Kendall County Forest Preserve District Finance Committee met July 27.

Here are the minutes provided by the committee:

1. Call to Order 

Chairman Wormley called the meeting to order at 5:20 pm in the Kendall County Administrative Office Building, Rooms 209 and 210.

Commissioners DeBolt, Kellogg, and Wormley were all present. 

III. Approval of Agenda 

Commissioner Kellogg made a motion to approve the meeting agenda as presented. Seconded by Commissioner DeBolt. Aye, all. Opposed, none. 

IV. Public Comments 

No public comments were offered from citizens present. 

V. Motion to Forward Claims to Commission for Approval 

Commissioner DeBolt made a motion to forward claims to Commission. Seconded by Commissioner Kellogg. Aye, all. Opposed, none. 

OLD BUSINESS 

A. Kendall County Intergovernmental Agreement - ARPA (Fund 1914) Funding Allocation Amendment 

B. Capital Infrastructure and Equipment Replacements Schedule - Kubota RTV Quotes Received 

The Finance Committee reviewed and discussed YTD capital fund and capital projects budgets, and discussed the ARPA funding allocaton amendments. Finance Chair Wormley provided a summary of ARPA - approriate projects discussed. 

The Finance Committee recommended a replacement schedule for District's equipment priorities, and provided direction to budget for the quoted RTV in the FY24 budget. 

NEW BUSINESS 

A. Pickerill-Pigott Estate House - Construction Updates 

I. IDNR Final Billing Statement - Final Draft 

Director Guritz presented an updated IDNR Final Billing Statement. The District is waiting to receive the final pay request from Lite Construction. 

II. Punch List Status 

Director Guritz presented updates on the Pickerill Estate House punch list prioritized for completion prior to the July 15th event. 

IIl. Building Security and Solar Panel Installations 

Director Guritz updated the Finace Committee on the GRNE solar panel installation schedule and secrutiy system install. 

Other Items of Business 

Capital Projects Status Reports: 

A. Little Rock Creek Dam Removal Project - Kendall County IGA Review Status and EPA Section 319 

B. Hoover Well Pump - FTI - Variable Frequency Drive Replacement Updates 

Director Guritz provided updates to the IGA between Kendall County and the Kendall County Forest Preserve District. The KC-SAO has completed its review, with all recommended changes accepted. 

Director Gruritz presented updates on the Hoover Forest Preserve FTI - Variable Frequency Drive update. The Finance Committee discussed recoding the replacement costs of the variable frequency drive and Hoover well pump as an ARPA project. 

VI. Public Comments 

No public comments were offered from citizens in attendance. 

VII. Executive Session 

Commissioner Kellogg made a motion to enter executive session at 6:12 pm under 2c21 of the Open Meetings Act for the purpose of discussion of minutes of meetings lawfully closed under this Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes as mandated by Section 2.06. Seconed by Commissioner DeBolt. Roll call: Commissioners DeBolt, Kellogg, and Wormley, aye. Opposed, none. 

Commissioner Kellogg made a motion to adjourn from executive session at. Seconded by Commissioner DeBolt. Aye, all. Opposed, none. Regular meeting reconvened at 6:14 pm.

Commissioner DeBolt made a motion to adjourn. Seconded by Commissioner Kellogg. Aye, all. Opposed, none.
