City of Plano City Council met Sept. 14.

Here is the minutes provided by the council:

The regular meeting of the Plano City Council was called to order by Mayor Robert A. Hausler in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag.

MINUTES:

A motion was made by Alderman Williams, seconded by Alderman Eaton, to approve the minutes of the regular meeting on August 24, 2020. A unanimous “Aye” voice vote was heard. The motion passed. AGENDA:

A motion was made by Alderman Nadeau, seconded by Alderman Rennels, to approve the agenda with amendments for the regular meeting of September 14, 2020. A unanimous “Aye” voice vote was heard. The motion passed. Mayor moved the Proclamation for Constitution Week to the end of his report. Attorney Grant changed the proposed electrical aggregation date to September 14, 2020 instead of August 2020. Attorney Grant also amended on page 4 (technically page 3, to be corrected), letter H, to read “The City will receive a green grant of $51,771.00 per attachment A to the master agreement.” WARRANTS:

A motion was made by Alderman Fawver, seconded by Alderman Eaton, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated August 28, 2020 in the amount of $115,132.64.

Motion passed.

A motion was made by Alderman Fawver, seconded by Alderman Nadeau, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated September 14, 2020 in the amount of $289,462.46.

WAGE REPORT:

There was no wage report.

INTRODUCTION OF GUESTS:

Guests and members of the press were welcomed by Mayor Hausler.

CITIZEN’S COMMENTS:

Jenny Jackson from the Lakewood Springs Homeowners Association passed out documents for the current and new signs for Lakewood Springs. Mayor said he would like these to go through the Building, Planning, and Zoning department. Tom Karpus said there are no parameters for signs with the annexation agreement, just the sales of homes. He said he asked Jenny to present to the Council. Alderman Rennels asked where these signs would be, and Jenny said in front of the clubhouses between the street and the parking lot.

MAYOR’S REPORT: Bob Hausler

A motion was made by Alderman Rennels, seconded by Alderman Eaton, to confirm the hiring of Jeremiah Brown as a full time police officer effective September 14, 2020, with a starting salary of $57,966.90.

Attorney Grant swore in the new Officer.

Mayor Hausler talked about the Solar Review-Year 1 economic review. This is at the treatment plant. Mayor commented there is a significant savings that does not include the savings from the solar field before it was completely commissioned.

Mayor Hausler read a Proclamation for Constitution Week, September 17-23, 2020.

PLANO AREA CHAMBER OF COMMERCE: No one present

CITY ATTORNEY: Tom Grant

Ordinance #2020-12-Execution of agreement for jurisdictional boundary line between the City of Plano and the Village of Sugar Grove

A motion was made by Alderman Eaton, seconded by Alderman Williams, to approve an ordinance for the execution of agreement for jurisdictional boundary line between the City of Plano and the Village of Sugar Grove.

Voting “Nay”:

Ordinance #2020-13-Local CURE program

A motion was made by Alderman Williams, seconded by Alderman Eaton, to approve an ordinance for the Local CURE program.

A motion was made by Alderman Eaton, seconded by Alderman Williams, to authorize an agreement for lease/purchase of squad car with VIN 1FM5KAB9MGA06600.

Ordinance #2020-17-Authorize renewal of electrical aggregation

A motion was made by Alderman Mulliner, seconded by Alderman Nadeau to authorize renewal of electrical aggregation. Attorney Grant said this is an 18 month program and citizens can opt out without any penalties. Mayor had it changed from a payment schedule to a green grant. He said there was some conflicting language for the opt out. He said citizens can opt out at any time without penalties. Alderman Rennels said the information can be confusing for citizens, and asked if there could be an information sheet put on the City’s website. Sean with Progressive said he can get a one page sheet to go on the website and refer questions/concerns to them. Mayor said if citizens do want to participate, could Progressive put them on a list that they’re not changing over, and Alderman Rennels asked if they could be on the list until they decide to change over. Mayor said this rate is equal to or lower than Com Ed’s rate, but not higher than it. Roll Call:

Resolution R#2020-22-Amending a resolution concerning the application of Plano Transfer Station, LLC and PL6, LLC, siting approval

A motion was made by Alderman Mulliner, seconded by Alderman Eaton, amending a resolution concerning the application of Plano Transfer Station, LLC and PL6, LLC, siting approval. The daily tonnage shall be limited to no more than 1,000 tons per day of waste and recyclables on average, or 1,200 tons per day of waste and recyclables, maximum. These limits are increased from 600 to 1,000, and 750 to 1,200. Roll Call:

A thank you card to the City officials and staff from Ruth Larson was read.

CITY TREASURER: Zoila Gomez

August 2020 Revenue & Expense reports were distributed in mailboxes on September 11, 2020. Tax revenue was also distributed.

POLICE CHIEF’S REPORT: Lt. Norm Allison

Mason Brant is set to graduate from the academy on October 1st, and is doing very well. The Records Clerk position is open to receive applications until September 18th. They will be starting background check process on those who turned in an application. Ken Com has offered all officers in the county portable radios for officer safety with a $0.00 cost. He thanked the Mayor for his compliments tonight to the police department officers.

DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: Nate Bullard

Nate said the miscellaneous sidewalk replacements started today and will take two to three weeks to complete. He said the street resurfacing is almost done, and the last one is being worked on now. The Lew Street project has a couple of driveways that did not meet specifications and had to be redone. 

BUILDING, PLANNING & ZONING: Tom Karpus

Tom said that they would do an occupancy inspection at Gjovik Ford the end of the week. There will be movement at the new Dominoes starting this week too.

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner

A meeting was called for September 29th, 2020 at 6:00 pm. Discussion topics include outdoor illumination, amended budget, laptops, and wild animals.

BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt – absent, nothing to report

COMMUNITY DEVELOPMENT: Alderman Rennels

A meeting was called for September 29, 2020 at 6:30 pm.

FINANCE: Alderman Fawver

The committee approved the vendor runs. A meeting was called for September 28, 2020 at 5:30 p.m.

PARKS: Alderman Johns

At the last committee meeting, they discussed kayaking/canoeing and a dog park at Foli Park. They discussed closing the Splash Pad on October 1, 2020. There were a couple of items they are moving to Special Events for 2021.

PERSONNEL & INSURANCE: Alderman Williams

Their next meeting is on September 17, 2020 at 2:00 pm, at the Council chambers. They will be discussing the employee manual.

SPECIAL EVENTS: Alderman Nadeau

The committee met on September 1, 2020. Discussion included the budget. Outdoor holiday lighting on Main Street will have a four year fade out of all of them, with one quarter of them being replaced a year, and buying at discount prices when they can. A new Depot tree is not needed anymore. The next meeting will be called once she discusses it with her committee.

STREETS & UTILITIES: Alderman Eaton

Alderman Eaton said there is concern about Ben Street traffic. He said there was recently a hit and run accident and traffic exceeds the speed limit. In 2018 and 2019, a proposal was approved and sent to the County, but he was told it has been stopped. Alderman Eaton would like it to be started again so the traffic hazards, speeding, etc. can be stopped, and asked for more police presence to help with these issues. Mayor said he would talk to Fran Klaas about this issue, and that Mr. Klaas is concerned with untethered trailers parked on Ben Street. Alderman Eaton said these have been moved.

CITIZEN’S COMMENTS:

Jenny Jackson said there have been residents questioning Halloween hours and what will happen with it. Mayor said he is waiting to hear from IML about the Department of Health expectations for municipalities. He said Police Chief Whowell is talking with the County Health Department for their guidance as well.

A motion was made by Alderman Eaton, seconded by Alderman Williams, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 7:00 pm.
