City of Joliet Zoning Board of Appeals Met July 16.

Here is the minutes provided by the board:

Pursuant to Phase 4 of the Restore Illinois Plan, the Illinois Department of Commerce & Economic Opportunity's Guidelines recommend best practices that limit an in-person meeting to 50 people or less (Council Chambers allows for 18 members of the public) while adhering to social distancing guidelines. During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public Comments section of the meeting.

Pursuant to the Illinois Department of Commerce & Economic Opportunity's Guidelines, it is recommended that any individual appearing in-person wear a face-covering to cover their nose and mouth.

Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov.

3. APPROVAL OF MINUTES: APPROVAL OF May 21, 2020 and June 18, 2020 ZONING BOARD OF APPEALS MINUTES. by Mr. Bob Nachtrieb.

Motion seconded by Ms. Colette Safford.

Motion carried by the following vote:

AYES: Mr. Ed Hennessy, Mr. Jim Riggs, Mr. Charles McCauley, Mr. Vincent Alessio, Ms. Colette Safford, Mr. Bob Nachtrieb.

NAYS: None.

Motion to Approve June 18, 2020 ZONING BOARD OF APPEALS MINUTES was made by Mr. Bob Nachtrieb.

Motion seconded by Mr. Vincent Alessio.

Motion carried by the following vote:

AYES: Mr. Ed Hennessy, Mr. Jim Riggs, Mr. Charles McCauley, Mr. Vincent Alessio, Ms. Colette Safford, Mr. Bob Nachtrieb.

NAYS: None.

4. CITIZENS TO BE HEARD ON AGENDA ITEMS: NOTE: There is a new temporary procedure for public speaking. Details can be found on the Joliet.gov “Public Comments” web page. This section is for anyone wanting to speak regarding items listed on the agenda. Anyone speaking on an agenda item is entitled to speak for a maximum of 4 minutes. It is not a question and answer period and staff and the Zoning Board of Appeals does not generally respond to public comments. Please note speakers who engage in conduct injurious to the harmony of the Zoning Board of Appeals shall be called to order by the Presiding Officer and may forfeit the opportunity to speak.

a. PETITION 2020-27: A Variation to reduce the front yard setback from 30 ft. to 28 ft., located at 4302 Thornwood Lane.

Mr. Kendall Jackson read the staff report into the record.

Chairman Hennessy swore in property owner, Mr. William Peacy, who briefly described the proposed project. Mr. Peter Gatsch, president of construction company for project, briefly described the proposed

project.

Mr. McCauley asked how the builder had this property approved. Mr. Peacy responded to Mr. McCauley's question. There was discussion regarding undersized garages in the subdivision.

Motion to Approve PETITION 2020-27: A Variation to reduce the front yard setback from 30 ft. to 28 ft., located at 4302 Thornwood Lane subject to condition mentioned in the staff report was made by Mr. Jim Riggs.

Motion seconded by Mr. Charles McCauley.

Motion carried by the following vote:

AYES: Mr. Ed Hennessy, Mr. Jim Riggs, Mr. Charles McCauley, Mr. Vincent Alessio, Ms. Colette Safford, Mr. Bob Nachtrieb.
