Here is the minutes provided by the commission:

1. CALL TO ORDER:

PRESENT: Jim Capparelli, Jason Cox, Jeff Crompton, John Dillon, Brigette Fiday, John Kella, Mark Micetich, Rick Moore, Marc Rousonelos.

ABSENT: None.

3. APPROVAL OF MINUTES:

a. Approval of the May 21, 2020 Plan Commission minutes.

Motion to Approve the May 21, 2020 Plan Commission minutes was made by Jim Capparelli.

Motion seconded by Jeff Crompton. Motion carried by the following vote: 

AYES: Jim Capparelli, Jason Cox, Jeff Crompton, John Dillon, Brigette Fiday, John Kella, Mark Micetich, Rick Moore, Marc Rousonelos. 

NAYS: None.

4. CITIZENS TO BE HEARD ON AGENDA ITEMS NOTE: There is a new temporary procedure for public speaking. Details can be found on the Joliet.gov “Meeting Agendas, Minutes, & Videos” web page. In-person public speaking is temporarily suspended. This section is for anyone wanting to speak regarding items listed on the agenda, except for items listed under Public Hearing. Anyone speaking on an agenda item is entitled to speak for a maximum of 4 minutes. It is not a question and answer period and staff and the Plan Commission do not generally respond to public comments. Please note speakers who engage in conduct injurious to the harmony of the Plan Commission shall be called to order by the Presiding Officer and may forfeit the opportunity to speak.

5. OLD BUSINESS: PUBLIC HEARING

a. A-6-20: Annexation of 3.5 Acres located at the Southeast Corner of Route 6 and Gougar Road, Classification to B-3 (General Business) Zoning and Approval of an Annexation Agreement. (SEC Route 6 and Gougar Road) (PIN # part of 15-08-05-300-016-0000)

A.7.  20: Preliminary Plat of Gas n Wash Route 6 at Gougar Subdivision. (SEC Route 6 and Gougar Road) (PIN # 's 15-08-05-300-016-0000, 15-08-05-300-001-0000)

20: Final Plat of Gas n Wash Route 6 at Gougar Subdivision, Unit 1. (TO BE TABLED)

Mr. Jackson stated the applicant is requesting that the petitions be tabled until the August 20, 2020 Plan Commission meeting.

Motion to Table the Annexation of 3.5 Acres located at the Southeast Corner of Route 6 and Gougar Road, Classification to B-3 (General Business) Zoning and Approval of an Annexation Agreement, the Annexation of.65 Acres located at the Southeast Corner of Route 6 and Gougar Road, Classification to B-3 (General Business) Zoning and Approval of an Annexation Agreement, the Preliminary Plat of Gas n Wash Route 6 at Gougar Subdivision and the Final Plat of Gas n Wash Route 6 at Gougar Subdivision Unit 1 to the August 20, 2020 Plan Commission meeting was made by Jim Capparelli.

Motion seconded by Rick Moore. 

Motion carried by the following vote: 

AYES: Jim Capparelli, Jason Cox, Jeff Crompton, John Dillon, Brigette Fiday, John Kella, Mark Micetich, Rick Moore, Marc Rousonelos. 

NAYS: None.

6. OLD BUSINESS: NO PUBLIC HEARING

7. NEW BUSINESS: PUBLIC HEARING

a. Z-3-20: Reclassification of 4998 Theodore Street from R-1 (Single-Family Residential) to B-3 (General Business) Zoning. (4998 Theodore St.) (PIN #05-06-04-200-027-0000)

Mr. Jackson gave the Planning Staff Report.

Ms. Kathleen Burmeister appeared on behalf of the petition.

Commissioner Cox inquired about the water run-off and Mr. Jackson responded.

Mr. Kerry Deufel, 1602 Brighton, asked if there will be any consideration to put a traffic light at the location since there are 2 schools there. Mr. Jackson responded he did not think there were any plans for a traffic signal there. Mr. Jackson said he will have Engineering contact Mr. Deufel regarding his suggestion.

Motion to Approve the Reclassification of 4998 Theodore Street from R-1 (Single-Family Residential) to B-3 (General Business) Zoning was made by Jim Capparelli.

Motion seconded by Jason Cox. 

Motion carried by the following vote: 

AYES: Jim Capparelli, Jason Cox, Jeff Crompton, John Dillon, Brigette Fiday, John Kella, Mark Micetich, Rick Moore, Marc Rousonelos. 

NAYS: None.
