolt, seconded by Alderman Swoboda, to approve an ordinance authorizing the sale of personal property-2001 Freightliner Bucket Truck. Attorney Thomas said there were funds to buy the 2022 Ford F550 bucket truck this year. This 2001 bucket truck will go to JJ Cane Auctions to be sold as early as December of this year.

Resolution #2024-30 A resolution to rent office space to the Plano Chamber of Commerce A motion was made by Alderman Fawver, seconded by Alderman DeBolt, to approve a resolution approving and authorizing the execution of an office space rental agreement by and between the City of Plano and the Plano Area Chamber of Commerce. This was discussed at the October 28, 2024 COW meeting.

Resolution #2024-31: Approve a resolution affirming the Ten Shared Principles

A motion was made by Alderman Swoboda, seconded by Alderman DeBolt, to approve a resolution affirming the Ten Shared Principles agreed to by the NAACP Illinois State Conference, and the Illinois Association of Chiefs of Police.

Resolution #2024-32: Approve a resolution for a change order with D Construction Inc. re: 2024 Road Program

A motion was made by Alderman DeBolt, seconded by Alderman Fawver, to approve a resolution approving and authorizing the execution of a change order with D Construction Inc. in an amount not to exceed $12,601.15 re: 2024 Road Program. These changes are under 2% of the bid ($12,601.15). Alderman Nadeau said D Construction is very busy, and we have never used them before. She said it is only a 2% increase, and asked how often this happens to increase the cost. Karl said D Construction has been used every year since Aurora Blacktop closed. One reason for the increase was correcting previous striping errors.

Resolution #2024-33: Approve a resolution for a 3-year service agreement with Helm Service A motion was made by Alderman Swoboda, seconded by Alderman DeBolt, to approve a resolution approving and authorizing the execution of an agreement by and between the City of Plano and Helm Service in an amount not to exceed $30,222.36 over the three years re: mechanical investment services for the Plano Police Department, Plano Train Depot and Plano City Hall. Alderman Fawver asked if the city received other bids for this work. Mayor Rennels said there were five companies contacted. City Administrator Shanahan said of those five, two companies came on-site, and one of those two submitted a proposal.

CITY CLERK’S REPORT: Carin Martin, Deputy Clerk

A motion was made by Alderman Mulliner, seconded by Alderman Nadeau, to waive the raffle license fee for Leon Burson Plano American Legion Post 395’s Queen of Hearts raffle license application.

A motion was made by Alderman Nadeau, seconded by Alderman Mulliner, to waive the raffle license fee for Leon Burson Plano American Legion Post 395’s Lightning raffle license application.

Sales and related taxes for August 2024 are in the amount of $239,006.29.

The current unobligated MFT balance for August 2024 is in the amount of $1,622,158.28.

CITY TREASURER’S REPORT: Zoila Gomez-nothing

POLICE CHIEF’S REPORT: Norm Allison-nothing

PUBLIC WORKS REPORT: D. Boyer-absent, J. Beyer-absent, K. Tisberger

Karl gave an update on a few projects. He said the sidewalk program is done. This is the third week for the leaf vacuum pickup. They go through town to go past each house once a week. There will be one final pass the week after Thanksgiving, unless it snows two inches or more. Mayor Rennels stated that leaves should be on the parkway grass near the curb, not in the street. Karl also said they are getting the Depot ready for Rockin’ Christmas.

DIRECTOR OF BUILDING, PLANNING & ZONING’S REPORT: Jeff Sobotka

Jeffsaid the Plan Commission met on November 4th. There were three petitions heard, two for variances and one for a special use. He said these will be discussed at the next Council and COW meetings with the Plan Commission’s recommendations.

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner-nothing

BUILDINGS, GROUNDS, AND ZONING: Alderman Williams-absent

Alderman Fawver said at the November 6, 2024 meeting, they reviewed the solar ordinance. He said there is a local business owner looking at a solar field outside of town. They reviewed two-thirds of the ordinance, and have some language changes to be made. City Administrator Shanahan has the same changes to make in the last one-third of it. This will be reviewed again by the Buildings, Grounds, and Zoning committee before coming to a COW meeting.

COMMUNITY DEVELOPMENT: Alderman Fawver-nothing

FINANCE: Alderman Wickens

Alderman Wickens called a meeting for November 25, 2024 at 5:15 p.m.

PARKS: Alderman Johns-absent

Mayor Rennels said they are looking to have a grand opening for the Ray Niles Park in the spring.

PERSONNEL & INSURANCE: Alderman Swoboda-nothing

SPECIAL EVENTS: Alderman Nadeau

Alderman Nadeau said Friday, December 6th is the Rockin’ Christmas downtown. This is an event that gives to people in need and shares the holiday spirit. There are already over 10 entries for the Ross Greiter Spirit Award. She said the Plano Police Department and the Little Rock Fox Fire Department have a challenge as to which department does the most fundraising.

STREETS & UTILITIES: Alderman DeBolt

Alderman DeBolt thanked the Rockin’ Christmas for acknowledging Ross Greiter with the Ross Greiter Spirit Award. Ross was Alderman DeBolt’s nephew, and this award means a lot to his family.

A motion was made by Alderman Swoboda, seconded by Alderman DeBolt, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:32 p.m.
