City of Joliet Economic Development Committee met Sept. 8.

ROLL CALL

Present Don "Duck" Dickinson, and Terry Morris

Absent Larry E. Hug

APPROVAL OF MINUTES

A motion was made by Don "Duck" Dickinson, seconded by Terry Morris, to approve the Minutes from the August 24, 2020 meeting.

The motion carried by the following vote:

Aye: Dickinson, and Morris

Absent: Hug

CITIZENS TO BE HEARD ON AGENDA ITEMS

None.

NEW OR OLD BUSINESS, FOR FINAL ACTION OR RECOMMENDATION

Mr. Conley, Economic Development Specialist, gave the Committee background information about the Additional Hourly Services Request for Fee Authorization for the Proposed Rock Run Crossing Public Private Partnership.

The approval will be for an additional $20,000 for S.B. Friedman to continue the market study analysis of the project.

Councilman Morris inquired about the incentives. Mr. Conley responded.

Councilman Dickinson recommend the Approval of Additional Hourly Services Request for Fee Authorization for the Proposed Rock Run Crossing Public Private Partnership go before the full City Council for approval.

NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION

Discussion of Ordinances Establishing Payment-in-Lieu-of-Taxes Programs for Truck Parking and Truck Terminals Continued

Mr. Conley updated the Committee regarding a project that the City is currently reviewing regarding truck terminals.

Mr. Jackson said they are receiving some demand on Route 6 for these types of facilities. Councilman Morris inquired where the entrance might be located.

Staff will verify that the casino does not have any issues if the project does move forward.

Mr. Conley is looking for feedback from the Committee at this time.

Councilman Dickinson would prefer to see something along Route 6 close to the bridge and highway as opposed to something near Route 53.

Mr. Conley said the other portion of the topic is regarding the truck parking PILOT and updated the Committee regarding zoning and what would be required.

Councilman Morris stated concerns about the access to the parking lots.

There was brief discussion about the location of the truck traffic. Economic Development Updates

Mr. Conley gave the Committee an update about downtown parking.
