City of Joliet Land Use & Legislative Committee met June 9.

Here is the minutes provided by the committee:

1. Roll Call

PRESENT: Councilman Terry Morris, Chairman, Councilman Don "Duck"

Dickinson, Councilwoman Jan Hallums Quillman.

ABSENT: None.

2. Approval of Minutes - January 30, 2020

Motion to approve the minutes from the January 30, 2020 meeting was made by Councilman Don "Duck" Dickinson.

Motion seconded by Councilwoman Jan Hallums Quillman. 

Motion carried by the following vote: 

AYES: Councilman Terry Morris, Chairman, Councilman Don "Duck" Dickinson, Councilwoman Jan Hallums Quillman. 

NAYS: None.

3. Citizens to Be Heard on Agenda Items

NOTE: There is a new temporary procedure for public speaking. Details can be found on the Joliet.gov "Meeting Agenda, Minutes, & Videos" web page. In-person public speaking is temporarily suspended.

This section is for anyone wanting to speak regarding items listed on the agenda, except for items listed under Public Hearing.

Anyone speaking on an agenda item is entitled to speak for a maximum of 4 minutes. It is not a question and answer period and staff and the Public Service Committee do not generally respond to public comments. Please note speakers who engage in conduct injurious to the harmony of the Public Service Committee shall be called to order by the Presiding Officer and may forfeit the opportunity to speak. None.

4. Discussion: City Manager Job Description

Councilwoman Quillman stated she had no requests to revise the City Manager job description.

Mr. Jones, Interim City Manager, said someone had made the recommendation that being a Deputy or Assistant City Manager in a larger city was something to potentially consider for any update of the permanent job description.

Councilman Morris said that another council member wanted to make a change to the permanent City Manager job description however no other members attended the meeting today.

There was further discussion regarding the permanent City Manager job description.

Ms. Kathy Franson, Human Resources Director, said recruiting agencies or professionals will recruit for whatever the City requests. For the City Manager there is a requirement for a minimum number of years and there needs to be for that position.

Human Resources and the Legal Department will work on adding the new qualification of the number of years and similar size town as Joliet and bring the changes back to the Committee.

Ms. Spano, Assistant Corporation Counsel, said she was not a part of the process of drafting the job description but she feels it should include the word (and) or (or) because it is somewhat confusing the way it currently reads.

The description will be updated with adding the word or, as well as language about complexity and population. The title of Deputy City Manager could also be added to further clarify.

5. Discussion: Interim City Manager Job Description

Councilwoman Quillman said the Legal Department will have to write up the description and bring it back the Committee for review.

6. Old/New Business—Not for Final Action or Recommendation

Councilwoman Quillman would like to revisit the single family rental inspection program at a future meeting because lately she has been receiving a lot of complaints.
