City of Plano City Council met June 22.

Here is the minutes provided by the council:

The regular meeting of the Plano City Council was called to order by Mayor Robert A. Hausler, this was a WebEx meeting. The Mayor led the Pledge of Allegiance to the Flag.

Roll Call:

There was a quorum.

A motion was made by Alderman Eaton, seconded by Alderman Nadeau, to open a public hearing.

Attorney Grant explained that there was supposed to be a public hearing this evening on a Rebuild Illinois Public Infrastructure Grant project. The public hearing was published properly, however, it did not get placed on the agenda. The City Attorney explained what the public hearing was for and asked for comments. There were no comments.

A motion was made by Alderman Eaton, seconded by Alderman Rennels, to continue the public hearing until June 29, 2020 at 6:00 PM.

A motion was made by Alderman Rennels, seconded by Alderman Eaton, to approve the minutes of the regular meeting on June 8, 2020.

WARRANTS:

A motion was made by Alderman Fawver, seconded by Alderman Williams, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated June 22, 2020 in the amount of $ 133,417.99.

WAGE REPORT:

A motion was made by Alderman Fawver, seconded by Alderman Williams, to approve the FY ’21 Wage Report for May in the amount of $ 311,795.78.

INTRODUCTION OF GUESTS:

Guests and members of the press were welcomed by Mayor Hausler. Guests included Matt and Jenny Jackson, WSPY, Deana Lanham.

MAYOR’S REPORT: Bob Hausler

Mayor Hausler announced that there will be a Special Council meeting on June 29, 2020 at 6:00 pm.

This will be an in person meeting held at the Police Department lower level training room.

The Mayor will be attending the IML Summer Board of Director’s meeting July 23 through 25, 2020.

The IML Annual Conference has been cancelled. The Depot will be re-opening for Amtrak passengers only on June 29, 2020. The City/State will be going into Phase 4 re-opening on June 26, 2020. Our playgrounds and the splash pad will be re-opening on Friday also.

PLANO AREA CHAMBER OF COMMERCE: Deana Lanham

Deana said it has been very quiet at the Chamber. She is happy we are moving into Phase 4.

CITY ATTORNEY: Tom Grant

Resolution R#2020-15 Benefit Protection Leave

A motion was made by Alderman Williams, seconded by Alderman Rennels, to approve a resolution to allow for a benefit protection leave.

CITY CLERK: Kathleen Miller

Sales and related taxes for April 2020 were $ 145,407.64; up $ 594.48 from the same time last year.

MFT allotment for May 2020: current unobligated balance is $ 983,245.38

CITY TREASURER: Zoila Gomez

The May 31, 2020 Treasurer’s report in the amount of $ 6,125,707.66 was distributed in the meeting packets.

The total disbursements report for May 2020 in the amount of $ 704,933.57 was distributed in the meeting packets. Revenue and expense reports for May were distributed in mailboxes on June 19, 2020. An IMRF notice on new rules that take effect January 1, 2021 was distributed and a revised FY ’21 revenue forecast was distributed. The total credit for the COVID credit was $ 192,075.00.

POLICE CHIEF’S REPORT: Jonathan Whowell

The Chief stated that our new Officer, Mason, has been working, he will go to the academy on June 28, 2020. The Chief worked with Mr. Bonuchi to get paperwork completed and turned into Illinois Emergency Management to get reimbursed for all of the overtime that was incurred helping other communities the last couple months. The Plano Police Department assisted Glendale Heights locating a missing person.

DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: Nate Bullard

A motion was made by Alderman Eaton, seconded by Alderman Johns, to approve hiring Logan Atkinson as a full-time entry level employee at the WWTP with a starting salary of $ 20.90 per hour plus regular full-time benefits and a starting date of on or before July 6, 2020; as long as the stipulations of training and certifications are completed in a timely manner.

Nate informed the Council that the Streets Department has been mowing, trimming trees, installing

benches, sprayed for geese and installed strobe lights. O’Donnell has been working on large patching areas. 30 stumps were ground and they will get those areas cleaned up, re-seeded and re-planted. The Water Department has been exercising valves and all of the hydrants have been flushed. They have been fixing some hydrants and doing landscaping. The UV light project, Walmart lift station and the sand bed project have been completed at the WWTP. Alderman Rennels asked about grinding sidewalks; Nate said they will be getting back to that soon.

BUILDING, PLANNING & ZONING: Tom Karpus – Nothing to report 

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner – Nothing to report 

BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt

The committee had a meeting on June 16, 2020 and discussed internet for City buildings, boundary line agreement between the City of Plano and Millbrook and Sandwich, and the Reliable Maintenance agreement. There is another meeting on June 24, 2020 at 6:00 PM.

COMMUNITY DEVELOPMENT: Alderman Rennels

A meeting was called for June 25, 2020 at 6:00 PM.

FINANCE: Alderman Fawver

The Finance Committee met this evening, the vendor run dated June 22, 2020 was brought to the Council this evening for approval. Alderman Fawver called a meeting for July 13, 2020 at 5:15 pm. PARKS: Alderman Johns

A meeting was held June 16, 2020. Dog Park location, signs, grills, benches, game table, Kayak event and a grant update were discussed. The playgrounds and the splash pad will be opening this Friday. Soap dispensers will be installed.

A motion was made by Alderman Johns, seconded by Alderman Nadeau, to approve the purchase of 2 grills, a bench and a game table for Foli Park from NuToys in the amount of $ 2,113.00.
