City of Plano City Council met Nov. 8.

Here are the minutes provided by the council:

The regular meeting of the Plano City Council was called to order by Mayor Rennels in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag. Roll Call: 

Steve DeBolt Absent        John Fawver Present 

Ben Eaton Absent            Jamal Williams Present 

Tommy Johns Present     Barb Nadeau Present 

Scott Mulliner Present      Mark Swoboda Present 

There was a quorum.

MINUTES:

A motion was made by Alderman Nadeau, seconded by Alderman Williams, to approve the minutes of the regular meeting on October 25, 2021. A unanimous “Aye” voice vote was heard. The motion passed.

AGENDA:

A motion was made by Alderman Johns, seconded by Alderman Mulliner, to approve the agenda for the regular meeting of November 8, 2021. A unanimous “Aye” voice vote was heard. The motion passed.

WARRANTS:

A motion was made by Alderman Swoboda, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated October 29, 2021 in the amount of $ 106,406.79.

Voting “Aye”: Nadeau, Johns, Mulliner, Swoboda, Williams, Fawver

Voting “Nay”:

Absent: DeBolt, Eaton

Motion passed.

A motion was made by Alderman Swoboda, seconded by Alderman Williams, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated November 8, 2021 in the amount of $ 168,318.72.

WAGE REPORT: NONE

INTRODUCTION OF GUESTS:

Guests and members of the press were welcomed by Mayor Rennels.

CITIZEN’S COMMENTS: NONE

MAYOR’S REPORT: Michael Rennels

Mayor Rennels informed the Council that the Plano American Legion will hold a Veteran’s Day event on November 11, 2021 at 11:00 am at Memorial Park. The United Methodist Church will have a soup and bread lunch for veterans after the event at Memorial Park.

CITY ATTORNEY: William Thomas

Ordinance 2021-19 Amended Budget

A motion was made by Alderman Johns, seconded by Alderman Swoboda, to approve an Ordinance for a comprehensive amendment to the budget ordinance of the City of Plano amending ordinance # 2021-6.

Voting “Nay”: Williams

Absent: DeBolt, Eaton

Motion passed.

Ordinance 2021-20 Decrease Class E liquor licenses

A motion was made by Alderman Mulliner, seconded by Alderman Nadeau, to approve an ordinance amending Title 3 Chapter 2 Section 3-2-7 of the Code of Ordinance of the City of Plano for the number of Class E liquor licenses.

Voting “Nay”:

Absent: DeBolt, Eaton

Motion passed.

Resolution R2021-24 site plan for Scooters

A motion was made by Alderman Mulliner, seconded by Alderman Nadeau to approve a resolution approving a site plan for Scooter’s Coffee, Grunloh Building, Inc. at 15 W. South St., Plano, Illinois Roll Call:

Voting “Aye”: Nadeau, Johns, Mulliner, Swoboda, Williams, Fawver

Voting “Nay”:

Absent: DeBolt, Eaton

Motion passed.

CITY CLERK: Kathleen Miller

An FYI was given regarding packets being phased out beginning in January of 2022, agendas will be on the website and laptops should be used.

CITY TREASURER: Zoila Gomez

A memo was provided regarding the tax levy process. A preliminary levy was given to the mayor and will be reviewed by the City Attorney.

POLICE CHIEF’S REPORT: Chief Whowell – Absent – Lt. Allison present – Nothing to report

DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: D. Boyer, J. Beyer, K. Tisberger

Karl informed the Council that the city took possession of the new street sweeper last week. The RBI streets repairs should finish up this week and they are in the process of picking up leaves; they will continue picking up leaves through the week after Thanksgiving.

BUILDING, PLANNING & ZONING: Tom Karpus – Absent – Jeff Sobotka present – Nothing to report

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner – Nothing to report

BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt – Absent – Nothing to report

COMMUNITY DEVELOPMENT: Alderman Fawver

Alderman Fawver called a meeting for November 18, 2021 at 6:30 PM.

FINANCE: Alderman Swoboda

Alderman Swoboda called the next meeting for November 22, 2021 at 5:15 pm.

PARKS: Alderman Johns

Alderman Johns gave an update on Parks. The Splash Pad has been closed for the season. The new play station has been installed at Lathrop Park. The parking lot was paved and the entrance pad poured at the Dog Park; they are working on signage.

PERSONNEL & INSURANCE: Alderman Williams

A motion was made by Alderman Williams, seconded by Alderman Nadeau, to increase wages for Del Noss, Brandon Voelkel and Moises Villa $2.00 per hour.

Voting “Nay”:

Absent: DeBolt, Eaton

Motion passed.

A motion was made by Alderman Williams, seconded by Alderman Fawver, to increase wages for Noah Miller and Ryan Bedford $0.75 per hour.

Voting “Nay”:

Absent: DeBolt, Eaton

Motion passed.

A motion was made by Alderman Williams, seconded by Alderman Nadeau, to increase wages for Officer Brown from $ 57,966.90 to $ 67,192.63.

Voting “Nay”:

Absent: DeBolt, Eaton

Motion passed.

SPECIAL EVENTS: Alderman Nadeau

Alderman Nadeau had to cancel her meeting for November 4, 2021; she will reschedule at a later date.

STREETS & UTILITIES: Alderman Eaton – Absent – Alderman Johns reported

Alderman Eaton had a meeting on October 27, 2021 at 6:00 pm. They discussed the water/sewer rate study, traffic speed control box, appeal process, water bills and emergency phone list. There is another meeting on November 10, 2021 at 6:00 pm.

ADJOURNMENT:

A motion was made by Alderman Fawver, seconded by Alderman Williams, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:19 pm.
