A motion was made by Alderman Eaton, seconded by Alderman Nadeau, to approve the minutes of the regular meeting on April 13, 2020. A unanimous “Aye” voice vote was heard. The motion passed.

A motion was made by Alderman DeBolt, seconded by Alderman Eaton, to approve the agenda for the regular meeting of April 27, 2020. A unanimous “Aye” voice vote was heard. The motion passed.
WARRANTS:
A motion was made by Alderman Fawver, seconded by Alderman Eaton, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated April 27, 2020 in the amount of $ 77,076.17.

The Mayor read a proclamation, proclaiming the month of May, 2020 as Motorcycle Awareness Month.
The Mayor informed the Council that Arnie Schramel is estimating we will save about $ 33,000.00 annually on electric billings due to the solar field.
The City will begin picking up brush the second full week of May.
PLANO AREA CHAMBER OF COMMERCE: Laurel Mateyka
Laurel, Chamber of Commerce Board President updated the Council on the Chamber activities and programs. The Annual Dinner is tentatively set for August 7, 2020 at Cedardell. The YMCA is doing child care for essential workers and schools are providing free meals. A grand re-opening is being planned when the Stay at Home order is lifted. On Facebook, Plano Illinois to go is supplying to go menu items for various businesses.

Ordinance #2020-8 FY ’21 Annual budget
A motion was made by Alderman Williams, seconded by Alderman Eaton, to approve an Ordinance adopting the budget for all corporate purposes of the City of Plano, Kendall County Illinois, in lieu of an appropriations ordinance, for the fiscal year commencing on the 1st day of May, A.D., 2020, and ending on the 30th day of April, A.D., 2021. Budget amount is $ 13,318,727.69.

Resolution #R2020-8 COVID 19 credit
A motion was made by Alderman Rennels, seconded by Alderman Eaton, to approve a resolution approving water/sewer user credit for the COVID19 pandemic. This resolution is for all accounts, but excludes Elected City Officials.

Sales and related taxes for December 2019 - $ 154,305.16; which is up $ 5,320.17 from the same time last year.
Sales and related taxes for January 2020 were $ 154,805.13; which is up $ 4,985.65 from the same time last year.
MFT tax allotment and transactions for January, 2020; current unobligated balance $ 1,017,812.68
MFT allotment and transactions for February 2020; current unobligated balance $ 976,558.16.
The Spring clean up has now been rescheduled for June 22-25, 2020.
CITY TREASURER: Zoila Gomez
The March 30, 2020 Treasurer’s report in the amount of $ 6,213,788.57 was included in the agenda packet.
Total disbursements were $ 428,485.48. Zoila thanked the Council for approving the annual budget.
POLICE CHIEF’S REPORT: Jonathan Whowell
The PD had made a request to swear in a candidate to hire, due to the academy being closed, that has been postponed, the goal is to swear in the candidate on June 8, 2020. Ford is still closed so they do not know when the new vehicles will be available. The Ring Doorbell program donated over 400 masks for the PD use. The Chief thanked all of the businesses and citizens for their support. The PD is back to full staff. Schools will be returning items to students this Thursday through Saturday so please drive carefully in school zones. Lt. Allison thanked the Mayor and council for approving additional personnel in investigates; they are already seeing tangible results.
DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: Nate Bullard
A motion was made by Alderman DeBolt, seconded by Alderman Eaton, to approve accepting the low bid from D Construction for the 2020 non-MFT street resurfacing project in the amount of $ 490,189.66.

BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt
A meeting was held April 16, 2020 at 6:00 PM., they discussed the Plano/Sugar Grove boundary line, Well house #5, salt dome re-roofing, the 2018 Fire Code and rubbish at the Plano Hotel. These items will be discussed further at the COW meeting this evening.
COMMUNITY DEVELOPMENT: Alderman Rennels – Nothing to report
FINANCE: Alderman Fawver
The Finance Committee met this evening, the vendor run dated April 27, 2020 will be brought to the Council this evening for a vote. Alderman Fawver called a meeting for May 11, 2020 at 5:15 pm.
PARKS: Alderman Johns
There have been 4 or 5 applications received for the part time position, interviews will be held later in the week. Alderman Johns thanked Alderman Fawver and his son for work they did at Gorman Park. A meeting was called for May 5, 2020 at 5:30 pm.
PERSONNEL & INSURANCE: Alderman Williams
A meeting was called for May 1, 2020 at Noon.
SPECIAL EVENTS: Alderman Nadeau
A meeting was held April 16, 2020 at 5:30 pm. The Heritage Day festival was discussed. A meeting was called for May 13, 2020 at 4:30 pm.
STREETS & UTILITIES: Alderman Eaton
A meeting was held April 22, 2020 at 6:00 pm. They discussed water tower washing, Walmart lift station, UV lighting; these items will be discussed at COW this evening. A meeting was called for May 13, 2020 at 6:00 pm.
CITIZEN’S COMMENTS:
Jenny Jackson asked about benches being removed at Gorman Park; Nate advised that they were broken and being replaced.
Laurel Mateyka informed the Council of the hours that the schools will be open for students to retrieve their belongings: Thursday will be noon to 4; Friday will be noon to 6 and Saturday will be 9 to 1.
