PROCLAMATION - SENIOR CITIZENS ASSOCIATION

Councilwoman Quillman read a Proclamation issued by Mayor O'Dekirk congratulating the Senior Citizens Association on their 50th Anniversary.

Mr. Chuck Corso introduced members of the Senior Citizens Association Delores Quick - Vice President, Lou Clavenna - Treasurer, Tom Quillman - Trustee. He thanked the Mayor and Council for their recognition of their 50th Anniversary.

V. COUNCIL COMMITTEE REPORTS:

A. Public Safety

Councilman Gerl stated the Public Safety Committee met this afternoon at 5:30 p.m. and discussed Council Memo #535-17: Request for Authorization to Purchase TASER Devices and Council Memo #536-17: Request for Authorization to Purchase Laser System for Crime/Crash Reconstruction. Councilman Gerl stated the State’s Attorney's Office will be funding 50% of the cost to purchase this item and the remaining 50% will be funded by the City’s Seizure Fund.

State’s Attorney Jim Glasgow briefly described the capabilities of the FARO 3D Laser System.

Police Chief Brian Benton thanked State’s Attorney Glasgow for his assistance in purchasing the laser system.

B. Public Service

Councilman Hug stated the Public Service Committee met this evening to review the contracts, change orders, pay estimates, final payments, ordinances and resolutions and found them all to be in order and recommended their approval. He stated the Committee discussed COUNCIL MEMO #537-17: Request for Authorization to Reject Bid for Heating System Replacement and Award a Contract for the Purchase and Installation of a Replacement Boiler for Fleet Services.

The minutes of the Pre-Council Meeting of the Council of the City of Joliet, Illinois held on Monday, September 18, 2017 at 5:30 p.m. and of the Regular Meeting of the Council of the City of Joliet, Illinois held on Tuesday, September 19, 2017 at 6:30 p.m. stand approved as recorded.

B. COUNCIL MEMO #517-17: Regular Payroll for August 18 – August 31, 2017 – $3,231,416.28

The Biweekly Payroll Summary Reports of the total cost of regular salaries for the period August 18 through August 31, 2017, including a Summary of Overtime and an Overtime Budget Status Report, were accompanied by a recommendation from the City Manager that said Regular Payroll be approved.

C. COUNCIL MEMO #518-17: Position Vacancies/Job Descriptions

A communication from the Interim City Manager contained his recommendation that he be authorized to: 1) Fill two Meter Reader II positions in the Finance Department and 2) Fill one Fleet Technician in the Administrative Services Department and any subsequent vacancies which may occur with the filling of these positions.

Motion to concur in the recommendation of the City Manager was made by Councilwoman Bettye Gavin.

Ms. Beatrice Martinez, 2001 S. Chicago Street, asked for clarification concerning the annexation at 2121 S. Chicago Street.

Interim City Manager Marty Shanahan briefly explained the proposed development at 2121 S. Chicago Street.

The City Clerk closed the Public Hearing.

XI. CITY MANAGER:

Interim City Manager Marty Shanahan shared with the Mayor and Council a truck demonstration given at a seminar he attended, along with students from Joliet West High School, hosted by Cadence Premier Logistics.

XII. NEW BUSINESS (Not For Final Action Or Recommendation):

Councilwoman Gavin asked for additional signage in the construction areas throughout town.

Mayor O'Dekirk stated he, Marty Shanahan, and Chris Regis met with Illinois Department of Corrections officials in Springfield and had a lengthy, productive discussion regarding the prison.

Councilman Hug congratulated local area football teams and high school athletes.

Councilwoman Quillman encouraged women to take care of their health as October is breast cancer awareness month.

Mayor O'Dekirk highlighted the Renaissance Center open house, Mexican Independence Parade, Joliet Kid's Fun Fest, renovation grand opening at 906 Oneida, Zonata annual Food from Around the World Event, and Easter Seals annual meeting. He also thanked the second graders, teachers and staff at Pershing School for inviting him to the school.

XV. CLOSED SESSION to discuss the following subjects.

Motion to enter closed session to discuss personnel, collective bargaining, land acquisition or conveyance and pending or threatened litigation after which the meeting will be adjourned was made by Councilman Michael F. Turk.
