City of Joliet Economic Development Committee met Oct. 27.

ROLL CALL

Present Larry E. Hug, Don "Duck" Dickinson, and Terry Morris

APPROVAL OF MINUTES

A motion was made by Terry Morris, seconded by Don "Duck" Dickinson, to approve the minutes from the September 8, 2020 meeting. The motion carried by the following vote:

Aye: Hug, Dickinson, and Morris

NEW OR OLD BUSINESS, FOR FINAL ACTION OR RECOMMENDATION

A RESOLUTION AUTHORIZING EXECUTION OF A DEVELOPMENT AGREEMENT WITH BAYS PREMIER BUILDING LLC

Mr. Conley, Economic Development Specialist, gave the Committee background information about the proposed Development Agreement.

Councilman Morris inquired about the rebate after 19 years. Mr. Conley responded. Councilman Morris feels it is a wonderful project.

Councilman Dickinson thanked Mr. Bays for his continued dedication of rebuilding downtown Joliet.

Councilman Hug asked on clarification of the collection after the rebate. Mr. Conley responded.

Mr. Bays made some comments about the project and his background. A motion was made by Don "Duck" Dickinson, seconded by Terry Morris, to recommend for approval by the full City Council the Resolution Authorizing Execution of a Development Agreement with Bays Premier Building LLC. The motion carried by the following vote:

A RESOLUTION AUTHORIZING EXECUTION OF AN ECONOMIC INCENTIVE AGREEMENT WITH D'ARCY MOTORS, INC.

Mr. Conley gave the Committee background information about the Economic Incentive Agreement with D'Arcy Motors Inc.

Councilman Dickinson thanked Mr. D'Arcy for all that he contributes to the City of Joliet. Councilman Morris feels it is a great project and thanked Mr. D'Arcy as well. Councilman Hug feels it is a great project.

Mr. D'Arcy gave further background information about his business and history in Joliet. A motion was made by Don "Duck" Dickinson, seconded by Terry Morris, to recommend for approval by the full City Council the Resolution Authorizing Execution of an Economic Incentive Agreement with D'Arcy Motors Inc. The motion carried by the following vote:

Aye: Hug, Dickinson, and Morris

ORDINANCE AMENDING CHAPTER 23 OF THE CODE OF ORDINANCES AND ESTABLISHING ARTICLE IV, PAYMENT IN LIEU OF TAXES (PILOT) PROGRAM, SECTION 23-64, TRUCK PARKING OF JOLIET CODE OF ORDINANCES

Mr. Conley gave the Committee background information about the proposed Ordinance pertaining to a PILOT program for truck parking.

Councilman Hug thought when these discussions started that there would be an ordinance on Economic Development CommitteeMeeting Minutes - Pending Approval October 27, 2020 where the parking would be allowed. Mr. Conley responded.

Councilman Hug would like the companion ordinance to be started immediately which will dictate where the parking will be allowed.

Councilman Morris inquired about the calculations again. Mr. Conley responded. A motion was made by Don "Duck" Dickinson, seconded by Terry Morris, to recommend for approval by the full City Council as well as going through the Land Use & Legislative Committee for their recommendation, the Ordinance Amending Chapter 23 of the Code of Ordinances and Establishing Article IV, Payment in Lieu of Taxes (PILOT) Program, Section 23-64, Truck Parking of Joliet Code of Ordinances. The motion carried by the following vote:

Aye: Hug, Dickinson, and Morris

NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION

ECONOMIC DEVELOPMENT UPDATES

Mr. Conley gave the Committee updates on the Car Max project, the Buona Beef project, the status on the Louis Joliet Mall, and the downtown Post Office.

Councilman Dickinson commented on the Harbor Freight building.

Councilman Morris inquired about the credit union on Collins Street.

Councilman Hug inquired about The Niche building. Mr. Conley responded.

A motion was made by Don "Duck" Dickinson, seconded by Terry Morris, to adjourn. The motion carried by the following vote:
