Let the record show that Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin, Councilwoman Sherri Reardon, and Councilman Michael F. Turk attended the meeting remotely due to COVID-19.

MAYOR: 

Foster Care Month - May 2020

Councilman Morris read a Proclamation issued by Mayor O’Dekirk proclaiming May 2020 as Foster Care Month.

Councilwoman Quillman read a Proclamation issued by Mayor O'Dekirk proclaiming May 2020 as Motorcycle Awareness month.

Councilman Hug arrived at the meeting at approximately 6:34 p.m.

APPROVAL OF AGENDA:

Per Mayor O'Dekirk's request, Dave Braner, Chief Information Officer, addressed concerns raised regarding the inability to see the Councilmembers who are attending the meetings remotely.

Motion to Approve the Agenda as written as written with the following changes: 1) Remove Council Memo #251 -20: Ordinance Amending the 2020 Budget to Authorize the Expenditure of Purchase of 10 S. Richards Street for $126,000 and 2) Vote separately on Council Memo #262: Request for Authorization to Purchase Two (2) Trailers for the Department of Public Works - Roadways Division and Council Memo #263-20: Request for Authorization to Purchase Five (5) One Ton Dump Trucks with Plow Accessories for the Department of Public Works - Roadways Division was made by Councilwoman Jan Hallums Quillman.

Councilman Hug gave an overview and explanation of the items discussed at the Monday, May 4, 2020 Public Service Committee Meeting.

Bob McCormick, owner group, and Joe Hammer with Ruetiger and Tonelli joined the meeting remotely by phone. Mr. Hammer briefly summarized the preliminary and final plat request.

Re-Approval of the Preliminary Plat (P-2-20) Final Plat, Phase 2 (FP-1-20) was made by Councilwoman Jan Hallums Quillman.

Per Councilman Mudron's request, Allison Swisher - Director of Public Utilities and the Interim City Manager explained the need to approve this Council Memo at this time and the estimated cost.

A brief discussion was held regarding ramifications of the delay in the approval of this Council Memo.

Motion to Adopt 257-20 Resolution Authorizing Execution of a Legal Services Agreement for the Alternative Water Source Program was made by Councilwoman Bettye Gavin.

CITY MANAGER:

The Interim City Manager discussed a budget gap and labor concessions. He also discussed the possibility of state and local government stimulus revenue from the federal government.

No email comments were received for Public Comments

Mary Beth Gannon spoke remotely via a phone call regarding the City's financial needs and Council vote on NorthPoint.

Kathy Spieler spoke remotely via a phone call regarding the City's spending, NorthPoint, and Mayor week press conferences.

MAYOR AND COUNCIL COMMENTS:

Councilman Dickinson thank staff and first responders during this trying time.

Councilwoman Gavin thanked City staff and wished everyone happy Cinco de Mayo and Mother's Day.

Councilwoman Reardon echoed Councilman Dickinson and Councilwoman Gavin's comments.

Councilman Turk echoed Councilman Dickinson and Councilwoman Gavin's comments.

Councilman Hug summarized financial decisions made during this evening's Council Meeting. He also wished all a happy Mother's Day.

Councilwoman Quillman wished all a happy Cinco de Mayo and Mother's Day and thanked all essential workers.

Councilman Mudron thanked the first responders and essential works. He also wished everyone a happy Mother's Day.

Mayor O'Dekirk thanked City employees and all essential workers. He also wished his mother a happy birthday and wished his mother, wife and mother-in-law happy Mother's Day. He highlighted meeting with other mayors, state representatives and the governor concerning eligible money to municipalities.

Mayor O'Dekirk briefly discussed the distribution of CARES Act assistance funding.

Per Mayor O'Dekirk's request, Corporation Counsel explained the complaint filed against the City with the Attorney General's Office concerning the Special Meeting held for the Pre-Annexation of the NorthPoint property and the dismissal of all violations.

Mayor O'Dekirk thanked all for doing their part to continue to stay safe.

Councillman Turk briefly discussed his voting choices.
