City of Plano City Council met Sept. 25.

Here are the minutes provided by the council:

The regular meeting of the Plano City Council was called to order on Monday, September 25, 2023 by  Mayor Michael Rennels in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag. Roll Call:

There was a quorum. 

MINUTES: 

A motion was made by Alderman Williams, seconded by Alderman Swoboda, to approve the minutes of the regular meeting on September 11, 2023. A unanimous “Aye” voice vote was heard. The motion passed.

AGENDA:

A motion was made by Alderman Williams , seconded by Alderman Nadeau, to approve the agenda for the regular meeting of September 25, 2023.

Voting “Aye”: Williams, Nadeau, DeBolt, Johns, Mulliner, Swoboda, Wickens

Voting “Nay”:

Absent: Fawver

Motion passed.

WARRANTS:

A motion was made by Alderman Wickens, seconded by Alderman Williams, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated September 25, 2023 in the amount of $1,239,841.72.

Voting “Aye”: Wickens, Williams, DeBolt, Johns, Mulliner, Nadeau, Swoboda

Voting “Nay”:

Absent: Fawver

Motion passed.

WAGE REPORT:

A motion was made by Alderman Wickens, seconded by Alderman DeBolt, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay approve the wage report dated August 2023 in the amount of $515,218.45. Alderman Johns said this is up because it is for 3 wages, instead of 2.

Voting “Nay”:

INTRODUCTION OF GUESTS:

Guests and members of the press were welcomed by Mayor Rennels.

Jennifer Martinson, from Lauterbach & Amen, LLP presented the FY ’23 audit.

CITIZEN’S COMMENTS: None

MAYOR’S REPORT: Michael Rennels

A motion was made by Alderman Williams, seconded by Alderman Johns, to approve the Mayor’s appointment of Keith Riddle to fill an unexpired term on the Plan Commission, effective September 25, 2023 until May 2025. Mayor Rennels said Kim Droysen has resigned from the Plan Commission after being a member for many years. He said that Keith has volunteered to be more involved in our government.

PLANO AREA CHAMBER OF COMMERCE

Danielle Tully reported on events for the Plano Chamber of Commerce. In August, they had the Back to-School color run. They had the first Hispanic Heritage event, and they are planning to have it again next year. October 5th is a Scarecrow Scramble 9-hole golf outing and after hours at the American Legion sponsored by Abate. On October 26th, there will be a Community Treats on the Street from 4:00-6:00 p.m. She introduced the new executive director, Tiffany.

CITY ATTORNEY: William Thomas

Resolution #2023-22 A motion was made by Alderman Johns, seconded by Alderman DeBolt, to approve a resolution for an agreement with Baxter & Woodman for the Lead Service Line Program. Alderman Nadeau said she attended an IML conference session about this issue. She said she was happy with the thorough Baxter and Woodman presentation at the last council meeting.

CITY CLERK: Carin Martin, Deputy Clerk

Sales and Related taxes for July 2023 are $222,009.78.

MFT current unobligated balance for July 2023 is $1,431,436.12.

Zoila discussed the MFT compliance review covering May 1, 2020 through April 30, 2022. CITY TREASURER: Zoila Gomez

A motion was made by Alderman DeBolt, seconded by Alderman Wickens, to approve the FY ’23 audit prepared and presented by Lauterbach & Amen, LLP.

POLICE CHIEF’S REPORT: Chief Whowell-Nothing

DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: D. Boyer, J. Beyer, K. Tisberger

Karl said the Depot windows should be in October 12-13, 2023. There are a handful of storm basins being repaired. He said October 2nd/9 the sidewalks will start. The parking lots are done at Foli Park and the Dog Park. The School District has requested the City’s trucks for the Homecoming parade on October 7th.

Josh said the two water main projects have the parkway restoration left to do. The water tower painting will hopefully be done in two weeks, weather permitting. Alderman Williams asked if there are still the 300 unknown lead houses. Josh said yes, and that they are identifying them as work goes along. Alderman Williams said the City is in good shape compared to others with the Lead Service Line Program. Darrin talked about a couple of pictures from the Walmart Lift station.

A motion was made by Alderman DeBolt, seconded by Alderman Nadeau, to approve an additional $5,000.00 to Koenig Body and Equipment, Inc., for the 2022 International dump truck, for labor and small supplies to cover the cost difference of 2 years of misc. small parts/supplies, shop fees, and labor from the original quote.

Motion passed.

A motion was made by Alderman Williams, seconded by Alderman DeBolt, to approve hiring Hanson Landscape of Big Rock and Semper Fi Land Inc. of Yorkville/Aurora, to perform the “as needed” snow plowing for the 2023-2024 winter season. Alderman DeBolt asked Karl how many times this was needed last year. Karl said two times.

BUILDING, PLANNING & ZONING: Jeff Sobotka-Absent

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner

Alderman Mulliner called a meeting for October 4, 2023 at 6:00 p.m., to discuss the amended budget.

BUILDINGS, GROUNDS AND ZONING: Alderman Williams

Alderman Williams called a meeting for October 4, 2023 at 5:30 p.m., to discuss the amended budget and the chicken ordinance.

COMMUNITY DEVELOPMENT: Alderman Fawver-Absent

FINANCE: Alderman Wickens

Alderman Wickens called a meeting for October 9, 2023 at 5:15 p.m.

PARKS: Alderman Johns

Alderman Johns said they worked on the amended budget. He reported that dog waste stations and cans have been installed at various City Parks. He said the parking lots are complete at Foli Park and the Dog Park. The Splash Pad will remain open as long as the weather is warm. The Memorial Park brick costs have gone up from $50.00 to $100.00.

PERSONNEL & INSURANCE: Alderman Swoboda-Nothing

SPECIAL EVENTS: Alderman Nadeau

Alderman Nadeau said this committee met on September 12th to discuss the amended budget. They will keep $1,000.00 in their fund for late in the year events, and $500.00 for holiday décor lights display. There was a new special event application turned in for an event on November 19, 2023. The committee will be looking at the special events policy too.

STREETS & UTILITIES: Alderman DeBolt

Alderman DeBolt said this committee met on September 20th to discuss the amended budget. He called a meeting for October 3, 2023 at 6:00 p.m. to discuss the amended budget.

CITIZEN’S COMMENTS:

Keith Riddle thanked Mayor Rennels for appointing him to the Plan Commission, and the Council for their voting him in.

CLOSED SESSION: None

ADJOURNMENT:

A motion was made by Alderman DeBolt, seconded by Alderman Williams, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:40 p.m.
