Kendall County Board of Health met Jan. 18.

I. CALL TO ORDER
Ms. Cullick called the meeting to order at 6:02 p.m.
II. ROLL CALL
A quorum was declared by roll call.
Members present: Carlo Colosimo, Lynn Cullick, Jay DeMarco, Dr. John Gleason, Dr. Joseph Gruber, Karen Kelly, and Gabriella Shanahan.
Members absent: Dr. Karin Gustafson, Jim Jensen, Nanci Reiland, and Robyn Vickers.
Staff present: RaeAnn VanGundy, Executive Director/Public Health Administrator; Arissa Hunt, Executive Assistant; Steve Curatti, Assistant Executive Director.
Guests: None.
III. APPROVAL OF AGENDA
Ms. Kelly moved to approve the agenda as presented. Dr. Gleason seconded the motion. The motion approved unanimously by voice vote.
IV. APPROVAL OF OCTOBER 19, 2021 AND NOVEMBER 16, 2021 REGULAR MINUTES
Dr. Gruber moved to approve the October 19, 2021 and November 16, 2021 regular minutes as presented. Mr. DeMarco seconded the motion. The motion approved unanimously by voice vote.
V. INTRODUCTION OF GUESTS & VISITORS

VI. EXECUTIVE DIRECTOR COMMENTS
Ms. VanGundy explained that staff has been working hard to complete the IPLAN (CHIP) and it will be presented for approval at the February meeting.
Ms. VanGundy stated that the Strategic Plan process will be starting in February. Leading Healthy Futures has been contracted for this project to work alongside staff. The plan should be completed by summer.
Ms. VanGundy highlighted the staff bonus flyer, explaining that the discretionary funds allocated within a few grants allowed for a one-time bonus for each employee in the first pay period of January.
Ms. VanGundy shared that we had 29 grants in 2019, and today we have 45 grants. We have added 16 grants in a short time. While there is a lot of new money coming in with these grants, it does take a lot of additional staff, time spent on deliverables, supervision, and administrative work to fulfil them. Ms. VanGundy stated she would like to hire a full time, temporary Grants Coordinator through June of 2023. Board Members showed general support and would like an item added to next month’s agendas.
Ms. VanGundy shared that a CDC survey, NHANES, would be coming to Kendall County from May to August. Kendall is one of 15 counties in the country that will host this survey in 2022. 600 residents from Kendall will be participants in the health survey.
VII. BOARD COMMITTEE & ADVISORY BOARD REPORTS
A. Finance Committee
Mr. Colosimo moved to approve October vouchers totaling $428,437.81, November vouchers totaling $344,457.26, and December vouchers totaling $511,939.78. Ms. Cullick seconded the motion. The motion approved unanimously by roll call vote.
B. Approve Finance Committee 01/12/22 Minutes and accept Community Action Advisory Board 09/30/2021, 12/02/2021 Minutes and Environmental Health Advisory Board 09/14/2021 Minutes

VIII. NEW BUSINESS
A. BOH Self-Evaluation
Ms. VanGundy distributed 2 handouts to aid Board Members in their evaluation. Board Members and Staff broke up into two small groups to discuss, and then returned to share and compile results.
IX. OLD BUSINESS
A. COVID Vaccine Update
Ms. VanGundy explained that Omicron is the fastest spreading variant. Over 88,000 COVID tests were done last week. The CDC has released new guidelines as well. There is evidence that cases of COVID are much milder with vaccination when comparing unvaccinated, fully vaccinated, and boosted individuals.
Ms. VanGundy stated that we are currently hosting three vaccination clinics per week: Wednesdays have pediatric (5-11) vaccinations (approx. 60 doses administered per week), and Thursdays and Fridays have booster doses (most clinics still filled up). These clinics are still fully staffed by volunteers. Elizabeth remains the Volunteer Coordinator under the Mass Vaccination COVID grant. We do not expect to return to true mass vaccination with current demand.
Ms. VanGundy shared that there has been some difficulty getting tested in the community. Occasionally traditional sites like pharmacies and doctor’s offices are booked out. There are some pop-up locations, however not all pop-up sites may be reputable. There are ways of reporting concerns, but the Health Department has no ability to regulate these sites.
