City of Joliet Plan Commission met Sept. 17.

CALL TO ORDER

ROLL CALL

Present John Dillon, John Kella, Jim Capparelli, Jason Cox, Jeff Crompton, Brigette Fiday, Mark Micetich, and Fredrick "Rick" Moore

Absent Marc Rousonelos

APPROVAL OF MINUTES

A motion was made by Jim Capparelli, seconded by John Kella, to approve Minutes from the August 20, 2020 Plan Commission Meeting.. The motion carried by the following vote:

Aye: Dillon, Kella, Capparelli, Cox, Crompton, Fiday, Micetich, and Moore

Absent: Rousonelos

CITIZENS TO BE HEARD ON AGENDA ITEMS

None

This section is for anyone wanting to speak regarding items listed on the agenda. Anyone speaking on an agenda item is entitled to speak for a maximum of 4 minutes. It is not a question and answer period and staff and the Plan Commission do not generally respond to public comments. Please note speakers who engage in conduct injurious to the harmony of the Plan Commission shall be called to order by the Presiding Officer and may forfeit the opportunity to speak.

OLD BUSINESS: PUBLIC HEARING

Mr. Jackson stated that ZO-2-20 and ZO-3-20 are going to be tabled to the October 15, 2020 Plan Commission meeting in order to provide Staff additional time for research.

A motion was made by Jim Capparelli, seconded by Brigette Fiday, to table ZO-2-20: An Ordinance to Require an Annual Payment-in-Lieu-of-Taxes as a Condition of a Special Use Permit for All Truck Parking Facilities and ZO-3-20: An Ordinance to Require an Annual Payment-in-Lieu-of-Taxes as a Condition of a Special Use Permit for All Truck Terminal Facilities. The motion carried by the following vote:

Aye: Dillon, Kella, Capparelli, Cox, Crompton, Fiday, Micetich, and Moore

Absent: Rousonelos

NEW BUSINESS: PUBLIC HEARING

Mr. Jackson gave the Planning Staff Report.

Mr. Joseph Hammer, Ruettiger, Tonelli & Associates, 129 Capista Drive, appeared on behalf of the petition.

Commissioner Micetich inquired if there will be demolition on the project. Mr. Hammer responded.

Mr. Jeff Tryon, Vice President of Operations at Silver Cross Hospital, gave some background information about the project.

A motion was made by John Kella, seconded by Fredrick "Rick" Moore, to recommend for approval by the City Council P-9-20: Re-Approval of a Revised Preliminary Plat of Silver Cross Hospital II Subdivision and FP-4-20: Final Plat of Silver Cross Hospital II Subdivision Unit 2. The motion carried by the following vote:

Aye: Dillon, Kella, Capparelli, Cox, Crompton, Fiday, Micetich, and Moore

Absent: Rousonelos

Mr. Jackson gave the Planning Staff Report.

Mr. Taivo Tammaru, Clarius Partners LLC, appeared on behalf of the petition.

No one appeared in opposition to the petition.

A motion was made by Jason Cox, seconded by Jeff Crompton, to recommend for approval by the City Council FP-5-20: Final Plat of Clarius Park Subdivision Phase 2. The motion carried by the following vote:

Aye: Dillon, Kella, Capparelli, Cox, Crompton, Fiday, Micetich, and Moore

Absent: Rousonelos

Mr. Jackson stated the applicant is requesting the petition be tabled until the October 15, 2020 Plan Commission meeting to provide more time for discussion with Staff on the proposal.

A motion was made by Jeff Crompton, seconded by John Kella, to table PUD-1-20: Preliminary Planned Unit Development of 1801 Jefferson. The motion carried by the following vote:

Aye: Dillon, Kella, Capparelli, Cox, Crompton, Fiday, Micetich, and Moore

Absent: Rousonelos

RECOMMENDATION

None.
