CALL TO ORDER AND PLEDGE OF ALLEGIANCE
President Troy Parlier called the meeting to order at 7:01 p.m. and led the Pledge of Allegiance to the Flag of the United States of America.

CONSIDERATION OF AND POSSIBLE ACTIONS ON ANY REQUESTS FOR ELECTRONIC PARTICIPATION IN MEETING
President Parlier noted that Trustee Marter would like to electronically attend tonight’s meeting. Trustee Marter submitted the necessary documents to the Village Clerk.
A motion was made by Trustee Olson and seconded by Trustee Jones Sinnott to approve Trustee James Marter to electronically attend the November 16th, 2021 Regular Village Board Meeting.

STAFF REPORTS
Julie Hoffman- Christmas Walk is two weeks away. All the traditional amenities are coming back; 80 vendors, tree lighting ceremony at 5:30pm with a special guest; Main Street will be closed from Van Buren to Jefferson; 17 acts; three live entertainment zones; anticipating 4,000-5,000 people; shop small and big and support our retailers.

H.12 Resolution Authorizing the Execution of a Contract with Dynamic Industrial Services Inc. for Water Tower Rehabilitation in the Amount of $684,000.00. Contract is for water tower rehab; expect more of these contacts in next five years; routine maintenance and rehab, such as painting, is done every 15-20 years.
H.13 Resolution Authorizing the Execution of an Agreement for Lobbying Services Between the Village of Oswego and Elevate Government Affairs. Services will be reflected in the Strategic Plan.

K.1 K.1 Reserve at Hudson Crossing
Susan Quasney addressed the Board regarding H. Linden public improvements and bond for the Reserve at Hudson Crossing. The public infrastructure work has one last change order for concrete pads to support street furniture around the building. After approval of the change order, the final cost of the contract is $4,029,501.65, representing a 0.06% increase from the original bid price. These costs are separate from the costs associated with the municipal parking garage. Staff rolled a CIP project for lights which saved $20,000.00 and rolled in conduit for the future traffic light at Harrison. Total improvements came in a half percentage below budget.

A motion was made by Trustee Thomas and seconded by Trustee Jones Sinnott to approve a Resolution Authorizing Reserve at Hudson Crossing, L.L.C. to Execute Change Order #14 to the Construction Contract with H. TRUSTEE REPORTS
Trustee Jones Sinnott- received many compliments and comments regarding leaf pick-up; a lot of people saying thank you; kudos to Director Hughes and the clan.
Trustee Kuhrt- excited for Christmas Walk; he is volunteering for the transportation. He asked whether leaf pick-up will be extended. Director Hughes noted there will be one more pick-up beyond the last one.
Trustee Olson- no report.
Trustee Thomas- short term rentals need to be addressed as soon as possible; can’t thank Veterans enough; have a happy and healthy Thanksgiving.
Trustee Guist- good luck to Shea; this is her last time here; recognized H.S. Cross Country team for finishing 5th at State; first time in 27 years; recognized Oswego’s co-op swim team that finished 4th at State despite leaving them without a coach; JV coach stepped up for the kids.
Trustee Marter II- thanked the Board for allowing him to attend electronically; excited for Christmas Walk; he is helping out and looking forward to seeing everyone there.
PRESIDENT’S REPORT
Only one meeting in December (12/14/21); have a great Thanksgiving and enjoy turkey if you can get one; Christmas Walk and Holiday Drive-Through is coming up; thank you to Shea; will miss her and the Marvel updates.
