Kendall County Board met Sept. 6.

Here are the minutes provided by the board:

The Kendall County Board Meeting was held at the Kendall County Office Building, Rooms 209 & 210, in the City of at 6:12 p.m. The Clerk called the roll. Members present: Amy Cesich, Brian DeBolt, Elizabeth Flowers, Scott Gengler, Judy Gilmour, Matt Kellogg, Dan Koukol, Ruben Rodriguez and Robyn Vickers. Member(s) absent: Scott Gryder.

The Clerk reported to the Vice Chairman that a quorum was present to conduct business.

THE AGENDA

Member Koukol moved to approve the agenda removing items 11 B (1 and 2). Member Cesich seconded the motion. Vice Chairman Kellogg asked for a voice vote on the motion. All members present voting aye. Motion carried.

SPECIAL RECOGNITION

National Constitution Week

Member DeBolt moved to approve the proclamation declaring September 17 – 23, 2022 as National Constitution Week. Member Koukol seconded the motion. Vice Chairman Kellogg asked for a voice vote on the motion. All members present voting aye. Motion carried.

Judge John McAdams and Judge Carlo Colosimo

Judges McAdams and Colosimo were recognized as the new judges in Kendall County.

Operation Green Light

Member DeBolt moved to approve a resolution supporting Operation Green Light for Active Military Service Members in transition to civilian life. Member Flowers seconded the motion. Vice Chairman Kellogg asked for a voice vote on the motion. All members present voting aye. Motion carried.

PUBLIC COMMENT

Todd Milliron spoke about Ordinance 22-20 regarding the setting of County Board member terms and legal research on it. Margaret Sheehan spoke about ballot boxes.

CONSENT AGENDA

Member Cesich moved to approve the consent agenda of A) County Board minutes from August 2, 2022; B) Standing committee minutes; C) claims in an amount not to exceed $ 1,001,993.96; D) Kendall County Jail Food Service Agreement updated; E) Amendment Agreement for Disbursement and Use of Kendall County’s American Rescue Plan Act Funds with Creative Mind Events – Crafts & More for the amount of $4,242. Member Vickers seconded the motion. Vice Chairman Kellogg asked for a roll vote on the motion. All members present voting aye. Motion carried.

Member Flowers moved to approve the Executive Administrative Assistant Job Description. Member Gilmour seconded the motion. Vice Chairman Kellogg asked for a roll call vote on the motion. All members present voting aye. Motion carried.

Larry Nelson spoke about the Kendall County 211 system.

Assistant Facilities Director/Project Manager Job Description

Member Cesich moved to approve the Assistant Facilities Director/Project Manager Job Description. Member Flowers seconded the motion. Vice Chairman Kellogg asked for a roll call vote on the motion. All members present voting aye. Motion carried.

Animal Control

Full Time Kennel Technician Job Description

Member Rodriguez moved to approve the Full Time Kennel Technician Job Description. Member Gengler seconded the motion. Vice Chairman Kellogg asked for a roll call vote on the motion. All members present voting aye. Motion carried.

Law, Justice & Legislation

Ordinance Regulating Solicitors

Member Gilmour moved to approve the Ordinance Regulating Solicitors. Member Cesich seconded the motion. Vice Chairman Kellogg asked for a roll call vote on the motion. All members present voting aye. Motion carried.

Ordinance Establishing Judicial Fees and Circuit Clerk Fees

Member Gilmour moved to approve an Ordinance Establishing a Judicial Facilities Fee and Amending the Circuit Clerk Fees Schedule in Accordance Therewith. Member Cesich seconded the motion. Vice Chairman Kellogg asked for a roll call vote on the motion. All members present voting aye except Member Koukol. Motion carried 8-1.

PUBLIC COMMENT

Todd Milliron commented on the Circuit Clerk being impacted by the Sheriff’s no bail.

QUESTIONS FROM THE PRESS

Ethan Kruger from WSPY asked about the Forest Preserve Grant from the American Rescue Plan Act being open to other Non-Profits or are the competing for the money. He asked if the Board Terms ordinance is being reviewed.

EXECUTIVE SESSION

Member DeBolt made a motion to go into Executive Session for (11) litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting. Member Rodriguez seconded the motion. Vice Chairman Kellogg asked for a roll call vote on the motion. All members present voting aye. Motion carried.

ADJOURNMENT

Member Cesich moved to adjourn the County Board Meeting until the next scheduled meeting. Member DeBolt seconded the motion. Vice Chairman Kellogg asked for a voice vote on the motion. All members present voting aye. Motion carried.
