A motion was made by Jim Capparelli, seconded by Jeff Crompton, to approve minutes from the September 17, 2020 Meeting. The motion carried by the following vote:

A motion was made by Jim Capparelli, seconded by Brigette Fiday, to recommend for approval by the City Council the Vacation of an Adjacent Unused Alley Located at 360-368 E. Washington Street. The motion carried by the following vote:

P-10-20: REVISED PRELIMINARY PLAT OF D'ARCY ESTATES SUBDIVISION.
FP-6-20: FINAL PLAT OF D'ARCY ESTATES UNIT TWO SUBDIVISION. Z-4-20: RECLASSIFICATION OF 16.30 ACRES AT 2020 AND 2022 ESSINGTON ROAD FROM R-2 (SINGLE-FAMILY RESIDENTIAL) AND R-4 (LOW-DENSITY, MULTI-FAMILY RESIDENTIAL) TO B-3 (GENERAL BUSINESS) ZONING.

Mr. Mike Hansen, Attorney, 111 N. Ottawa Street, Mr. Terry D'Arcy, and Mr. Chris Papesh, Geotech, appeared on behalf of the petitions.
Commissioner Capparelli expressed concerns about receiving documents in a timely fashion. Mr. Jackson explained the process in further detail.
Mr. Bob Jacobus, 2807 Valley Forge, appeared regarding the zoning of the project as well as water issues.
Ms. Erika Koty, 2820 Valley Forge, appeared regarding the drainage and the lighting for the new project and stated she currently has flooding issues.
Ms. Janice Keck, 2808 Vimy Ridge Drive, appeared with concerns about the field behind her house and the zoning related to it.
Chairman Dillon inquired about the parking lot, curb, gutter and drainage as well as landscaping and lighting for the project.
Mr. Chris Papesh, Geotech, and Mr. D'Arcy answered Mr. Dillon's questions.
Commissioner Fiday said the neighbors and Mr. D'Arcy should have a separate conversation about a fence for the project.
A motion was made by Jim Capparelli, seconded by John Kella, to recommend for approval by the City Council the Revised Preliminary Plat of D'Arcy Estates Subdivision, the Final Plat of D'Arcy Estates Unit Two Subdivision, the Reclassification of 16.30 Acres at 2020 and 2022 Essington Road from R-2 (Single-Family Residential) and R-4 (Low-Density, Multi-Family
Residential) to B-3 (General Business) Zoning and the Vacation of Public Utility, Drainage and Ingress/Egress Easements and Stormwater Detention Easements located at 2020 and 2022 Essington Road. The motion carried by the following vote:

V-5-20: VACATION OF AN APPROXIMATE 14' X 84' PORTION OF A PUBLIC ALLEY SOUTH OF 418 MADELINE STREET, SOUTH OF 127 PLEASANT STREET, AND NORTH OF 129 PLEASANT STREET.

Ms. Jacqueline Huey appeared on behalf of the petition. Ms. Huey gave further background information about her property.
Alma, owner of 422 Madeline, appeared in favor of the petition.
Mr. Deandre Nunn, 129 Pleasant Street, appeared in favor of the petition. Commissioner Fiday inquired where the fire hydrant is located. Mr. Nunn responded. Mr. Gary Dobczyk, 424 Madeline, appeared in favor of the petition.
Plan Commission Meeting Minutes - Pending Approval October 15, 2020 The owner of 422 Madeline spoke again regarding the alley.
Mr. Gapsevich, Civil Engineer Supervisor, City of Joliet, stated that they hire out each year for contractors to plow cul de sacs and dead ends. They can look at the snow plow maps to make sure the alley section is on the map.
A motion was made by Jim Capparelli, seconded by John Kella, to recommend for approval by the City Council the Vacation of an Approximate 12' x 84' Portion of a Public Alley South of 418 Madeline Street, South of 127 Pleasant Street, and North of 129 Pleasant Street. The motion carried by the following vote:
Aye: Dillon, Kella, Capparelli, Cox, Crompton, Fiday, and Rousonelos
Absent: Moore
D-1-20: DETACHMENT OF 6501 CATON FARM ROAD.
Mr. Jackson stated the petition has been withdrawn.

PUBLIC COMMENT
Mr. James Lapinski, 6501 Jack Rogers Lane, appeared about the 600 foot letter that he received for something that was on the agenda. When he arrived he found out the agenda item was pulled. He asked that a letter be sent out again stating the item was pulled from the agenda because then people won't unnecessarily take time off of their jobs to attend the meeting.
His concern is that the homeowner at 6501 Caton Farm Road has not followed the annexation agreement guidelines accordingly.
