Councilman Hug read a Proclamation issued by Mayor O'Dekirk honoring the City of Joliet Finance Department for Receiving a Certificate of Achievement in Excellence in Financial Reporting from the Government Finance Officers Association.

Director of Finance Jim Ghedotte thanked the Mayor and Council for their recognition.

APPROVAL OF AGENDA:

A motion was made by Councilwoman Jan Hallums Quillman, seconded by Councilwoman Bettye Gavin, to approve the agenda as written with the following changes: 1) Remove Council Memo #379-20: Request Authorization to Engage Ice Miller LLP as Bond Counsel for a General Obligation Bond that would borrow $4,000,000 for Vehicle Replacement and $6,500,000 for Library Improvements.from Consent Agenda and then take separate votes on the vehicles and the library improvements, and 2) Vote on Council Memo #394-20: Resolution Approving an Honorary Street Name Change for Margie Woods on Dover Street between the Canal and Youngs Avenue immediately following Citizens to be Heard on Agenda Items.

The City Clerk advised that this Public Hearing is being requested to be tabled and continued till September 15, 2020 Council Meeting.

Mayor O’Dekirk opened the Public Hearing and asked if there were any comments. No comments were made at this time.

Interim City Manager Steve Jones asked for direction from the Council for the investigation into the Eric Lurry case.

A brief discussion was held regarding the independent investigation of the Eric Lurry case by the State Police or a selected agency. Additional discussion was held regarding information received from the Attorney General Office and the preservation of city camera video footage.

In response to Councilwoman Quillman requests, Councilwoman Gavin discussed her investigation and meeting with local pastors. Councilwoman Gavin discussed her reasoning for not signing the letter sent to the Attorney General.

A brief discussion was held regarding private meetings held regarding the Eric Lurry case.

Councilman Hug suggested the City receiving in writing from the Illinois State Police that their agency is not able to investigate the Eric Lurry case.

Stringer Harris, national community activist on behalf of the Lurry family and friends, spoke concerning Eric Lurry's case.

Jerry Hervey spoke regarding the Eric Lurry case.

Xavier Payton, Eric Lurry's brother-in-law, asked for justice in the Eric Lurry case.

Shakelah Jamison, sister of Eric's wife, spoke regarding the Eric Lurry case.

Suzanna Ibarra spoke regarding the Eric Lurry case, the city's police budget, and library budget

Conner Lonergan gave his opinion concerning police reform.

Ruth Holmes spoke regarding racism and reforms of the police department

Joseph Haymer spoke regarding black lives matters and rescinded his time to Stringer Harris who discussed the allowance of peaceful protests.

Jonathan Marquardt spoke regarding police reform.

Candace Quinerly political transparency and pass police reform.
