City of Plano City Council May 26

City of Plano City Council met  May 26.

Here is the minutes provided by the council:

The regular meeting of the Plano City Council was called to order by Mayor Robert A. Hausler, this was a WebEx meeting. The Mayor led the Pledge of Allegiance to the Flag.

There was a quorum.

MINUTES:

A motion was made by Alderman Williams, seconded by Alderman Eaton, to approve the minutes of the regular meeting on May 11, 2020. A unanimous “Aye” voice vote was heard. The motion passed.

AGENDA:

A motion was made by Alderman Eaton, seconded by Alderman Nadeau, to approve the agenda for the regular meeting of May 26, 2020 as amended. The amendment was the re-appointment of Kim Droysen should expire in May of 2025. A unanimous “Aye” voice vote was heard. The motion passed.

WARRANTS:

A motion was made by Alderman Fawver, seconded by Alderman Nadeau, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated May 26, 2020 in the amount of $ 54,485.36.

WAGE REPORT:

A motion was made by Alderman Fawver, seconded by Alderman Williams, to approve the FY ’20 April wage report in the amount of $ 418,594.13.

INTRODUCTION OF GUESTS:

Guests and members of the press were welcomed by Mayor Hausler. Guests included Matt and Jenny Jackson, Deana Lanham, April Gonzalez, Roger Bonuchi and WSPY.

CITIZEN’S COMMENTS:

Mr. Bonuchi thanked the Mayor and Council for allowing him to participate in the meeting. He explained that they are looking to expand volunteers. He will also be looking at updating the EMA Plan.

April Gonzalez asked the thoughts about Pub-426 opening on Friday. The Mayor explained that he had called her twice and he will call her back tomorrow and discuss the plan.

MAYOR’S REPORT: Bob Hausler

A motion was made by Alderman Williams, seconded by Alderman Eaton, to approve the Mayor’s re-appointment of Kim Droysen to the Plan Commission for a five year term; the term will expire in May of 2025.

A motion was made by Alderman Johns, seconded by Alderman Eaton, to approve the Mayor’s reappointment of Jacklyn R. Niles to the Police & Fire Commission for a 3 year term; the term will expire in May of 2023.

The Mayor congratulated all of the 2020 Plano High School graduates. He also thanked everybody who participated and helped organize the Memorial Day parade. He thanked all veterans, those currently serving and those who have lost their battle.

PLANO AREA CHAMBER OF COMMERCE: Deana Lanham

Deana, Chamber of Commerce Board member spoke about the ribbon cutting they are trying to put together after the Stay at Home order is lifted; the Mayor stated that will probably be this Fall. She has also been talking with businesses about the DSBS program. Deana also commented that the Chamber would like to participate in parades and celebrations in the future if somebody would let her know.

CITY ATTORNEY: Tom Grant

Resolution R#2020-9 participation in the Kendall County revolving loan fund

A motion was made by Alderman Nadeau, seconded by Alderman Williams, to approve a resolution authorizing participation in the Kendall County revolving loan fund to municipalities to secure emergency working capital grant funding, under the Downstate Small Business Stabilization Program, for local businesses facing hardship due to the COVID-19 pandemic.

Resolution R#2020-10 temporary opening of restaurants and bars

A motion was made by Alderman Williams, seconded by Alderman Eaton, to approve a resolution authorizing the Mayor as Liquor Commissioner and the Chief of Police to temporarily permit the opening of restaurants and bars to serve food and liquor in adjacent parking lots and City owned property such as parking lots and sidewalks. Closing hours for these temporary openings will be 10:00 PM to go along with our noise ordinance.

CITY CLERK: Kathleen Miller

Sales and related taxes for March 2020 - $ 130,684.17; which is up $ 9,005.05 from the same time last year.

MFT allotment and transactions for April 2020; current unobligated balance $ 801,231.48.

CITY TREASURER: Zoila Gomez

The Revenue and Expense report and the Tax Revenue reports were distributed Friday, May 22, 2020 in mailboxes.

POLICE CHIEF’S REPORT: Jonathan Whowell

The Chief thanked everybody involved in the various parades and celebrations. The Chief thanked Roger Bonuchi for reaching out to Plano. Police training is still on hold; the Chief would like to get the new officer into PTI training so we could approve hiring him and swear him in at the June 8th meeting.

DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: 

Nate Bullard

A motion was made by Alderman DeBolt, seconded by Alderman Eaton, to approve hiring Dukes Root Control for a sanitary sewer collection system flow study in an amount not to exceed $ 40,000.00.

Nate informed the Council that he submitted a grant application for the Eldamain interceptor project. Street patching is underway. The tilling at the Community Garden is finished. Hopefully there will be water to the garden this season. Water is now available at the City lot next to the PD. The Water Department has been flushing hydrants. Benches at Gorman and Foli Parks will be in soon. The Main St. bridge project is coming along, they have had some delays due to weather. Nate has given D Construction notice to proceed with the resurfacing project, so that should be starting soon.

BUILDING, PLANNING & ZONING: Tom Karpus – Nothing to report

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner – Nothing to report

BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt – Nothing to report

The Mayor requested that his committee look at the internet connection at the City. A meeting was called for June 3, 2020 at 6:30 PM. This will be a WebEx meeting.

COMMUNITY DEVELOPMENT: Alderman Rennels

A meeting was held May 20, 2020, they discussed the job description for the PEDCO Director and the downstate small business stabilization program. A meeting was called for June 3, 2020 at 6:00 PM.

FINANCE: Alderman Fawver

The Finance Committee met this evening, the vendor run dated May 26, 2020 was brought to the Council this evening for approval. Alderman Fawver called a meeting for June 8, 2020 at 5:15 pm.

PARKS: Alderman Johns

He is still waiting on information regarding a grant for the dog park. He thanked Mr. Karpus for the dog park design.

PERSONNEL & INSURANCE: Alderman Williams

A meeting was called for June 2, 2020 at 12:30 PM. Agenda items will be benefit protection, Collector pay, Union negotiations and old/new business.

SPECIAL EVENTS: Alderman Nadeau – Nothing to report

STREETS & UTILITIES: Alderman Eaton

A meeting was held May 13, 2020 at 6:00 pm. A new meeting was called for June 10, 2020 at 6:00 PM.

CLOSED SESSION: None

ADJOURNMENT:

A motion was made by Alderman Eaton, seconded by Alderman DeBolt to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:58 p.m.
