City of Joliet Historic Preservation Commission of the Whole met May 27.

Here is the minutes provided by the commission:

1. CALL TO ORDER

2. DECLARATION OF QUORUM

PRESENT: Quinn Adamowski, Mary Beth Gannon, Bill Habiger, Candace Johnson, Kailee Lowry, Sharon Merwin, Sara Stovall.

ABSENT: Kevin Heinemann, Greg Peerbolte.

3. CITIZENS TO BE HEARD ON AGENDA ITEMS NOTE: There is a new temporary procedure for public speaking. Details can be found on the Joliet.gov “Meeting Agendas, Minutes, & Videos” web page. In-person public speaking is temporarily suspended.

This section is for anyone wanting to speak regarding items listed on the agenda. Anyone speaking on an agenda item is entitled to speak for a maximum of 4 minutes. It is not a question and answer period and staff and the Commission do not generally respond to public comments. Please note speakers who engage in conduct injurious to the harmony of the Commission shall be called to order by the Presiding Officer and may forfeit the opportunity to speak.

4. APPROVAL OF MEETING MINUTES

A. February 26, 2020 COW Workshop Minutes

Motion to Approve February 26, 2020 COW Workshop Minutes was made by Bill Habiger.

Motion seconded by Candace Johnson.

Motion carried by the following vote:

AYES: Quinn Adamowski, Mary Beth Gannon, Bill Habiger, Candace Johnson, Kailee Lowry, Sharon Merwin, Sara Stovall.

NAYS: None

5. STAFF REPORTS

Ms. Bernhard stated Ms. Christine Policandriotes has moved outside City of Joliet limits therefore is no longer a member of the Joliet Historic Preservation Commission. Ms. Policandriotes has submitted a letter of intent to the Mayor's office requesting to be a non-voting member. Ms. Bernhard reviewed the open positions on the Commission.

Ms. Bernhard informed the Commission the State of Illinois has not been released the availability of Certified Local Government grant. There was a brief discussion regarding applying for a grant to do a downtown National Historic District.

Ms. Bernhard announced the Railroad Local Certified Government project has been delayed due to the pandemic but it is still moving along.

Ms. Bernhard stated the Casseday house has been moved. She does not have any new updates on that project.

Ms. Bernhard stated Ms. Trineicia Tisdale was hired by the City of Joliet. Ms. Bernhard informed the Commission that Ms. Tisdale is able to update the City of Joliet website.

Ms. Bernhard stated that, in celebration of Historic Preservation Month, she has been making daily posts on the City’s Facebook page on “Places that Matter” in the Joliet area.

Ms. Bernhard stated she has completed a draft local historic landmark nomination, with the assistance of Ms. Johnson, for the property located at 415 Western Avenue. The owner has decided to hold-off on the nomination process.

Ms. Bernhard stated the property owner of 9 W. Cass Street reached out to know when his landmark nomination will be back on the agenda. Ms. Bernhard stated hopefully it will be on the June agenda.

6. NEW BUSINESS

A. Annual Historic Preservation Award Program: Recommendation of potential nominees

Ms. Bernhard briefly described the nominated properties. Ms. Bernhard stated she nominated 510 Buell Avenue, 619 McDonough Street, 408 Whitney and 10 Hunter Avenue. Mr. Bob Nachtrieb nominated 623 Western Avenue and Ms. Heinemann nominated 619 Morgan Street. There was discussion regarding all the nominated properties.

During the discussion regarding nominated properties there was consensus to not nominate: 510 Buell Avenue, 619 Morgan Street and 408 Whitney Avenue.

During the discussion regarding nominated properties there was consensus to nominate and move forward to the regular meeting at 7p.m.: 623 Western Avenue, 619 McDonough Street and 10 S. Hunter Avenue.
