City of Plano City Council met March 9.

Here is the agenda provided by the council:

The regular meeting of the Plano City Council was called to order on Monday, March 9, 2020 by Mayor Robert A. Hausler in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag.

There was a quorum.

MINUTES:

A motion was made by Alderman Williams, seconded by Alderman Eaton, to approve the minutes of the regular meeting on February 24, 2020. A unanimous “Aye” voice vote was heard. The motion passed. 

AGENDA:

A motion was made by Alderman Eaton, seconded by Alderman Rennels, to approve the agenda for the regular meeting of March 9, 2020. A unanimous “Aye” voice vote was heard. The motion passed. 

WARRANTS:

A motion was made by Alderman Fawver, seconded by Alderman Nadeau, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated March 9, 2020 in the amount of $ 169,499.07.

Voting “Aye”: Fawver, Johns, Mulliner, Nadeau, Williams, Rennels, Eaton 

Voting “Nay”:

Absent: DeBolt

Motion passed.

Alderman Rennels was excused from the meeting.

A motion was made by Alderman Fawver, seconded by Alderman Williams, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated March 10, 2020 in the amount of $ 9,654.08.

Roll Call:

Voting “Aye”: Johns, Nadeau, Rennels, Fawver, Williams, Mulliner, Eaton 

Voting “Nay”:

Absent: DeBolt

Motion passed.

Alderman Rennels returned to the meeting. 

WAGE REPORT: NONE

INTRODUCTION OF GUESTS:

Guests and members of the press were welcomed by Mayor Hausler.

CITIZEN’S COMMENTS:

Mr. Dick Banning spoke about the reasons he is confused about the purchase of the $ 435,000.00 vac truck, and why he does not believe it is something we need; and also spending more money, hiring more employees, the water/sewer rate study and purchasing a new dump truck.

MAYOR’S REPORT: Bob Hausler

A motion was made by Alderman Mulliner, seconded by Alderman Eaton, to authorize the Mayor to sign a certification for employment for a new Patrol Officer.

Voting “Nay”:

Absent: DeBolt

Motion passed.

The Mayor called a City Council meeting for March 16, 2020 at 6:00 pm.

The Mayor attended a Complete Count meeting, everything is moving forward, and events are being scheduled.

The Mayor shared a public service announcement from the Kendall County Health Department concerning the coronavirus.

PLANO AREA CHAMBER OF COMMERCE: NONE CITY ATTORNEY: Tom Grant

Resolution R2020-5 Off-leash dog park

A motion was made by Alderman Johns, seconded by Alderman Nadeau, to approve a resolution in support of the creation of an off-leash dog park in the City of Plano, Kendall County, Illinois.

Voting “Aye”: Johns, Nadeau, Rennels, Fawver, Williams, Mulliner, Eaton 

Voting “Nay”:

Absent: DeBolt

Motion passed.

CITY CLERK: Kathleen Miller

A thank you card was read from the Riddle family. Spring clean up will be April 6-9, 2020.

CITY TREASURER: Zoila Gomez

The January 31, 2020 Treasurer’s report in the amount of $ 6,199,558.27 was included in agenda packet. 

A Revenue & Expense reports for February 2020 was distributed on March 6, 2020 and total disbursements for January 2020 were $ 693,377.82

POLICE CHIEF’S REPORT: Jonathan Whowell

The PD was awarded $ 2,500.00 for a grant from Wal-Mart. The PD will be holding interviews for the Investigator position this week. The PD will be working with the School District to hold school resource officer interviews for next year. The PD went through an extensive audit with the Illinois State Police for LEADS and they passed.

DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: Nate Bullard

Nate informed the Council that we have had 3 water main breaks, hydrant flushing will begin on March 16, 2020, the GIS system is being built, the Big Rock Creek storm sewer has been finished and the Main St. bridge project work has started back up.

BUILDING, PLANNING & ZONING: Tom Karpus – Nothing to report

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner

The committee had a meeting March 4, 2020, at 6:00 pm and discussed the PD budget, transient business, laptops and outdoor illumination. A new meeting was called for March 19, 2020 at 6:30 PM. BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt – Absent – Nothing to report

COMMUNITY DEVELOPMENT: Alderman Rennels

The committee had a meeting March 4, 2020. A new meeting was called for March 17, 2020 at 6:00 PM.

FINANCE: Alderman Fawver

The Finance Committee met this evening, the vendor run dated March 9 & 10, 2020 will be brought to the Council this evening for a vote. Alderman Fawver called a meeting for March 19, 2020 at 5:00 pm. PARKS: Alderman Johns

A motion was made by Alderman Johns, seconded by Alderman Nadeau, to approve advertising for a seasonal/part-time employee.

Motion passed.

Alderman Williams called a meeting for March 10, 2020 at 6:00 pm.

SPECIAL EVENTS: Alderman Nadeau

A meeting will be held March 11, 2020 at 5:30 pm.

STREETS & UTILITIES: Alderman Eaton

A meeting will be held March 11, 2020 at 6:30 pm.

CITIZEN’S COMMENTS: None 

CLOSED SESSION: None 

ADJOURNMENT:

A motion was made by Alderman Eaton, seconded by Alderman Williams, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:45 p.m.
