Here is the minutes provided by the board:

1. CALL TO ORDER:

PRESENT: Mr. Jim Riggs, Mr. Charles McCauley, Mr. Vincent Alessio, Mr. Bob Nachtrieb, Ms. Colette Safford.

ABSENT: Mr. Ed Hennessy.

3. APPROVAL OF MINUTES: APPROVAL April 16, 2020 ZONING BOARD OF APPEALS MINUTES.

Motion to Approve April 16, 2020 ZONING BOARD OF APPEALS MINUTES was made by Mr. Jim Riggs.

Motion seconded by Mr. Charles McCauley.

Motion carried by the following vote:

AYES: Mr. Jim Riggs, Mr. Charles McCauley, Mr. Vincent Alessio, Mr. Bob Nachtrieb, Ms. Colette Safford.

NAYS: None.

4. CITIZENS TO BE HEARD ON AGENDA ITEMS: NOTE: There is a new temporary procedure for public speaking. Details can be found on the Joliet.gov "Meeting Agendas, Minutes, & Videos" web page. In-person public speaking is temporarily suspended.

This section is for anyone wanting to speak regarding items listed on the agenda, except for items listed under Public Hearing. Anyone speaking on an agenda item is entitled to speak for a maximum of 4 minutes. It is not a question and answer period and staff and the Zoning Board of Appeals do not generally respond to public comments. Please note speakers who engage in conduct injurious to the harmony of the Zoning Board of Appeals shall be called to order by the Presiding Officer and may forfeit the opportunity to speak.

a. PETITION 2020-19: A Special Use Permit to allow a chemical tank transport and washing company, located at 2951 Mound Road. **TO BE TABLED**

Motion to Table PETITION 2020-19: A Special Use Permit to allow a chemical tank transport and washing company, located at 2951 Mound Road was made by Mr. Bob Nachtrieb.

Motion seconded by Mr. Charles McCauley.

Motion carried by the following vote:

AYES: Mr. Jim Riggs, Mr. Charles McCauley, Mr. Vincent Alessio, Mr. Bob Nachtrieb, Ms. Colette Safford.

NAYS: None.

b. PETITION 2020-20: A Special Use Permit to allow a used car sales facility, located at 1900 Essington Road.

Mr. Schwarz read the staff report into the record.

Chairperson Pro-Tem, Mr. Alessio swore in Mr. Bob Gabel, United Architects, who represents the petitioner. Mr. Gabel briefly described the proposed project.

Mr. Nachtrieb questioned the business operation and financing options to customers. The petitioner responded.

Mr. Alessio had questions regarding egress and ingress to and from the site. Mr. Gabel responded and there was a brief discussion. Mr. Schwarz suggested if the majority of the Board has the same concern regarding egress/ingress to the site then a condition be added. Mr. Schwarz suggested the condition to state: City traffic engineer review current access points to allow both access points to remain prior to City Council consideration.

Mr. Riggs voiced his concern regarding the number of used car sale lots.

Motion to Approve PETITION 2020-20: A Special Use Permit to allow a used car sales facility, located at 1900 Essington Road with the added condition: City traffic engineer review current access points to allow both access points to remain prior to City Council consideration was made by Mr. Jim Riggs.

Motion seconded by Mr. Charles McCauley.

Motion carried by the following vote:

AYES: Mr. Charles McCauley, Ms. Colette Safford.

NAYS: Mr. Jim Riggs, Mr. Vincent Alessio, Mr. Bob Nachtrieb.
