City of Joliet Board of Fire and Police Commissioners Met July 16.

Here is the minutes provided by the board:

1. ROLL CALL

PRESENT: Craig Purchase , Todd Wooten , Brad Price, Herb Lande.

ABSENT: None.

2. APPROVAL OF 2020 MINUTES: March 9, May 4, May 27 and May 29, 2020

Motion to Approve MINUTES: March 9, May 4, May 27 and May 29, 2020 was made by Craig Purchase. 

Motion seconded by Todd Wooten. 

Motion carried by the following vote: 

AYES: Craig Purchase , Todd Wooten , Brad Price, Herb Lande. 

NAYS: None.

3. SECRETARY’S REPORT

To be stated for the record, the following Joliet Police Department applicant was removed from the current New Hire Eligibility List due to the age limit: #80 Nicholas Butkovic was over 35 years of age on 4-5-2020

Commissioner Price made a statement and then a motion to remove the Joliet Police Department promotions from the Agenda. There is a question about the order of the promotions and this needs to be reviewed.

Motion seconded by Craig Purchase. 

Motion carried by the following vote: 

AYES: Craig Purchase , Todd Wooten , Brad Price, Herb Lande.

4. CITIZENS TO BE HEARD ON AGENDA ITEMS NOTE: There is a new temporary procedure for public speaking. Details can be found on the Joliet.gov “Public Comments” web page. This section is for anyone wanting to speak regarding items listed on the agenda, except for items listed under Public Hearing. Anyone speaking on an agenda item is entitled to speak for a maximum of 4 minutes. It is not a question and answer period and staff and the Board does not generally respond to public comments. The City Clerk has a copy of the public speaking procedures; please note speakers who engage in conduct injurious to the harmony of the Board shall be called to order by the Presiding Officer and may forfeit the opportunity to speak. NONE

5. APPROVAL OF FIRE DEPARTMENT FINAL PROMOTIONS LIST AND SIGNATURES

Motion to Approve was made by Todd Wooten. 

Motion seconded by Brad Price. 

Motion carried by the following vote: 

AYES: Craig Purchase , Todd Wooten , Brad Price, Herb Lande. 

NAYS: None.

6. FOUR (4) FIRE DEPARTMENT PROMOTIONS 

The effective date is July 17, 2020 for the first three promotions, since the position openings and City Council approvals occurred prior to the expiration of the previous Promotional List.

Captain Dave House to Battalion Chief House 

Motion to Approve Captain Dave House to Battalion Chief House was made by Todd Wooten. 

Motion seconded by Craig Purchase. 

Motion carried by the following vote:

Lieutenant Eric Kobe to Captain Kobe 

Motion to Approve Lieutenant Eric Kobe to Captain Kobe was made by Todd Wooten. 

Motion seconded by Craig Purchase. 

Motion carried by the following vote:

NAYS: None.

Effective July 21, 2020 - Apparatus Operator Jeffrey Nagra to Lieutenant Nagra 

Motion to Approve Effective July 21, 2020 - Apparatus Operator Jeffrey Nagra to Lieutenant Nagra was made by Todd Wooten. 

Motion seconded by Craig Purchase.

9. EXECUTIVE SESSION - NONE

Jimmie Yates, a 14-year member of Joliet Fire Department addressed the Board. Mr. Yates referred to the number of challenges that were presented for the recent exam as well as the number denied. He asked if the test could be updated. Chairman Lande stated that the test is created by Stanard and Associates. Commissioner Wooten stated that the issues Mr. Yates questioned came up twice in the past but the test is contractually agreed upon. In order to change the test, the Fire Department Unions would have to agree. He suggested going to the Union heads with this request.
